9999 Unit OPTION Surge
FFP
The Government may require surge support during the base or any option period, and surge modifications will be in-scope to provide increased support for the defined task areas of the PWS. Surge support is OPTIONAL and is not a guarantee. If the Government determines that an increased quantity of support is required for the task areas defined in the PWS, the Government reserves the right to exercise the Surge Option unilaterally. The Contracting Officer will provide written notice to the Contractor at least 30 calendar days prior to any unilateral exercise of the Surge Option. In the event the Government does elect to exercise the Surge Option, surge support will be realigned under new or existing CLINs for the relevant task areas identified in the PWS, and an equal amount will be deducted from the Surge CLIN not-to-exceed amount. Surge support will be provided at the same labor rates proposed and found fair and reasonable at time of contract/task order award for the applicable period of performance. When surge support is realigned under cost-type CLINs, if actual, reimbursable labor rates exceed the labor rates originally proposed and found fair and reasonable at time of contract/task order award, the contractor is only entitled to a fee amount based on the originally proposed labor rates.

2. Contract Title. The Chairman Joint Chiefs of Staff (CJCS) Emergency Action Procedures (EAP) Operational
Assessment and Certification Program (OACP) Support for the Joint Staff J-3 nuclear command and control operational assessments program (called Staff Assessment Visits (SAV)).
3. Background. The Joint Staff Nuclear Operations Division (NOD) has responsibility for ensuring that National
Nuclear Command and Control (NC2) assets, personnel and procedures provide the national military and civilian leadership with the ability and means to manage and direct appropriate forces, support and Command and Control
(C2) elements, to respond to all threats, and to employ forces appropriately, to the full extent that U.S. military capabilities allow. The NOD promulgates and maintains the CJCS-EAPs which define and assign key roles and responsibilities within the Department of Defense’s (DOD’s) national NC2 system and establish an elaborate and detailed set of procedures directing numerous aspects of the system and its required capabilities. Additional derivative and related instructions further define the capabilities and expected performance for assets and personnel within this system. The CJCS-EAP OACP is the principle means used by the Joint Staff to assess and certify the performance and adequacy of national NC2 components for meeting its objectives.
3.1. The Joint Staff CJCS-EAP OACP consists of the NC2 SAV program and the supporting Command Assistance
Visit (CAV) program and related procedural reviews and assessments. The program is commonly referred to as the
“SAV program” with scenario based SAV assessments forming the core of the effort. The SAV consists of a series of scenario based operational evaluations, procedural reviews and related command visits and evaluations conducted sequentially at all National Military Command System (NMCS) and Combatant Command (COCOM) command centers worldwide. The SAV effort is authorized and described in the Chairman, Joint Chiefs of Staff Instructions
(CJCSI) 3262 series – Nuclear Command and Control Staff Assessment Visit Program and the supporting CAV program is authorized and described in the CJCSI 3263 series - Nuclear Command and Control Command
Assistance Visit Program.
3.2. The Director of the Defense Information Systems Agency (DISA) is designated as the Nuclear Command, Control, and Communications (C3) Systems Engineer by CJCSI 5119 “Charter for the Centralized Management, Operations and technical Support of the Nuclear Command Control and Communications System (NCCS).” DISA has supported the Joint Staff SAV OACP and has conducted the related Polo Hat NC3 assessment program for the
Joint Staff. Additionally, DISA supports and maintains significant portions of the EAP-CJCS for the Joint Staff, and has produced and maintains associated CJCSIs (that set performance standards for NC3 and operational assessments), such as CJCSI 6811, “Nuclear Command and Control Technical Performance Criteria (TPC).” DISA is additionally designated as the NMCS Architect and System Engineer in CJCSI 3280. “National Military
Command System” with responsibility to assess and monitor progress towards achieving broader C2 capabilities for the NMCS. Nuclear C2 is a primary mission component of the NMCS.
