Q&A Responses
| Question # | Question / Comment | Contractor Reference | Government Response |
| 1 | I was working on Past Performance questionnaires this morning and noticed this in the instructions: |
“the Offeror may complete Sections 1,2, and 3 of the Past Performance Questionnaire for the convenience of the Points of Contact.”
Section III of the form is titled “SECTION III. PAST PERFORMANCE QUESTIONS/EVALUATION”
| Unless I misinterpreted something, I think the instructions meant to fill out only Section I and II. Perhaps someone else picked it up for the Q&A. | No, must fill out all 3 sections. | |||
| 2 | Please confirm that for subcontractors that are only performing on a FFP or T&M basis, Cost/Price information will not be required from the subcontractor and that the subcontractor tabs are not required to be completed in AttchL6_CostPriceTemplate. | AttchL6_CostPriceTemplate. | The Government requires the Primes to provide Government with the subcontractors pricing proposal for the effort. Proposals are required directly from the subcontractors so that Government can compare what the Subcontractors have proposed to the Prime to what the Prime is proposing to Government. | |
| 3 | In order for non-incumbents to properly size the number of Cyber resources to apply to this contract, please identify the number of systems (or distinct RMF/DIACAP packages) that have historically been completed for the C2 Portfolio by the incumbent contracts and any known additions or subtractions during the period of performance. | At this time, the Government is unaware of any additions or subtractions. | ||
| 4 | IDIQ PWS paragraph C.6.2.3 implies that the contractor will be responsible for investigating justifying recommending an Agile process framework, could the government please confirm any existing suite of DevSecOps pipeline tools available to the contractor. | IDIQ PWS paragraph C.6.2.3 | Contractor shall be familiar with the Agile development process and provide system engineering support applying Agile methodology framework. The government will provide information about the existing suite of DevSecOps pipeline tools following contract award. | 13 | First sentence of the paragraph states "The contractor shall provide integration support for developer-delivered capabilities in the DISA Headquarters Laboratory spaces, cloud, and virtualized environments as appropriate, to include all of their supported environments." |
Please clarify if the "developer-delivered capabilities" are expected to already have gone through formal verification and have been approved before being allowed to submit to the USG CM?
| C.6.6.1 Subtask 1 | Developer-delivered capabilities will need to undergo RMF package/A&A activities as part of the tasking under this contract, if not performed previously. | |
| 14 | First sentence of the paragraph states "...-delivered capabilities in the DISA Headquarters Laboratory spaces....., to include all of their supported environments." | |
| Please clarify if "spaces" is in reference to an individual's workspace/cubicle/office, in reference to work benches, areas containing laboratory test equipment/training equipment/equipment used for modeling & simulation (M&S), or all of the previous, or other? | C.6.6.1 Subtask 1 | "DISA Headquarters Laboratory spaces" refers primarily to areas in the Ft. Meade computing laboratory and test center. |
| 15 | First sentence of the paragraph states "...-delivered capabilities in the DISA Headquarters ...., cloud,....." |
Please inform if the "cloud" server(s) are onsite at the DISA Headquarters or retained in an external facility? Is this referring to milCloud 2.0 located on prem at two Air Force installations?
| C.6.6.1 Subtask 1 | Cloud computing servers are located offsite from DISA Headquarters. | |||
| 16 | First sentence of the paragraph states "...-delivered capabilities in the DISA Headquarters .....and virtualized environments as appropriate, to include all of their supported environments." | |||

Subtask 2 - Developmental Cybersecurity Engineering | DISA already utilizes an ATO/eMASS for input by the contractor, in coordination with government personnel. | |
| 20 | The RFP includes DFARS Clause 252.209-7009, Organizational Conflict of Interest—Major Defense Acquisition Program. Is the work under this effort considered to be providing systems engineering and technical assistance (SETA) for a major defense acquisition program or a pre-major defense acquisition program? |
We didn’t interpret the C2 Portfolio Systems Engineering Services effort to be in that category.
We can’t run our internal OCI routing because one of the questions asks if the aforementioned clause is included in the RFP. If you answer YES, it then asks you to identify the MDAP.
| Please advise | RFP - Section I - Contract Clauses | This is not a Systems Engineering and Technical Assistance (SETA) contracting effort. | ||
| 21 | If an Offeror's teammate is currently providing support to the development of a C2 portfolio programs product, can that teammate provide systems engineering support to OTHER programs under the C2 portfolio under the provisions of a robust OCCI plan? For clarity, "other programs" refers to programs in which the teammate is not currently supporting developmental efforts. | C.13.2 | Refer to RFP Section C.13.2 "The contractor shall identify any actual or potential organizational OCCIs during proposal submission. In addition, the contractor shall self-identify if an actual or potential conflict of interest issue arises during contract performance." |
The Government will not predetermine how it will address fact specific issues prior to review of the proposals. OCCI determinations are highly fact specific and are made on a case-by-case basis after consideration of the relevant facts.
