3. DESCRIPTION OF SUPPLIES/SERVICES:

a. DCMA is required to provide oversight for contractor activities in the delivery of products and services to the Department of Defense (DoD). DCMA’s EVM team utilizes Deltek software as a disciplined, structured, objective, and quantitative method to integrate technical work scope, cost, and schedule objectives into a single contract baseline for tracking contract performance.

The software allows the EVM team to track areas to include, but not limited to, budgeted cost for work scheduled and performed, budget at completion, and actual cost of work performed. In order to continue providing oversight and performing these specific functions the Deltek support must be renewed. The renewed software support will provide patches, fixes, and updates to the current Deltek software operating within the DCMA infrastructure. The software support required must be compatible with the already existing DCMA infrastructure. Only the brand name Deltek software is compatible with the existing infrastructure.

b. The EVM team also requires virtual training and access to the Deltek virtual learning zone portal. The EVM team utilizes the virtual training access to learn how to utilize the Deltek software as it is updated in order to increase proficiency and effectiveness in executing their mission. As the software is updated and/or patched, the EVM team requires instruction on how the updates impact the usability, functionality, and mission execution while using the software.

The virtual training and learning portal are unique to Deltek’s software and to DCMA’s deployment and use of the software.
