2. NATURE/DESCRIPTION OF ACTION(S):

This is a level of effort (LOE) increase modification is required to add three survey teams and three integration teams to complete the migration of the six 4th estate agencies and their networks NLT February 2020. The DISANet task order, HC1047-13-D-4003/0002, was awarded using DISA IT Enterprise Support Services (DESS), which was an 8(a) Competitive, Multiple Award Indefinite Delivery / Indefinite Quantity ID/IQ. This task order was originally awarded as a Firm Fixed Price (FFP) type order. Although the DESS contract has expired, its task orders will continue until their contract end dates, respectively.

This LOE modification will use Fiscal Year 19 Operations & Maintenance (O&M) funds. The modification impacts Option Year three of the current DISANet task order, and if necessary may carry into the 6-month extension of services pursuant to FAR 52.217-8, if exercised. The period of performance for the modification is 07 March 2019 – 06 August 2019. The 6-month extension of services pursuant to FAR 52.217-8, if executed, will have a period of performance of 07 August 2019 – 06 February 2020.

3. DESCRIPTION OF SUPPLIES/SERVICES:

Department of Defense (DoD) Chief Information Officer (CIO) Memorandum “Fourth Estate Technology Optimization”, derived from the National Defense Strategy Business System Reform, dated April 27, 2018, directed DISA’s 4th Estate Program Office to prepare Fourth Estate networks and associated commands (Defense Media Agency (DMA), Defense POW/MIA Accounting Agency (DPAA), Defense Microelectronics Activity (DMEA), Defense Technical Information Center (DTIC), Defense Acquisition University (DAU), US Forces-Japan) to migrate to a common service environment – both unclassified and classified. This initiative will achieve the objectives of designing, integrating, implementing, and operating the 4th Estate Network Optimization (4ENO) initiative. This initiative will be led operationally by the IT Services Division (SE6) at DISA. DISA will visit and survey DoD agencies identified in Section 8.1 of the Performance Work Statement (PWS) establish processes, and perform data driven analysis to design and integrate the Fourth Estate network. The commodity IT optimization is to support the network, infrastructure, applications, tools, and processes necessary to support the day-to-day administrative functions of the organization. This includes but is not limited to voice/video/data circuits, Internet Access Point (IAP) connectivity, security stacks, network operations, business systems, identity management, directory services, collaboration tools, email, service desk, trouble ticketing, endpoints, Cybersecurity Service Provider (CSSP), capacity management, service level management, cybersecurity management, supply chain risk management, asset management, knowledge management, configuration management, validation and testing, and request fulfillment.

(a) DISA will visit and survey Fourth Estate agencies, establish processes, and perform data driven analysis to design and integrate the Fourth Estate network. The purpose of the work is to achieve commodity IT optimization for the network, infrastructure, applications, tools, and processes necessary to support the day-to-day administrative function of the organization. This includes but is not limited to voice/video/data circuits, Internet Access Point (IAP) connectivity, security stacks, network operations, business systems, identity management, directory services, collaboration tools, email, service desk, trouble ticketing, endpoints, Cybersecurity Service Provider (CSSP), capacity management, service level management, cybersecurity management, supply chain risk management, asset management, knowledge management, configuration management, validation and testing, and request fulfillment.

The contractor shall provide subject matter expertise to ensure Information Assurance (IA) and Cyber security requirements are met when the Fourth Estate networks are migrated into the 4ENO. Accreditation packages will be updated to reflect the additions of these networks in the 4ENO.

Site survey, design, and integration are in scope of the DESS Operations (OPS) task order. Three survey teams and three integration teams are required to migrate the above networks for DMA, DPAA, DMEA, DTIC, DAU, and US Forces- Japan.

(1) The work added via Modification 30 to the DISANet task order (HC1047-13-D- 4003/0002) is identified in Attachment 1 (PWS Updates) below of this Justification.

PWS UPDATES LOE.pdf

(2) This additional work is to provide design, integration, implementation, and operation of the 4th Estate Network Optimization (4ENO), to be led operationally by the DISA Operations Center, SE6 Division.

(3) The surveys and integration of the six agencies identified above and in Section 8.1 of the PWS are required during OY3 (07 March 2019 – 06 August 2019). The 6-month extension of services pursuant to FAR 52.217-8, if executed, will have a period of performance of 07 August 2019 – 06 February 2020.

4. SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION THAT THE

PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF AN EXCEPTION TO FAIR OPPORTUNITY:

(a) Exception to Fair Opportunity. Exception to Fair Opportunity. FAR 16.505(b)(2)(i)(C) - The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, and all awardees were given a fair opportunity to be considered for the original order.

(b) Description of the Justification. “Fourth Estate Technology Optimization” was issued on April 27, 2018. DISA’s 4th Estate Program Office was directed to prepare Fourth Estate networks and associated commands to migrate to a common service environment – both unclassified and classified. This initiative is for design, integration, implementation, and operation of the 4th Estate Network Optimization (4ENO), to be led operationally by the SE6 Division at DISA. DISA will visit and survey DoD agencies identified in Section 8.1 of the PWS, establish processes, and perform data driven analysis to design and integrate the Fourth Estate network.