| 22 | Section L.6.2.2.3.3 Subfactor 3 – Technical Approach to Cybersecurity Support includes two references to "Section C.6.3 of the attached Task Order PWS" which is Task 3 - Systems Administration Support. Can the government clarify if the intended Task Order PWS reference should be C.6.4 (Cybersecurity O&M) and C.6.5 (Cybersecurity RDT&E)? | L.6.2.2.3.3 | The intended Task Order PWS reference is C.6.4 (Cybersecurity O&M) and C.6.5 (Cybersecurity RDT&E). Updated, See Section L.6.2.2.3 |
| 23 | Section M.2.3.3. Subfactor Three: Technical Approach to Cybersecurity Support, second bullet references "Section C.6.X of the Task Order PWS" which would encompass the entirety of the Task Order PWS performance requirements. Did the government intend this reference to be "Section C.6.2.X of the Task Order PWS" which would be specific to the Systems Administration Support subtasks? | M.2.3.3 | The intended Task Order PWS reference is C.6.2.X,( i.e., C.6.2.1, C.6.2.2, and C.6.2.3). Updated, See Section Updated, See Section M.2.3.3 |
| 24 | In L.4.5.1, the solicitation requires a cross-reference matrix. Yet the Cross-reference matrix is not listed as a component in L.4.1. Can the government confirm that the cross-reference matrix is part of the Executive Summary volume and is not page limited? | L.4.1, L.4.5.1 | See Response to Question 7. |
| 25 | In AttchL6_CostPriceTemplate, the TO1 - Base Period and OY tabs contain hours and Total columns for every subtask except C.6.2.3. Subtask 3 – Ecosystem/Cloud Support. Was this intentional and if so why? | Attachment L6 | Cost and pricing template has been corrected |
| 26 | L.9.2.2. Part B – Cost/Price Narrative states: “Offerors and any subcontractor(s) shall provide whatever information is necessary to help the Government understand why the proposed costs are reasonable and realistic in the Cost/Price Narrative. Each Offeror’s cost proposal shall contain sufficient quantitative and narrative documentation necessary to adequately support and explain the costs proposed, to include subcontractor proposed costs.“……“The prime contractor shall specify what type of contract (firm-fixed-price, cost-reimbursement etc.) is proposed for each subcontractor. For any subcontractor proposed at or above the Truth In Negotiations Act (TINA) threshold, the Offeror shall provide, or instruct the subcontractor to provide evidence of accounting system adequacy if the subcontractor is performing on any basis other than Firm Fixed Price (FFP) or Time and Materials (T&M)“…In support of proposed direct labor and indirect expense rates, offerors and any subcontractor(s) shall provide documentation to include at least one of the following: 1) a copy of the most recent Forward Pricing Rate Agreement (FPRA), 2) Forward Pricing Rate Recommendation (FPRR), 3) a DCAA or DCMA report or memorandum containing the most recent finalized DCAA/DCMA audit or review, or 4) Forward Pricing Rate Proposal (FPRP) or other statement of current rates to include documentation to validate the proposed direct labor rates and indirect expense rates.” |
(1) Question: Are subcontractors that will be providing services via Firm Fixed Price (FFP) or Time and Materials (T&M) subcontract agreements with the Prime Offeror required to provide a cost volume narrative and support of direct and indirect expense rates described in the paragraph 1 and 3 above (typically only required of cost-reimbursable contracts)?
(2) Please specify which subcontractors are required to provide cost-reimbursable contract specific information mentioned above. We recommend the government only require fully-burdened FFP rates from subcontractors not contracting with the Prime Offeror via cost-reimbursable contracts, consistent with paragraph 2 above. L.9.2.2. Part B Time and Materials contracts are cost reimbursement contracts wherein only the labor rates are fixed with the level of effort essentially unrestricted. Firm Fixed Price contracts fix both rates and level of effort. In either case, as the subcontractor's contractual relationship is with the Prime Contractor and not the Government, the responsibility for ensuring price reasonableness, and as applicable price realism, rests with the Prime Contractor. Prime is required IAW the Solicitation, to provide satisfactory supporting evidence that it has conducted adequate due diligence to ensure that subcontracted labor rates and costs are reasonable and, as applicable realistic. Absence of sufficient supporting evidence to establish reasonableness and/or realism to the Government's satisfaction may result in the Government's requiring additional other than certified cost or pricing data for evaluation.
In addition, please see response to Question No. 2.
27 L.9.2.3. Part C – Cost/Price Summary Spreadsheet states: “Each offeror’s and subcontractor’s cost proposal shall be broken out by cost element as specified in FAR 15.408, Table 15-2, and in further supporting detail as shown in the Government Provided Pricing Template. The Prime Contractor and each subcontractor’s Cost Proposal shall be submitted in Excel format (.xlsx) with all formulas visible in each cell with a value. Do not submit hard numbers. If an offer submits hard numbers it may be found non-responsive and may not be eligible for award. If a subcontractor’s cost data is proprietary, the subcontractor may submit its data directly to the Government in the same format that is required of the Prime contractor.”
