JUSTIFICATION FOR OTHER THAN FULL AND

OPEN COMPETITION (OTFAOC)

Federal Acquisition Regulation (FAR) Part 6 Justification & Approval (J&A), Supporting Procurements under FAR Part 12, and FAR Part 15

Upon the basis of the following justification, I, as the Procuring Activity Competition Advocate, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C.2304, FAR 6.302-1(a)(2)(iii).

2. NATURE/DESCRIPTION OF ACTION(S): The purpose of this action is to award a sole source firm-fixed-price (FFP) contract for Global Combat Support System-Joint (GCSS-J) Data Applications and Integration Analysis Support. This contract will provide the mission critical support to continue providing technical and data analysis on web services for data sources currently provided by GCSS-J. This will allow Combatant Commands (CCMDs) and agencies the time to initiate and resource efforts to access authoritative data sources independently, beginning in Fiscal Year (FY) 2021. The period of performance will be 23 September 2019 - 30 September 2020, inclusive of the base year and all options. The contract will be funded with Fiscal Year (FY) 2019 & FY 2020 Operations and Maintenance funding. The total estimated value is .

3. DESCRIPTION OF SUPPLIES/SERVICES: GCSS-J is an initiative that provides end-to-end visibility of retail and unit level Combat Support (CS) capabilities up through the National

Strategic Level, facilitating information interoperability across and between CS and Command and Control (C2) functions. The GCSS-J provides enhanced CS situational awareness to the joint warfighter by integrating CS information into the C2 environment, and facilitating communications between the forward deployed elements and the sustaining bases, ultimately resulting in faster, more efficient decision making by the joint warfighter.

The purpose of this contract is to:

Sustain the current GCSS-J program through FY2020;, and Continue to provide CCMDs the technical/data analysis assistance required to facilitate their efforts to develop independent data exchanges.

The intent of this follow-on requirement is to allow CCMDs and agencies the time to initiate and resource efforts to independently access authoritative data sources, beginning in FY21.

The following services are required:

Test Support Interoperability Data Availability Data Specifications Software Sustainment Requirements Analysis Technical Documentation Development, Production, and Maintenance Training, Briefing, and Supporting the CCMDs as they transition from using GCSS-J web services to other authoritative data sources

4. IDENTIFICATION OF STATUTORY AUTHORITY:

Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C.2304(c)(1). (FAR 6.302-1/DFARS 206.302-1)

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:

(a) Description of the Justification. The proposed sole source contractor, Data Interfuse, contract HC1047-14-C-4014, has supported the Data Applications and Integration Analysis Support of the GCSS-J system since April 2014. The GCSS-J PMO requires continuous and uninterrupted support to the mission critical GCSS-J Data service. As the data broker for the GCSS-J program, Data Interfuse is the only contractor that can transition the data to the CCMDs and provide continuous technical and data analysis on web services to the CCMDs until the CCMDs can initiate and resource efforts to access authoritative data sources independently.

(b) Justification.

(1) Minimum Government Requirements.

The scope of this sole source effort includes the completion of technical and data analysis activities and the sustainment and maintenance of the operation of all existing GCSS-J data sources. The effort will continue to sustain the current GCSS-J front-end as means to providing web services to the CCMDs, and continue to provide CCMDs the technical/data analysis assistance required to facilitate their efforts to develop independent data exchanges.

(2) Proposed Sole Source Contractor. The proposed sole source contractor is Data Interfuse LLC, 344 Maple Avenue West, Suite 237, Vienna, Virginia 22180.

(3) Discussion Regarding Cause of the Sole Source Situation. On 19 April 2019, Gen.

Paul Selva, Chair or the Joint Requirements Oversight Council signed a memo stating that the Joint Staff Director for Logistics (DJ4) as the functional Sponsor, had recommended the termination of the GCSS-J program in FY18. The Memo explains that the data in the program is still needed for planning and decision making;

however, the CCMDs now have the capability to access the data direct from the authoritative data sources to meet their respective requirements. Consequently the Joint Requirements Oversight Council endorsed the determination to eliminate the original requirement and the program at the end of FY20.

Data Interfuse has provided GCSS-J technical and data analysis assistance for over four years. Data Interfuse is currently in the process of developing mission-essential capabilities for GCSS-J. The technical and data analysis assistance capabilities must be sustained and maintained to support the CCMDs. Continuing the GCSS-J as a data broker is important and necessary to all the CCMDs and other agencies and will allow them time to initiate and resource efforts to transition to independently accessing authoritative data sources beginning in FY21.