3.3 The EAP-CJCS and related procedures and supporting CJCSIs specify and the SAVs assess, current capabilities and processes defining roles and responsibilities of NMCS nodes, COCOMs and various assets as they interconnect and serve the needs of the national command authorities. These capabilities are intended to: enable worldwide unambiguous situational awareness, attack warning, and force and option status determination; to support force planning, deployment, posturing, and Course of Action (COA) development; and facilitate conditions for appropriate force direction recommendation and real time decision making, responsive to the requirements of the civilian and military leadership. The capabilities defined by the EAP-CJCS enable proper NC2 management and force direction through all environments from peacetime and crisis situations to conditions of regional and global war. Implementing CJCSIs specify timing and accuracy requirements for performance of the functions necessary for assurance that senior civilian and military leadership has sufficient means for effective and appropriate force employment. The SAV assesses these capabilities at all COCOM and NMCS nodes with designated EAP-CJCS responsibilities (primary and peripheral).
4. Objectives. This Performance Work Statement tasks the Contractor to develop and provide materials and to support the Joint Staff NOD, enabling the NOD team to assess and certify DOD COCOM Battle Staffs and NMCS
Operations Teams (OTs) against requirements derived from the CJCS-EAPS and from related procedures and instructions.
5. Scope. The Joint Staff conducts SAVs annually at each of the primary and contingency NMCS command centers and platforms, at each COCOM primary command center and at select alternate command facilities. A second series of Joint Staff visits, called CAVs, have two distinct audiences and purposes. The Joint Staff conducts the first set of CAVs as part of its specific responsibilities supporting the NMCC mission. These CAVs are conducted throughout the year for NMCC OTs for team and individual performance certification. The second series of CAVs are conducted primarily in response to COCOM request, mainly to support them with integrating new
CJCS procedures; however, the Joint Staff can initiate a CAV to support COCOMs in correcting performance deficiencies identified in previous SAVs or from related assessments.
5.1. The Joint Staff administers a tightly scripted conflict scenario at each location visited. These scenarios are designed to place the COCOM battle staff and NMCS OTs in a simulated real world posture - allowing them to demonstrate required operational and C2 proficiencies specified by the CJCS-EAPs and implementing instructions.
The Joint Staff tasks DISA to develop realistic scenarios tailored to each COCOM and NMCS command facility that reflect their particular role and expected circumstances (as specified within the EAPs). Each scenario positions the battle staff and/or OT being assessed into a series of operational situations that prompt them to perform their expected duties and demonstrate expected proficiency in accordance to EAPs and implementing CJCSI requirements and in response to specific expectations stated in Joint Staff performance objectives promulgated in an annual
SAV/CAV tasking letter (normally published in June or July of each year). The Contractor shall support the Joint
Staff by developing scenarios in accordance with Joint Staff objectives and guidance, and by producing associated scenario background and assessment implementing materials and providing real time and planning level implementation support for procedural reviews and scenario assessments.
5.2. The Joint Staff uses SAV scenarios to both assess and certify Vol IV commands and NMCS OTs, while the non-Vol IV SAV and all COCOM CAV visits (and scenarios) are conducted primarily for the purpose of assuring the Joint Staff that the visited commands understand and can satisfy CJCS-EAPS performance expectations. DISA with Contractor support shall produce distinct scenarios for each location to be assessed or visited. These shall be based on one of several sets of common background situations and events. The scenarios can be further distinguished according to the type of command and/or facility being assessed and depending on the role and location of the facility and the purpose of the Joint Staff visit. The most involved SAV scenarios are produced and administered at the Vol IV and NMCS commands (where Vol IV pertains to commands with specific NC2 responsibilities delineated in Volume IV of the CJCS-EAPS). Non-Vol IV commands (those without specific delineated responsibilities in EAP Vol IV) have more limited NC2 roles and their SAVs reflect this. COCOM and
NMCC CAV scenarios are individually specified based on required needs and are normally focused on a narrower subset of the CJCS-EAPS requirements.