(1) Question: Are subcontractors that will be providing services via Firm Fixed Price (FFP) or Time and Materials (T&M) subcontract agreements with the Prime Offeror required to provide a proposal by cost element consistent with FAR table 15-2 and detail as shown in the Government Pricing Template as described above (typically only required of cost-reimbursable contracts)?
(2) Please specify which subcontractors are required to provide cost-reimbursable contract specific information mentioned above. We recommend the government only require fully-burdened FFP rates from subcontractors not contracting with the Prime Offeror via cost-reimbursable contracts, consistent with paragraph 2 above. L.9.2.3 Part C (1) See Section L.9.2.2 states:
"Offerors and any subcontractor(s) shall provide whatever information is necessary to help the Government understand why the proposed costs are reasonable and realistic in the Cost/Price Narrative. Each Offeror's cost proposal shall contain sufficient quantitative and narrative documentation necessary to adequately support and explain the costs proposed, to include subcontractor proposed costs."
(2) In addition the RFP states in Section L.9.2.3:
"Each offeror's and subcontractor’s cost proposal shall be broken out by cost element as specified in FAR 15.408, Table 15-2, and in further supporting detail as shown in the Government Provided Pricing Template."
| 28 | The RFP attachments include the Attachment L6_CostPriceTemplate. The instructions tab includes instructions related to the tabs marked “TO1”. The “TO1" tabs are all linked. The “IDIQ rate build” tabs are also linked. Question: Should there be any linkage or correlation of the rates provided in the “IDIQ rate build” tabs? | Attachment L6 | Rate Build tabs need to be completed. Linking the resulting rates from those tables, as applicable, to the Labor Rates tabs linked to the specific cells for Base Period, OY1, etc. would be both convenient and expeditious. |
| 29 | The RFP attachments include the Attachment L6_CostPriceTemplate. The instructions tab includes instructions related to the tabs marked “TO1”. The “TO1" tabs are all linked. The “IDIQ rate build” tabs are also linked. Question: Are subcontractors that will be providing services via Firm Fixed Price (FFP) or Time and Materials (T&M) subcontract agreements with the Prime Offeror required to include this template in their own submission to the Government or can the prime populate this template using the subcontractor’s proposed fully burdened rates to the prime (typically only required of cost-reimbursable contracts)? | Attachment L6 | "Offeror shall ensure that all cost elements included in the total price of individual line items are provided in sufficient detail to allow the government to evaluate the reasonableness and, as applicable, realism." This instruction, as do all in the RFP, applies equally to Prime and subcontractors. We have included instructions to the effect that the Contracting Officer, upon receipt and evaluation of proposals, may require additional up to certified cost or pricing data. |
| 30 | L.9.1.2. Price Information references Schedule B and states: “Pricing will be incorporated into Schedule B and related B-Tables upon contract award and used for all fixed-price orders placed post-contract award.” Question: Would the Government please expand upon this? | L.9.1.2 | The awardee's proposed FFP ceiling rates will be incorporated into the award. |
| 31 | Please explain what is meant by "Tab Indexing" | L.4.6 | Sentence is removed. |
| 32 | We recommend the government change the organization of this volume as follows: |
Part A - Table of Contents Part B - Glossary/Acronym List Part C - Narrative Summary
| This organization creates a more natural order and enables MS Word to generate the table of contents based on the body content. | Table L1 Proposal Organization | No. | ||
| 33 | The TO 1 PWS is organized in some places with a high level task description followed by one or more subtasks. Section 6.2 is one example. A PWS is analogous to a work breakdown structure in which 6.2 would represent a cost package and sections 6.2.1, 6.2.2, and 6.2.3 would represent work packages. Attachment 6 is laid out to apply costs at the 6.2 level (cost package level). In our view, all work can be applied to one or more subtasks with no work applied at the top level. Question: Does the government demand that labor be applied at the 6.2 level for this task area? | Attachment 6 | Yes. | |
| 34 | Under the Tabs for TO1 (Base Period and OYs), there are hidden columns D through F (6.1 Contract and Task Order Management). Those items are also listed in columns S and T. What is the data required under columns D through F? | AttchL6_CostPriceTemplate | Any hidden columns are hidden for a reason and shouldn't be populated. | |
| 35 | Within the IDIQ Labor Rate Build tabs, there are not any SME levels requested for pricing as shown in the LCAT description document. Is the requirement to provide rates for all four LCAT levels (JR, MID, SR, SME) at the IDIQ level? Are SME levels allowed to be used in TO1 pricing? | AttchL6_CostPriceTemplate | Labor Rate Spreadsheet has been updated. See AttachL6_Cost Price Template. | |
| 36 | Within the IDIQ Labor Rate Table tab, it states the year 2017. Will there be an updated template provided or are Offerors required to use 2017 rates and escalations up to 2019? | AttchL6_CostPriceTemplate | Years have been removed. See AttachL6_CostPrice Template | |
| 37 | Under TO1 (Base Period and OYs) tabs, can the Government confirm that Task 2 (C.6.2) is a stand-alone task and should be priced (not a roll-up of subtasks 6.2.1 through 6.2.3)? | AttchL6_CostPriceTemplate | C.6.2 Task 2 Systems Administration Support that are independent and separately priced from the Subtasks 6.2.1,6.2.2,6.2.3. | |