Data Interfuse is the only contractor that is positioned to assume full responsibility of the technical and data analysis activities for the GCSS-J. Data Interfuse has extensive experience in all of the source system data interfaces, GCSS-J required capabilities;

and that experience has been consistently demonstrated on current and past GCSS-J contracts. The efforts of Data Interfuse personnel enabled the fusing of data from many disparate Department of Defense (DoD) and Federal data sources into a virtual integrated environment, providing real-time data for GCSS-J web services, reports, maps, and other visualization tools.

Data Interfuse is an expert on all GCSS-J data source interfaces, such as Integrated Data Environment Global Transportation Network Convergence (IGC), DoD Readiness Reporting System (DRRS-S), and Global Ammunition Control Point (GACP), with detailed knowledge of their Database (DB) schemas, Web Services Description Languages (WSDLs), XML (Extensible Markup Language) Schema Definitions (XSDs), and Web Service interfaces. Their expertise has resulted from their years of analyzing web service requests and responses by using the SoapUI tool or RESTful application that can provide the ability to analyze the data critical to

Central Command (CENTCOM) and Indo-Pacific Command (INDOPACOM) situational awareness for timeliness and accuracy necessary for the warfighter to effectively manage the logistics battlespace (e.g., timely movement of materiel, appropriate levels of munitions and fuel).

Given the highly skilled, uniquely qualified, and appropriately cleared resources required to the complex GCSS-J sustain data environment, it is not in the Government's best interest to re-compete the data analysis services for GCSS-J. The proposed period of performance for this sole source contract is one year. The time necessary to compete and award a new competitive contract is estimated to be eight months when factoring in the requirements development and lead-time necessary.

Upon award of the new contract, approximately three months of transition would be required before a new contractor would be capable of performing the minimum services required to support GCSS-J maintenance (25% of the period of performance, duplicate costs of ( ). We estimate that it would take two months for new analysts to be proficient in the above areas. The above training and time required to “come up to speed” would impact CCMD transition schedules by 3 months, resulting in the need to extend GCSS-J operations.

Additionally, each analysts would need one month of training on the code of GCSS-J version 8.4 (a cost of per analyst, for a total of ). Finally, to fully support the program, analysts must be capable of providing subject matter expertise in 30 GCSS-J data sources, GCSS-J specific query design and development, GCSS-J physical Database design, GCSS-J virtual Database design, GCSS-J Database creation, analysis and troubleshooting of source system data anomalies and GCSS-J data maintenance requirements. Award of the Data Analysis and Application Integration support contract to the incumbent provides a cost savings of .

The confluence of factors above result in a competitive acquisition for this one-year requirement being untenable. The likelihood of another contractor being able to fulfill this requirement is highly unlikely. Further, the Government does not anticipate cost savings to be recovered through competition for the short duration of this task order.

The sole source award of this effort to Data Interfuse Contractor for a one-year period will provide sufficient time to complete the sustainment GCCS-J 8.4 and provide for the maintenance of all required web services to the Joint Staff and the CCMDs.

The Data Interfuse team provides significant analysis and critical information required for logistical and situational awareness of the battlespace. Specifically, Data interfuse ensures GCSS-J data is accurate, timely and interoperable across all systems and the CCMDs.

(4) Impact. Failure to award this logical follow-on to Data Interfuse would result in significant cost and schedule impacts. The substantial impact of costs are untenable for the GCSS-J Program Management Office due to budgetary cuts for FY19 and

FY20. In addition, the significant schedule delays would have a direct adverse impact on the GCSS-J user community, which includes the Joint-Staff-designated critical sites (CCMDs, service components, etc.), services, and coalition partners that use GCSS-J at locations around the world and at multiple levels of command. If the contract is not awarded, the CCMDs and agencies would not have the time to initiate and resource efforts to independently access authoritative data sources, beginning in FY21, as an off-ramp with no further funding of GCSS-J beyond FY20.

6. FEDBIZOPPS ANNOUNCEMENT/POTENTIAL SOURCES: A notice will be published as required by FAR 5.2 for 15 days.

7. DETERMINATION OF FAIR AND REASONABLE COST: The Contracting Officer shall determine fair and reasonable pricing utilizing one or more of the methods identified in FAR 15.404-1, and will include comparisons of proposed rates against the Independent Government Cost Estimate. In addition, comparison will be made of historical prices paid on previous contracts administered by DISA. Certified cost and pricing data is not required because it meets the exemption listed in FAR 15.403-1(b)(3), commercial service.

8. MARKET RESEARCH: Although there are several sources that can provide data analysis service, this is the only vendor that can transition the current data and capabilities to the CCMDs without an interruption in service. No other sources, aside from the incumbent, Data Interfuse, were identified that are capable of sustaining the current GCSS-J front-end and web services as the means to provide CCMDs with the data expertise and technical/data analysis assistance required to facilitate their efforts as they develop independent data exchanges.