5.3. The Joint Staff conducts and administers the SAV/CAV program on an annual calendar year cycle with each
SAV assessments beginning in January and continue through June. CAV’s for the COCOM and can be scheduled at any time during the calendar year. COCOM CAVs normally occur from October through December and NMCC
CAVs occur as needed throughout the year to certify specific OTs and individual team members as they are assigned to teams. The SAV development cycle begins in July of each year. The Contractor shall adhere to the SAV calendar cycle required to deliver the products for the upcoming SAV calendar year series of assessments and optional CAV visits.
The Offeror must propose a CLIN 9999, Surge. The Government may require surge support during the base or any option period to provide increased support for the defined task areas in this Performance Work Statement (PWS).
The Government is providing a percentage value to be used by all offerors when proposing surge: surge support will not exceed 15% of the offeror’s total proposed cost/price for the base and all option periods, including any six-month extension of services pursuant to FAR 52.217-8. Offerors are instructed to propose this EXACT percentage for Surge CLIN 9999. In the event the Government does elect to exercise the Surge Option, surge support will be realigned under new or existing CLINs for the relevant task areas identified in the PWS, and an equal amount will be deducted from Optional Surge CLIN 9999.
6. Performance Requirements. The following describes the Contractor technical performance and document production requirements.
6.1 TASK 1: CJCS-EAP Volume IV designated Combatant Command and NMCC Operations Team Staff
Assessment Visit (SAV) Support
6.1.1. Objective
The objective of this task is to produce assessment enabling materials for use by and in direct support of the Joint
Staff for conducting SAV assessments of and at CJCS-EAP Vol IV COCOMs and NMCS nodes. While the task and deliverable descriptions that follow are unclassified, the actual deliverables to be produced by the Contractor shall be classified up to the TOP SECRET level.
6.1.2. Description and Scope
The Contractor shall support DISA in gathering and articulating Joint Staff objectives for the upcoming year. This information shall be used to develop one or more overarching proposals incorporating the objectives into a scenario based assessment framework. DISA and the Contractor shall refine the Joint Staff objectives into a series of focused assessment scenario proposals through a course of meetings with, and input from, the Joint Staff SAV coordinator, Joint Staff personnel from the Nuclear Strike, and Procedures and Assessment branches of the Joint Staff NOD.
The contractor shall support the following milestones:
Milestone 1: Receive the Joint Staff approval for further developing the Candidate Assessment Scenarios.
Milestone 2: The Contractor shall deliver to the SAV COR the strawman packages along with accompanying conferencing scripts, which the COR delivers to the Joint Staff. The Joint Staff is able to script review these scripts and approve the proposed assessment scenarios for modification and application for each NMCC Operations Team & Vol IV node to be assessed;
Milestone 3: The entire appropriate assessment scenario variants are delivered to the COR who delivers the product to the Joint Staff for each location being assessed.
The Contractor shall tailor each of the approved assessment backgrounds and Start of Exercise (STARTEX) postures, assessment timelines, conferencing scripts, and real-time assessment events and message injects, to the locations being assessed, responsive to Joint Staff direction and requirements. The Contractor shall provide one unique scenario based assessment for each CJCS-EAP Vol IV COCOM primary and designated contingency command platform and for each NMCC and National Airborne Operations Center (NAOC) Operations Team.
Additionally, the Contractor shall provide a single CAV template for the Joint Staff to administer to Vol IV
COCOM battle staffs. These products will be delivered to the SAV COR for review and delivered to the Joint Staff by the COR in accordance with the approved delivery schedule located in Section 11.
The Contractor shall provide SAV assessment scenario materials to DISA two weeks prior to a scheduled exercise. This time may be compressed if scheduling changes require a modification to the schedule.
The contractor shall at minimum complete one script review with a possible second script review depending on scenario complexity. The materials will be reviewed within 5 days to allow Joint Staff evaluators time to assess COCOM battle staffs and NMCC Operations Teams against performance criteria derived from the Chairman, Joint Chiefs of Staff Emergency Action Procedures (CJCS-EAP), and associated Chairman, Joint Chiefs of Staff Instructions (CJCSI) and in accordance to the annual assessment objectives provided by the Joint Staff.