| 38 | Under the TO1 (Base Period and OYs) tabs, Task 2 (C.6.2.3 – Eco/Cloud) is missing from pricing template. Can the Government confirm that this does not need to be priced? | AttchL6_CostPriceTemplate | Corrected. See AttachL6_CostPrice Template. | |
| 39 | Under the TO1 (Base Period and OYs) tabs, Task 3, the PWS says to "mirror" all of subtask C.6.2.1. Should these be the same hours? Why does the template not include sections 6.2, 6.2.2 or 6.2.3? | AttchL6_CostPriceTemplate | See response to Question 37. | |
| 40 | Under the TO1 (Base Period and OYs) tabs, Task 5, the PWS says to "mirror" all of subtask C.6.4. Should these be the same hours? | AttchL6_CostPriceTemplate | C.6.4 is independent and separately priced from the Subtasks. | |
| 41 | Under the TO 1 (Base Period and OYs) tabs, Task 7, the PWS says to "mirror" all of subtask C.6.6. Should these be the same hours? Should hours for C.6.6.1 also be included? | AttchL6_CostPriceTemplate | C.6.6.1 is independent and separately priced from the Subtasks. | |
| 42 | For Subfactor 3 - Technical Approach to Cybersecurity Support, it requires Offerors to respond to the Task Order PWS Section C.6.3. Can the Government confirm this is correct and that it should not be C.6.4 which pertains to cybersecurity? | L.6.2.2.3.3 | See response to Question 22. | |
| 43 | "The contractor shall support the C2 Portfolio leadership with advisory services to include recommendations during acquisition and strategic planning of the organization and Subject Matter Expertise of C2 warfare with warfighting knowledge of the C2 domain and Programs of Record in support of C2 missions (e.g. currently fielded GCCS Family of Systems, weapons systems, Deployable Joint C2 (DJC2) systems)." |
| Q: Is SME of all DISA C2 systems required to be considered for this opportunity? | C.6.2.2 Subtask 2 – Non-developmental Engineering Support, page 9 | SME-level knowledge of DISA C2 systems is not a requirement; may be considered beneficial. These are Joint Staff C2 systems, not DISA C2 systems. |
| 44 | "The contractor shall maintain, update and refine the repository for organizing Joint C2 content on platforms, such as SharePoint and Forge.mil, and provide administrator support to ensure that portal features are effectively utilized in support of C2 Portfolio goals and objectives. The contractor shall maintain and update content and ensure that portal access controls for users and content are properly maintained." |
| Q: To clarify, is the contractor responsible for administration of SharePoint and Forge.mil or just responsible for C2 user support and use of the tools for document storage, release management, bug tracking, etc.? | C.6.2.3. Subtask 3 – Joint C2 Systems Engineering Process, page 9 | Government personnel perform systems administration duties for SharePoint and Forge.mil. The contractor is responsible for updating C2 program information in SharePoint and Forge. |
| 45 | "DISA anticipates the contractor shall perform the majority of work at the contractor's facilities." |
Q: The RFP states thes above; however, AttchL2_TO1_PWS_JPES.pdf states that the primary place of performance will be at the Government site. Is the work for the other TOs under this contract anticipated to be performed at the Government site(s) or at the contractor facilities? RFP - C.9 Place of Performance, page 16
| AttchL2_TO1_PWS_JPES - C.9 Place of Performance, page 6 | The primary place of performance will be determined at the time successive task orders are prepared. | |
| 46 | "This contract requires possession of a Secret Facility Clearance in accordance with Section C.11.1 of the IDIQ PWS. The clearance must be possessed at the time of proposal submission." |
| Q: Must all partners in the agreement have a Secret Facility Clearance obtained? Or is only the Prime required to fulfill this requirement? | C11.1 Facility Security Clearance, page 17 | At the IDIQ Level the Prime must possess a Secret Facility Clearance at the time of proposal submission. |
| 47 | " Due to the nature of work to be performed on this contract, no party performing as a prime or subcontractor can provide support to developmental efforts for programs supported under this effort." |
| Q: If a contractor is currently providing development support to a program supported under this effort, can a mitigation plan be submitted to alleviate possible OCCI concerns or is this OCCI guidance explicit? | C.13.2. Identification of Actual or Potential Organizational or Consultant Conflicts of Interest | |
| (OCCI), page 21 | See Response to Question 21. | |
| 48 | "Only examples demonstrating support of Government C2 systems will be considered as examples of experience." |
| Q: Is this statement referring specifically to DISA C2 systems who can experience with Command and Control systems within other agencies be referenced? | L.7.1. General., page 57 | Experience with non-DISA Government C2 systems will be considered. | ||
| 49 | In the solicitation document, open source software monitoring is required. The language used in the RFP is unclear, and the Task Order document does not reference it at all. Please specify if DISA requires the use of open source software to conduct software monitoring, or if the contractor must monitor currently installed open source software. | C.6.5.1 | Per the IDIQ PWS, Section C.6.5.1, the contractor shall conduct open source software monitoring in accordance with the Vulnerability Management Plan (VMP) | |
| 50 | Q: Is there a page limit, or recommended/precedented page length, for the mitigation plan? | L.10.5.1. Organizational and Consultant Conflicts of Interest (OCCI) Mitigation Plan, page 62 | No Page limit, it's part of the Contract Documentation file. | |