The DESS OPS support contract HC1047-13-D-4003 task order 0002 (DISANet) will be utilized to provide IT support for the Fourth Estate networks migration. This LOE increase modification is required to accommodate the migration requirement. The 4ENO program office has scheduled the migration of six 4th estate networks to be completed no later than (NLT) February 2020. The current contractor, Unitech Consulting LLC, doing business as (DBA) Chameleon Integrated Services, has experience in IT support for DISA Enterprise Services and the DoD Mission Partners. The contractor has performed similar work regarding site surveys and integration. Consequently, they are also able to provide highly experienced personnel to conduct the site surveys and integrate the Fourth Estate Agency’s administration networks into DISANet. In order to carry out this mission, and additional work to the current DISANet PWS, the 4ENO program office anticipates adding three survey teams. Each survey team will have three full time equivalents (FTEs). Additionally, the 4ENO program office anticipates adding three integration teams. Each integration team will have six FTEs. A total of 27 FTEs for this LOE increase is anticipated. The need by date for the migrations to commence in early March 2019.

(c) Justification.

(1) Minimum Government requirements.

The Government is requiring an additional workload to the current DISANet task order to conduct required site surveys and integrate the Fourth Estate Agency’s administration networks. Several tasks are being added to the PWS as reflected in Attachment 1 of this Justification. The 4ENO program office anticipates onboarding must commence no later than the beginning of March 2019. Failure to perform the surveys and integration will delay the migration of the Fourth Estate networks into the DoDNet Gen-1 by February 2020. This may also result in not meeting the IA Security requirements as specified in the DISANet accreditation Authority to Operate (ATO) package. The contractor will be provided hardware and support needed to succeed with this LOE increase via Government Furnished Property (GFP). The integration of the six 4th Estate agencies by February 2020 requires three survey teams and three integration teams.

(2) Proposed sole source contractor. The current contractor, Chameleon Integrated Services, has the knowledge and experience to provide immediate DISA IT Support. The contractor has a team of support personnel experienced in all DISANet service areas. The knowledge of DISA processes and organizational structure, along with the needed expertise already on contract will ensure a short ramp up and allow for the 4ENO program office to move to the services on-boarding phase. Chameleon is the prime contractor of the DESS OPS task order and has performed similar duties well in the previous option years. Chameleon is the only contractor that has the DISANet historical background and the network migration experience that will meet the transition schedule of the 4th estate networks into DISANet.

Discussion regarding cause of the sole source situation. Competition of this requirement would cause delays to the schedule and impact the ability to on-board in accordance with established timelines. Also, previous knowledge of DISA business processes and program office requirements already on contract is needed to deliver quality and continuous service. Learning the DISANet environment and completing the DISANet/DISA mandatory training would be required if a new contractor were to be used thus delaying the start of the site surveys and migration of the networks by a minimum of three months.

(3) Demonstration of unique source. The current contractor has the requisite knowledge and experience of the DISANet and can meet all the requirements from day one. DISA has a contract in place supporting DISANet IT services and also has personnel on contract that have the needed expertise to ensure timelines are met. The contractor’s specialized experience will help the 4ENO program office optimize the on-boarding, reduce technical failures and complaints, while remaining on target with the site visits per established schedule. The required IT support services are essential to satisfying the 4ENO and SE6 objectives for the Fourth Estate network migrations. The Fourth Estate networks are highly secure and tailored, the contractor’s knowledge of all the security requirements for DISANet and processes is needed to integrate the DoD agencies without major delays.

(4) Procurement discussion.

· The integration schedule is determined by the 4ENO program office. The site surveys to be conducted with this level of effort increase will be conducted for six different agencies identified in Section 8.1 of the PWS. To meet the 4ENO program office schedule for the migrations, the DESS OPS task order, DISANet, is being utilized to provide the site surveys and integrations.

· Chameleon Integrated Services, under the DESS OPS task order, DISANet, provides the same type of support (site survey, design, and integration) that the 4ENO program office is requiring.

(5) Impact. Delays in the ability to increase the level of effort needed for the DISANet task order would lead to not meeting 4ENO program office and SE6 objectives for the Fourth Estate network migrations. The 4ENO program office would not be able to migrate the six 4th estate networks by February 2020 if the DESS OPS DISANet task order cannot be use to provide the required IT support. Failure to perform the surveys and integration will delay the migration of the Fourth Estate networks into the DoDNet Gen-1 by February 2020 and may also result in not meeting the IA Security requirements as specified in the DISANet accreditation ATO package.

5. COST/PRICE FAIR AND REASONABLE DETERMINATION: The contracting officer will obtain certified cost or pricing data, in accordance with Federal Acquisition Regulation (FAR) 15.403-4 and will use this information to determine price fairness and reasonableness. After negotiations, a Certificate of Current Cost or pricing Data will be obtained.

6. MARKET RESEARCH: Market research was conducted for the contract modification action, exercising option year three (3). This modification action was exercised on Aug 6, 2018. This market research was conducted less than 12 months ago, and is therefore still valid.

7. ANY OTHER SUPPORTING FACTS: None

8. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS THAT LED TO THE EXCEPTION TO FAIR OPPORTUNITY:

Procurement History. The DISANet task order was awarded on 07 August 2015. It was awarded using the DESS ID/IQ contract, as a competitive 8a award. It was initially awarded for $53,536,820.19 inclusive of all options.

9. REFERENCE TO THE APPROVED ACQUISITION PLAN (AP): In accordance with the exceptions under DARS 7.103 (S-91)(1)(viii), an AP is not required.