The Contractor shall nominally develop fifteen (15) comprehensive SAVs: five (5) for NMCC OTs; three
(3) for NAOC OTs and seven (7) for Vol IV COCOM Battle Staffs. The Contractor shall also produce a VOL IV COCOM CAV. In any given year these numbers may increase or decrease by one or two SAVs in each category. Historically this number has been fairly consistent at 15. DISA shall ensure that the effort required to produce the entire group of SAVs shall remain essentially the same regardless of number of SAVs required as each SAV scenario shall comprise elements from other SAVs in a mix and match fashion. This overlap is intended to maximize SAV production efficiencies while allowing for sufficient variance to ensure that each node, platform and/or team receives a unique SAV assessment. A description of the required SAV support products shall be provided in the Deliverables section 6.1.3.
The COR shall provide specific deliverable dates based on guidance from the Joint Staff. Certain dates, particularly ones tied to the Joint Staff SAV assessment schedule, are always subject to change. These dates are not determined by DISA but are agreed to between the Joint Staff and the assessed commands. Delivery dates for each of these products shall be determined when Joint Staff guidance (in the form of assessment objectives and the SAV assessment schedule) has been provided to the COR and the Contractor. The Contractor shall provide the deliverables according to the agreed upon delivery dates. DISA will review the submitted deliverable and return with comments within ten (10) business days for the Contractor to review and edit. The Contractor shall submit a final version to the COR within five (5) business days.
6.1.2.1 Other Pertinent Information or Special Considerations. The Contractor shall provide two technical staff to accompany and support the Joint Staff SAV team implementing all assessments for which SAV packages have been developed within this task. At these locations the Contractor shall provide to the Joint Staff the injection of assessment message inputs using the Nuclear Planning and Execution System (NPES) and/or using other means specific to systems used at the assessed COCOM and NMCS locations. Additionally, during assessments, the
Contractor shall prepare responses to COCOM battle staff and NMCS Operations Teams pre-start and real time assessment Requests for Information (RFIs), shall act as conferencing role players (as needed) and shall support the
Joint Staff Evaluators by developing briefing slides from Evaluator assessment observations and critiques for use in out-briefs.
6.1.2.2 Deliverable formats (applies to all deliverables). The Contractor shall prepare all deliverables in accordance with formats provided by the Joint Staff in the form of prior year SAV documents. Additionally, all documents should comply with Joint Staff document criteria including security markings provided in the Joint Staff security classification guides.
Unless otherwise specified, all document graphics shall be completed using a Microsoft Office for Windows compatible format. Clipart to be used shall be based on the standard clipart used by DISA NSE4 and/or the Joint
Staff J-3 NOD. Briefings shall be produced and delivered using Microsoft Power Point format using the most current version - compatible with those used by the Joint Staff J-3 NOD. In accordance with the PWS, any exceptions shall require coordination with the COR.
The Contractor shall provide the starter packages, exercise packages and injects, and all other delivered text based items electronically in the Word for Windows format using the most current version compatible with those used by the Joint Staff/J-3 NOD. The contractor shall deliver directly to the Joint Staff J-3 after COR review and approval.
and uploaded onto an appropriate TOP SECRET capable networked Automated Data Processing (ADP) system used by the Joint Staff. The Contractor shall ensure that any electronic versions of deliverables can be read and accessed by the Government.
Unless otherwise specified, all document graphics shall be completed using a Microsoft Office for Windows compatible format. Clipart used shall be based on the standard clipart used by DISA NSE4 and/or the Joint Staff J-3
NOD. Briefings shall be produced and delivered using Microsoft Power Point format using the most current version, compatible with those used by the Joint Staff J-3 NOD. In accordance with the SOW, any exceptions shall require coordination with the DISA project officer.