| 51 | Does DoDEAF have a standard set of tools for design and development of architectures? | C.6.3 | DISA C2 program uses MAGIC Draw. | |
| 52 | What tool sets are used in development and maintenance of the DoD Enterprise Architecture? | C.6.3 | Commercially available DevSecOps software tools in the tool chain. The C2SE contractor can also recommend tool sets. | |
| 53 | How much access and collaboration we can expect between the architecture stakeholders and the design and development teams during the process? | C.6.3 | Technical Exchange Meetings (TEMs) and one-on-one discussions can be arranged with stakeholders, as needed. | |
| 54 | What is the current status of Configuration Management activities for the DISA C2 Portfolio? | C.6.4 | There is currently a CM process in place for management throughout the Joint C2 life cycle. | |
| 55 | Which tools are currently in place for CM and release management? | C.6.4 | DISA-managed CM tools are currently in place, e.g., Net-Defense Asset Distribution (DADS). | |
| 56 | Does the government want offerors to only provide experience narratives for the L.7.2-L.7.4 subfactors? Or do offerors need to provide experience info on all IDIQ task areas? | L.7 | Yes, provide experience narratives for Subfactors L.7.2-L.7.4 only. | |
| 57 | Instructions say, "Submit each volume as a separate electronic .zip file with the name of the volume from the table L1. Each individual file within the .zip file must be autonomous and complete." However, it appears that most/all volumes have just one document. Could the Government please confirm this requirement -- or should offerors just submit PDF/Excel documents? | L.4.10.2 | Must be .zip file as indicated in L.4.10.2. Refer to Table L1- Proposal Organization. It lists the Volume and what is included. | |
| 58 | "Provide company/division's street address, county and facility code; CAGE code; DUNS code; TIN; size of business (largeor small); and labor surplus area designation." Does the gov’t require this information just for the prime offeror -- or also from all subcontractors? | L.10.8.2 | Prime. | |
| 59 | Instructions for Volume VI Contract Documentation require offerors to insert Section B CLIN tables into this volume; however elsewhere in the instructions, offerors are prohibited from including pricing information in any document other than the pricing documents. Could the government clarify what offerors should provide in order to be compliant with section L.10.2 instructions? | L.10.2 | Refer to Section L.10.2: "Section B will be completed by the Government at the time of award based on the successful offeror’s proposed pricing submitted via Attachment L6, Pricing Template." | |
| 60 | Please verify that the eight (8) experience write-ups in Volume III can be 3 pages each (for a total of 24 pages maximum for this volume). | L.7 | Yes, confirming a total of 24 pages. | |
| 61 | Do Volume III experience write-ups need to address all ten IDIQ task areas, or just the three specified subfactors? | L.7 | See Response to Question 56. | |
| 62 | Do Volume IV Past Performance write-ups need to to address all ten IDIQ task areas, or just the three specified subfactors? | L.8 | No. Volume IV Past Performance is Separate from Volume II Technical volume. There is no correlation between all 10 Task Areas and Past Performance Reference. These are separtae and distinct. | |
| 63 | Can the Government provide historical estimates of LOE (FTEs) for each of the major C2 systems in the C2 portfolio? If historical LOE is not available, please provide estimated percentage distribution that may need to be focused on each C2 system. | The Government will not provide historical estimates of LOE (FTE)s. Given that this is a performance based acquisition, Offerors should propose staffing commiserate with their understanding of the requirements and their proposed methodology. | ||
| 64 | Can the Government provide historical estimates of LOE (FTEs) for each of the task areas under the TO for JPES? If historical LOE is not available, please provide estimated percentage distribution that may be required for each task area. | TO1 PWS | See Response to Question 63. | |
| 65 | Instructions require a Cross Reference Matrix. Does the Government want this as a separate document or in a specific Volume? Could the Government please confirm that the Cross Reference Matrix is excluded from page limit? | L.4.5.1 | See Response to Question 7. | |
| 66 | Instructions say, "These limitations shall apply to both electronic and hard copy proposals." Are hard copy proposals required? If so, please provide number of copies and delivery location. | L.4.3.1 | Electronic Only. See Section L.4.3.1 update. | |
| 67 | “Indexing. Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.” Does government want each and every paragraph to be numbered? Is each paragraph numbering to be included in the Table of Contents? | L.4.6 | See Response to Question 31. | |
| 68 | What is the Government estimated level of effort? How many current staff on the incumbent contract today? | See Response to Question 63. | ||
| 69 | L.3.3 says that for potential discrepancies to immediately notify the KO in writing. |
Context for discrepancy: L.7.1 states: “Only examples demonstrating support of Government C2 systems will be considered as examples of experience.” However, C.5. Scope, the current C2 Portfolio of systems is defined as:
GCCS-J, JOPES, JPES, JFW, JCRM, PFG, GCSS-J, and GCCS-JE. In addition, M.2.4 Factor Two: Experience, is not specific to the named systems: GCCS-J, JOPES, JPES, JFW, JCRM, PFG, GCSS-J, and GCCS-JE.
| Discrepancy resolution: Please confirm that the Government’s intent is that Offerors’ Government C2 systems experience is not limited to the systems referenced in C.5. Otherwise this would in effect limit competition to only current and/or past incumbents. | See Response to Question 48. | |||
| 70 | IDIQ-FP Labor Rate table has 5 Base Years and 5 Option Years starting in 2017. Unless I am misunderstanding something, it should have 1 Base Year and 4 Option years. (FYI, it is also labeled “SETI” in cell B1). | The template has been updated to reflect a base period, four option years and a six month extension option in the IDIQ FP Labor Rate Table tab. Also SETI reference has been removed. | ||
| 76 | Due to the level of granularity required by the Government in the Staffing Matrix, would the Government please exclude it from page limitations? | L.6.2.2.4.1 | Yes. Excluded from page limitations. | |
| 77 | We noticed that the RFP, Section F shows the POP as one 5-year lot (CLIN 0001), but the PWS pg 17 states one 5-year ordering period PLUS a 6-month extension. There’s not a CLIN set up for the 6-month extension in Section B. Also, Section L pg 61 shows a breakdown of the ODCs by year, i.e., Base Year, Option Year 1, 2, 3, 4, and 6-month option. can you advise? | HC104719R0007_C2SE_RFP09042019 | This CLIN will not be added until the Government determines to exercise the 6-month Option. | |
| 78 | Attachment L6 CostPrice Template is also broken down using Base Year, Option years, etc., instead of the 5-year lot plus the 6-month extension | AttchL6_CostPriceTemplate | We request for the 6-month extension to be priced out, but the CLIN will not be included as part of Section B. | |
| 79 | We are also requesting a two week extension from the current due date if possible. | An extension has been granted through October 15, 2019 at 10:00 am EDT | ||
| 80 | The Government confirmed that offerors are supposed to address all ten IDIQ task areas in the Past Performance volume. However, the Attach3_PPReferences template uses an entire page on contract information tables and additional questions, and each reference is limited to 3 pages. In order for offerors to provide enough information to adequately describe our past performance, would the Government consider expanding the page limit to five pages per reference? |
Also, does the Government have an estimated date for the release of Amendment 0002? With so many of the questions being cost/price related, would the Government consider another short extension after Amendment 0002 is released?
| In Amendment 0001, Question 62. | See updated response to Question 62. | ||
| 81 | Question 62 of Q&A says “Past Performance write-up needs to address all the ten (10) task areas of the IDIQ", but as per the government provided Attachment 3-Past Performance Reference template, under Part C, the third bullet says“ For each of the applicable subfactors under the technical/management factor in Section M, illustrate how your experience on this program applies to that subfactor”. Can the government confirm whether we need to address four (4) subfactors in the Evaluation Criteria or all ten Task Areas of the IDIQ? | Attachment 3 | See updated response to Question 62. |
| 82 | In reference to above question, if we need to address all the ten (10) task areas, will the government release a new attachment 3 Past Performance Reference template? Can the government increase page count for each reference? | Attachment 3 | See updated response to Question 62. |
| 83 | In Attachment 6- CostPrice Template, under TO1-Prime Direct&Indirect Rates tab, we see Prime contractor indirect rates breakdown such as Fringe, Overhead, Subcontractor Material Handling, G&A, Fixed Capital Cost Money (FCCM), Profit/Fixed Fee. These indirect rates are referenced in TO1 Base period and OY periods. Can the Government provide us an updated template to show Government site and Contractor site indirect rates breakdown for the given Task Order Pricing? | Attachment 6 | Template modified to allow entry if Prime Contractor's indirect rates at Govt and/or Contractor Sites. |
| 84 | In Attachment 6-CostPrice Template, under TO1 Base, OY1, OY2, OY3, OY4, and TO1-6MOS Option tabs, there is no option to show labor breakdown between government site and contractor site. Can the Government provide us with updated template to show Labor distribution between onsite and offsite work location for a Task Order Pricing? | Attachment 6 | Contractor should specify on individual labor category lines the applicable place of performance for that specific labor category and enter the appropriate rate(s). |
| 85 | We were finalizing our pricing and noticed that Task 2 Subtask 3 – Ecosystem/Cloud Support is only listed for the Base Period. Is this intentional or do you want us to price Subtask 3 for all years? |
| The CostPrice Template has been corrected to add to all years. | |
| 86 | On the OY sheets, there are not lines for breakout between Contractor site and Government” site labor categories, fringe, and overhead. There is that breakout on the Base Period page. The Base Period sheet labels them as both “Contractor Site”, but that is easily fixed if we understand the intent correctly. |
If DISA is going to put out another version of Attachment 6, it would be appreciated to know that as quickly as possible. The transfer of data from our existing spreadsheets to a new version is a bit time consuming and if there is a revision coming, we will stop our work on the current version.