6.1.3. Deliverables
1) Candidate Scenario Briefing: The Contractor shall develop and produce a Candidate Scenario Briefing. The deliverable shall be submitted in draft. The COR and Joint Staff SAV Coordinator will review the draft. The deliverable shall be finalized within 30-days from receipt of the Joint Staff NOD SAV objectives message normally published in June or July of each year. The Candidate Scenario Briefing shall consist of one or more generic scenario backgrounds and proposed series of scenario assessment events. The Joint Staff shall be provided with sufficient assessment scenario variation among assessed locations and teams. Scenario backgrounds shall include military and political build up, actions, and/or attacks by other nations and/or groups, as well as
U.S. and other nation political and military actions and/or responses. The background scenarios shall place CO
COM battle staff and NMCS OT personnel at assessed locations into situations where they can be observed performing required NC2 operational functions to demonstrate proficiency called for by CJCS-EAPS and Joint
Staff implementing Instructions. The scenarios must specifically address assessment focus areas highlighted in the annually promulgated Joint Staff SAV objectives message. The Contractor shall provide the Candidate
Scenario Briefing package and shall consist of one or more proposed background scenarios and an assessment proposal for each COCOM location and NMCS OT to be assessed that suggests possible scenario variants for each. Joint Staff concurrence on the Candidate Scenario Briefing package satisfies the first deliverable and will result in the COR’s acceptance of that deliverable.
2) Deliverable schedule: Once the Joint Staff has established the SAV assessment schedule for the upcoming year the Contractor shall support the COR to develop a delivery schedule for the remaining deliverables in this task. Deliverable dates shall allow the Joint Staff sufficient time to review, revise, and approve deliverables by the agreed to date. Where applicable, notional expected times for deliverables have been indicated. The
Contractor shall deliver the appropriate SAV Starter Packages (see deliverable #7) two weeks in advance of each scheduled SAV and shall deliver SAV Exercise Packages one week in advance of each corresponding
SAV. Vol IV and NAOC OT SAVs shall require an additional Scenario Update Package (which is considered as part of their Starter Package) to be delivered one week prior to the Joint Staff travel date for the appropriate
SAV. NMCC SAVs shall not require this additional piece of the Starter Package.
The delivery schedule will be predicated by the NOD Schedule published in the Oct-Nov FY time frame for the
SAVs. Since each SAV is a unique product, and based on current events, the actual delivery will be predicated upon the schedule as published. These dates will change for each participant and may change after publication of the schedule, therefore delivery times must be fluid to meet requirements.
3) Strawman Assessment Package: Once the Joint Staff reviews and approves the Candidate Scenario Briefing package the Contractor shall support the COR with refining and adding detail to the approved background scenario(s), further tailoring the assessment portions for each location and adding detail to events and expected
U.S. responses. In addition, as an attachment to the Strawman Assessment Package the Contractor shall develop and present representative conferencing scripts for each major scenario variant for Joint Staff evaluation.
The date for completion of the Strawman Assessment Package is early to mid-October with completed draft conferencing scripts to follow by the end of the month. The Strawman Assessment Package shall include more detailed break-outs of the proposed background scenario(s) and assessment proposals for each location. The background scenario(s) shall clearly highlight all of the key events that build up to the STARTEX assessment position and provide greater detail regarding proposed U.S. force generation and NMCS and COCOM status as appropriate. The proposal shall include a detailed rationalization regarding command devolution to the assessed platform/location (as needed). It shall clearly differentiate among scenario variants for each location adding necessary detail to permit evaluation of the assessment scenario for accomplishing Joint Staff objectives. The
Contractor shall develop common scenario background elements; common scenario events shall be used for each SAV. Sufficient variation shall be incorporated to realistically simulate expected roles at each assessed location, as well as to provide differences in assessments. This is done to lessen any intelligence value that later assessed locations might be able to achieve from monitoring prior assessment communications or through other means. At this time a great deal more specificity shall be required in regards to enemy attack and U.S. response option selection.