| Corrected Template Attached | ||
| 87 | Subcontractor A rates on the OY1 tab incorrectly refer to the Prime Direct and Indirect rates. This is only an issue on the OY1 tab and it again it is an easy fix if we interpret the intent correctly. | Corrected template Attached |
| 88 | The latest template adds “Fringe Contractor Site”, “Fringe Government Site”, “Overhead Contractor Site”, “Overhead Government Site” in the TO1- Base Period, but only “Fringe” and “Overhead” in the Option Years. Is this intentional? Also, Fringe rates do not differ between contractor and government site but overhead rates do. | Corrected Template Attached |
| 89 | On the sheet TO1 – CLIN Structure, C13 only subtracts CPFF and not FFP surge costs |
=(C12-'TO1 - 6 Mos Option'!DJ67)*'TO1 - CLIN Structure'!B13)
On sheet TO 1 – Summary Pricing, C28 (Surge) subtracts CPFF AND FFP surge costs
=(C26-'TO1 - 6 Mos Option'!DF67-'TO1 - 6 Mos Option'!DJ67)*0.25)
We presume C12 (Surge) is in error. Can you please validate or correct?
| CLIN Structure C13 is corrected in attached template. Entrey questioned on TO 1 - Summary Pricing is correct. No error to correct. | |
| 90 | We recommend the following corrections and approval to apply them: |
a. In TO1-Summary Pricing Data, cell C6 includes in the formula a reference to TO1 – OY3!DF42. It should be TO1 – OY3!DF39
b. In TO1-Summary Pricing Data, cell C22 includes in the formula a reference to 'TO1 - OY4'!DJ61. It should be 'TO1 - OY4'!DJ63
c. In TO1 – CLIN Structure, cell C6 does not include the addition of the 6 month option
d. The formulas pertaining to the application of overhead and G&A do not match our approved DCAA methodology. Is the government in agreement that we can change these to match our approved methodology?

| 92 | The task order PWS states, “All of PWS subtask C.6.2.1 shall be mirrored as part of Task 6.3 for JPES (RDT&E), including deliverables.” We believe that asking bidders to “mirror” tasks from another sections leaves it open to variod interpretations. | 95 | The TO1-CLIN Structure Column C formulas are incorrect; Optional Period values are not referring to correct CLIN totals. For example, travel total should add to $55,000, but it shows only $10,000 (Assuming that travel for the 6-month Option is $5000). Please correct worksheet references. | AttchL6_CostPriceTemplate | Corrected template Attached. |
| 96 | In Tabs marked Base Period through 6 Mos Option, Sub-task 6.2.3 calculates “Subtotal Before FCCM and Fixed Fee” by multiplying the sum of (Total Prime Labor + Subcontractor handling fees (Subcontractor A+ Subcontractor B) with “Subtotal Before FCCM and Fixed Fee (B75)” . This formula seems incorrect as there is no value for B75 and other task areas calculate Subtotal Before FCCM and Fixed Fee by adding Total Prime labor, General and Administrative (G&A), Total Subcontractor Labor and Subcontractor Handling Fees. Please update the spreadsheet to reflect correct formula to calculate Subtotal Before FCCM and Fixed Fee for Sub-task 6.2.3. | AttchL6_CostPriceTemplate | Corrected template Attached. |
| 97 | Though the newly updated cost price sheet (Amendment 3) allows inclusion of different indirect rates (for government and contractor site) for calculation of TO1 contract value, “TO1-Pricing Summary Data” doesn’t acknowledge different direct labor (government site and contractor site) and different Fringe, G&A, overhead for government and contractor site. TO1-Pricing Summary Data considers only contractor site Direct Labor, Fringe, overhead and G&A. Please update the price sheet to acknowledge different direct and indirect cost elements for government and contractor site. | AttchL6_CostPriceTemplate | Corrected template Attached. |
| 98 | In TO- Base Year and Optional Years, Total prime Labor, Task 4-8 is calculated by using only contractor site overhead, fringe and direct labor, whereas Task 2 and 3 uses a combination of both contractor site and government site direct labor and indirect rates to calculate Total prime Labor. Does government intend us to place personnel at contractor site only for Task 1 and 4- Task 8, or should the formulas be updated for these task areas as well? | AttchL6_CostPriceTemplate | Corrected template Attached. |
| 99 | The government has not allowed the inclusion of different G&A rates (contractor site and Govt site) for TO 1-Base year and other option Years. Moreover, G&A (B73) is also calculated for TASK 1 (FFP) which already uses fully burdened labor rates. This extra addition of G&A will create wrong values for Task 1. | AttchL6_CostPriceTemplate | Corrected template Attached. |

OFFERORS CAN MODIFY WORKBBOK AS REQUIRED. |
| 104 | Tabs: TO1 - Base Period through 6 Mos Option. Issue: Cell CI39 has a zero digit, but the cell should be a formula to sum Task 6 labor hours. | AttchL6_CostPriceTemplate | Corrected template attached. |
| 105 | Issue: TOTALS for SUBCONTRACTOR A and B – The totals in rows 53,54, and 71,72 (where they exist – see below) assume that the subcontractor labor is all contractor site. There are NO totals for government site. If the vendor enters data in rows 42-52 for example and they are government site hours, they will be totaled as contractor site hours. | AttchL6_CostPriceTemplate | OFFERORS SHOULD SPECIFY -FOR EACH LABOR CATEGORY LINE ITEM - WHETHER THE POP IS CONTRACTOR SITE OR GOVERNMENT SITE. OFFEROR SHOULD THEN TOTAL CONTRACTOR AND GOVERNMENT SITE LABOR IN THE APPROPRIATE ROW - 53, 54 OR 71, 72 AS APPLICABLE. |
| 106 | Issue: TOTAL SUBCONTRACTOR B LABOR GOVERNMENT SITE – Rows 54 and 72 do not sum the labor and cost for their respective columns. There is also a lack of sums in the first few columns of row 53. Issue: X53 and Y53 include formula errors. | ||

| 108 | Issue: G&A – in rows 77 and 78. The G&A is not being applied to CPFF Prime labor. For example, cell Y77 should be revised to include total contractor site direct labor, fringe applied to contractor site labor, and contractor site overhead to properly be included in the G&A base. |
Recommendation: Apply the above example change to row 78 where Government site, DL, fringe, and OH must be included in the G&A base.
| AttchL6_CostPriceTemplate | Corrected template is accurate. |
| 109 | Issue: Total – Formulas for totaling cost columns are inconsistent and many do not include the Subtotal Before FCCM and Fixed Fee. |

| 110 | Tabs TO1 - OY1 to 6 Mos Option tabs |
Issue: Cells W6 to W30 reference the Base Year rates 'TO1-Prime Direct&Indirect Rates'!$B4, but they should reference rates for the option year, as the rates in column B do.
Recommendation: Alight with the following example – OY1 Cell W6 should be = 'TO1-Prime Direct&Indirect Rates'!$C4

| 111 | On the worksheet labeled TO1-CLIN Structure: |
* Each of the CLIN X00X totals sum the Base Period total (cell T90), and the option period Travel cost (cells T88)
* CLIN X009 total sums the Base period travel (cell T88) and the option period Fixed Fee (cells T86)
* CLIN 9999 Surge subtracts from the pre-surge total cost the 6 Mos Option period Travel costs (cells DF88 and DJ88)
On the worksheet labeled TO1 -Summary Pricing Data:
* Subcontractor A Labor sums the correct fields in the base period but in the option periods it sums Labor Category 10 and Labor Category n (cells DF53 and DF54)
* Subcontractor A Handling Fee sums the correct fields in the base period but in the option periods it sums Total Subcontractor A Labor Government Site and a blank row (cells DF56 and DF57)
* Subcontractor B Labor sums the correct fields in the base period but in the option periods it sums Labor Category 10 and Labor Category n (cells DF71 and DF72)
* Subcontractor B Handling Fee sums the correct fields in the base period but in the option periods it sums Total Subcontractor A Labor Government Site and a blank row (cells DF74 and DF75)
* G&A sums the correct fields in the base period but in the option periods it sums Subcontractor B Handling Government Site and a blank row (cells DF77 and DF78)
On all the TO worksheets, the government includes formulas to add Subcontractor Handling and G&A to the Firm Fixed Price costs.
On the TO1 option period worksheets, fixed fee is calculated based on FCCM versus on the Subtotal Before FCCM and Fixed Fee starting in Column AN.
We recommend that the government allow contractors to correct these formulas versus the government sending another spreadsheet.

| 112 | The Government added a new row to the TO1- Base Period and each TO 1 option year – G&A on Prime Labor in row 41. There are also rows for G&A in rows 79 and 80 on each worksheet. Is it the intent of government that contractors should now separately apply G&A to prime versus subcontractor costs? | AttchL6_CostPriceTemplate | Yes |
| 113 | On TO1 – Base Period, columns D – G are no longer hidden. Is this an oversight or is it the intent of government that data should now be entered at this summary level? | AttchL6_CostPriceTemplate | On the Government's template, these columns remain hidden. |
| 114 | Contractors provide to DCAA certified data regarding their methodology for applying indirect rates and the basis for those rates. The Government has specified certain formulas for overhead and G&A in the TO1 worksheets. However, those formulas may not match the contractors approved accounting methodology. It is acceptable for the contractor to modify the formulas so that they match the contractors DCAA approved accounting methodology? |
| AttchL6_CostPriceTemplate | Yes |
| 115 | In accordance with Paragraph L.3.3 of the DISC C2SE, we are reporting a possible error in the Amendment 7 Pricing Spreadsheet. |
We believe that the General & Administrative calculation (Line 41) should be calculated using Direct Labor (Lines 17 and 31) without Fringe and Overhead costs included. Amendment 7 calculates the G&A rate using Total Prime Labor (Line 39), which includes the Fringe and Overhead costs.