Once the Joint Staff reviews and approves the proposal package the Contractor can begin developing the
SIMSCENE Coordination Package, and begin drafting the necessary EAP Vol VI Conferencing Scripts. To accomplish the requirements for this task, and to properly build this package and ultimately build the Exercise
Packages for each SAV, the Contractor input must possess a detailed understanding of U.S. nuclear options
(including option structure, force composition, delivery systems and capabilities, rules of engagement, timing and employment strategy and philosophy). During this time, to produce the Strawman Assessment Package, the
Contractor shall work closely with the Joint Staff and with the Joint Staff NPES Contractor to develop appropriately detailed enemy attack scenarios and U.S. responses. It is vital for SAV scenario development that the Contractor possess a working ability to interpret and extract useful information from the NPES system in addition to the ability to build messages using it; this ability shall be required to produce the eventual SAV
Exercise Packages.
4) SIMSCENE Coordination Package: The Contractor shall produce a top level checklist and a comprehensive data file of all proposed Processing and Display System (PDS) Simulated Scenario Nuclear Events
(SIMSCENEs) for all scenario events at every SAV location. After approval by the Joint Staff, the Contractor shall prepare SIMSCENE request worksheets and deliver these electronically to the U.S. Strategic Command
(USSTRATCOM) (trusted agent) Contractor that processes these. The Contractor shall coordinate their production and delivery from said Contractor to ensure that they are produced in accordance to the SAV requirements (that they match the events scripted into the SAV scenarios). Sufficient time, normally one month prior to the first exercise scenario script review, must be allowed so that the USSTRATCOM Contractors can develop and deliver the necessary SIMSCENES for use during Joint Staff SAV scenario script reviews. These are normally scheduled for late November/early December. This completes the second delivery milestone of
Joint Staff approval of the Strawman Assessment Package. This package consists of proposed conferencing scripts, SIMSCENEs and major scenario variants. Once the Joint Staff completes scenario script reviews of each proposed strawman scenario in the package, and approves them as sufficient to serve as baseline for all subsequent SAV assessments for the upcoming calendar year cycle, the Contractor shall commence work on the specific assessment conferencing scripts, and Starter and Exercise packages for each assessment.
5) VOL IV/NMCS OT Assessment Conferencing Scripts: Once the Joint Staff approves all proposed executions and terminations outlined in the Assessment Strawman Package the Contractor shall begin developing detailed tailored Conferencing Scripts for SAV assessments. This usually begins with the OT assessments as the first
(Task 1 related) SAVs of each year. The goal is for each OT at the NMCC to have a unique SAV Assessment
Package, (consisting of a Starter and Exercise Package) based on one or more base scenarios and/or specific scenario variants within a common overarching scenario. There shall be both uniquely scripted events as well as some common ones amongst OTs, as well as in regard to the COCOM SAVs. Each script shall carefully follow
Vol VI format and substance guidelines. The content must meet very strict criteria to ensure no ambiguity of
Joint Staff assessment intent or expectations for the OTs and battle staffs. These scripts shall require close Joint
Staff coordination and review; several iterations shall be required to bring the scripts to final form. The
Contractor shall produce complete scripts covering all script event variants in time for Joint Staff assessment scenario script reviews normally scheduled for late November/early December.
Once each script is finalized the Contractor shall incorporate it into the appropriate SAV Exercise Package for each location and/or OT being assessed. After delivery of the initial representative Conferencing Scripts the
Contractor shall produce additional Conferencing Scripts for the remaining SAV assessments which must also be reviewed, approved and finalized by the Joint Staff prior to inclusion in the appropriate SAV Exercise
Packages. The Contractor shall produce these on a schedule so that they are available to the Joint Staff prior to each scheduled SAV assessment.
6) VOL IV/NMCS OT Starter Packages: The Contractor shall produce a unique Starter Package for each Vol
IV and OT SAV. This shall consist of up to 15 SAVs. For Vol IV and NAOC SAVs the Contractor shall also provide a Scenario Update Package, a separate annex to the standard Starter Package. Starter Packages shall be provided to the Joint Staff two weeks in advance of each SAV and the Contractor shall provide Scenario
Update Packages one week in advance of the Joint Staff travel date for each SAV to ensure time for Joint Staff review and approval.
Starter Packages shall include the full background scenario incorporating force, leadership, C3, and option status information in addition to relevance, content, timing, and other appropriate identifying designation for pre-start messages, force planning actions, and force and COCOM readiness and generation. The Joint Staff shall provide this information to each assessed location prior to STARTEX of their SAV. Background scenarios and information in Starter Packages for NMCC OT SAVs shall take the teams right up until
STARTEX time. Starter Packages for Vol IV COCOMs and NAOC OTs shall take the COCOM battle staffs and NAOC OTs up to a period approximately one day prior to STARTEX (or to whatever time prior to
STARTEX as is appropriate or necessary). The Contractor shall produce and the Joint Staff shall deliver the
Scenario Update Package to the assessed location to cover events (and in some cases tasking) for the period from end of Starter Package timeline until STARTEX. In most cases, locations receiving a Scenario Update
Package shall receive tasking to perform actions prior to STARTEX – such as LERTCON changes, adaptive planning, command handover, and/or message processing - that the Joint Staff may observe and assess. The
Contractor shall include these elements in the Scenario Update Package as directed by the Joint Staff. The Joint
Staff normally assesses all five NMCC OTs each year as well as three NAOC OTs and seven Vol IV COCOM command centers and/or locations. In any given year this number could increase or decrease by one or more depending on command issues and considerations, resulting in delays or rescheduling.
7) VOL IV/NMCS OT Exercise Packages: The Contractor shall produce a unique Exercise Package for each
Vol IV and OT SAV. Exercise Packages are intended for the Joint Staff to facilitate SAV assessment implementation at each assessed location. Exercise Packages shall contain a Time-Events List of all situational and message injects expected for the SAV, summarizing their content, linkages to major assessment events, and expected inject timing in relation to STARTEX. Additionally each Exercise Package shall include copies of every assessment inject and message to be injected by the Joint Staff assessment team. The Contractor shall develop message injects using NPES for all locations possessing this capability. These messages shall appear in the Exercise Package as well as in a separate NPES file to be delivered along with and as part of the Exercise
Package.
The Joint Staff shall use NPES files produced by the Contractor to directly inject messages into assessed location’s NPES system during their SAV. To facilitate the assessment, the Contractor shall produce a variety of messages to include: Global Summary Messages (GSMs), Situation Reports (SITREPS), Nuclear
Employment Reporting (NREP) messages, INTEL reports, plan availability messages, and a variety of
Emergency Action Messages (EAMs) relating to COCOM readiness, force status and force execution.
Additionally, it is expected that the assessment scenario shall prompt the assessed battle staffs and OTs to develop and generate messages of their own.
The Contractor shall provide additional message traffic relating to Survivable Mobile Command Center
(SMCC) functions for applicable platforms. The Contractor shall include a final copy of all assessment conferencing scripts as an annex to the Exercise Packages. The Exercise Package is the blueprint of the assessment that shall be used by the Joint Staff for each location and Team to be assessed and certified. As such, the Contractor shall produce events, messages and injects in the Exercise Packages that enable Joint Staff assessors ample opportunity to observe and assess COCOM and Operations Team performance related to all of the Chairman’s Mission Essential Functions (MEFs). These include: 1) Continuous connectivity with and amongst the President, Secretary of Defense and Joint Commands; 2) Situation Monitoring to include Attack
Warning and Characterization; 3) Decision making; 4) Force Direction, specifically nuclear force execution and termination; 5) Force management, including day-to-day as well as trans/post attack; and 6) Planning, including deliberate and time sensitive. To better facilitate accurate assessment, the Contractor shall relate the assessment events, injects and messages to criteria established in the various CJCS-EAPs and implementing instructions with specific emphasis on performance standards specified within the CJCSI 6810 series - NC3 Personnel
Performance Objectives and Assessment Criteria.
8) Real Time Assessment Support: In addition to the deliverables previously specified here, the Contractor shall be required to travel with the Joint Staff assessment team to all seven specified Vol IV SAV locations where assessments shall be performed. They also shall accompany the Joint Staff on all NAOC SAV assessments.
These are normally covered in a single trip. The Contractor shall also provide support to the Joint Staff for
NMCC OT SAVs conducted at the Pentagon, but potentially occurring at alternate locations in and around the
Washington, D.C. region. During these SAVs the Contractor shall support the Joint Staff by injecting message traffic electronically using the Defense Automated Message System (DAMS) Front End (DMFE) or directly using NPES where appropriate. The Contractor shall also support the Joint Staff responding to COCOM and
OT RFIs and shall perform associated duties as required, such as role playing during assessments from prepared conferencing scripts and/or supporting the Joint Staff in data collection and observation summarization for preparing out briefings. The Joint Staff normally schedules these SAV assessments from January through June of each year, however there is always the possibility that due to COCOM or real world considerations that
SAVs could be rescheduled or delayed.
9) Vol IV COCOM Command Assistance Visit (CAV) Template: The Joint Staff administers CAVs at VOL IV
COCOMs to promulgate new CJCS-EAP based procedures and to assure that COCOMs are interpreting these procedures and implementing instructions properly to fulfill their assigned NC2 roles and functions. CAVs can be requested by the COCOM or the Joint Staff can direct that one or more be conducted at a particular COCOM depending on perceived need. As part of this Task the Contractor shall develop a single CAV template for Joint
Staff use in conducting CAVs at VOL IV COCOMs. The CAV Template shall resemble SAV packages in all respects – to include Starter Packages with corresponding Scenario Updates and an Exercise Package to include appropriate conferencing scripts and message injects. The CAV Template will incorporate a scenario background and scenario assessment based upon a prior SAV product that shall be modified to satisfy current
Joint Staff CAV objectives. The Contractor shall produce the CAV Template in October of each SAV cycle.
6.2 TASK 2: Non-CJCS-EAP Volume IV Combatant Command Staff Assessment Visit (SAV) Support
6.2.1. Objective
The objective of Task 2 is to produce assessment enabling materials for use by and in direct support of the Joint
Staff for conducting SAV assessments of and at COCOMs that do not have NC2 roles specified within CJCS-EAP
Vol IV. While the task and deliverable descriptions that follow are unclassified, the actual deliverables to be produced by the Contractor shall most often be classified up to the TOP SECRET level.
6.2.2. Description and Scope
The Contractor shall gather and articulate Joint Staff objectives for the upcoming year and shall use these to develop an overarching proposal incorporating the objectives into a scenario based assessment framework. The COR and the
Contractor shall refine the Joint Staff objectives into an assessment scenario proposal through a course of meetings with, and input from, the Joint Staff SAV coordinator, and with Joint Staff personnel from the Procedures and
Assessment branch of the NOD. The Contractor shall tailor the assessment backgrounds and STARTEX posture information, assessment timelines, conferencing scripts and real-time assessment events and message injects to the locations being assessed; responsive to the COR guidance and Joint Staff direction. The Contractor shall produce one unique scenario based assessment for each of seven primary non-Vol IV COCOM command centers. Non-Vol
IV SAVs are normally scheduled to occur from December of the SAV implementation year, corresponding with the
Contractor SOW issuance, until June the following year.
Each Contractor produced SAV assessment scenario must be sufficient to allow Joint Staff evaluators to assess each non-Vol IV COCOM battle staff against performance criteria derived from the CJCS-EAP, associated CJCSI, and in accordance to the annual assessment objectives provided by the Joint Staff. Many of the CJCS-EAP requirements do not apply to Non Vol IV COCOMs, however other CJCS-EAP requirements do apply. Non-Vol IV COCOMs must still demonstrate the ability to participate in conferences; properly request and implement force readiness actions; transmit, receive and correctly decipher and process EAMs; and demonstrate proper situational awareness and internal informational processing and notification functionality. Due to the more limited set of performance expectations for Non-Vol IV COCOMs, their SAVs shall be comparatively less involved than a typical Vol IV or
NMCS SAV. To the extent possible non-Vol IV SAVs shall use a common background and assessment scenario with only limited variance to account for different geographical and situational variability.
