About this file

This is a Justification and Approval (J&A) document for a limited source/sole source procurement under FAR Part 12.102(a).

Portsmouth Naval Shipyard (PNS), through the Defense Information Systems Agency (DISA) Defense Information Technology Contracting Organization (DITCO), is procuring additional Ansys Geometry Interface Software licenses from Ansys, Inc. (CAGE: 0U014, large business) as a new firm fixed price contract. The requirement covers the period of September 15, 2026, through September 14, 2027, with funding from Fiscal Year 2026 Operation and Maintenance (O&MN) provided via Military Interdepartmental Purchase Request (MIPR) numbers. The North American Industry Classification System Code is 513210 with a $47 million size standard. PNS requires the additional software licenses to perform finite element stress analysis on U.S. Navy assets and to design and verify that structural and mechanical systems meet design requirements. The software is necessary for Navy engineers to complete their mission of designing and maintaining Navy assets, and the use of alternative products would cause compatibility and interoperability problems with existing infrastructure. Since Fiscal Year 2012, the Navy has invested substantially in the current Ansys solution; replacing it with comparable software would cost the Government significantly more in addition to software, testing, re-training, and file conversion costs, plus considerable shipyard downtime expenses.

Market research conducted from June 2026 through August 2026 determined that the full requirement is available only directly from Ansys, Inc., and no competitor functional replacement products exist in the marketplace to meet the Government's needs. The Government will continue conducting market research to identify any future changes in the marketplace that would enable competitive actions. The justification was certified as accurate by the requirements certifier and approved by the contracting officer. All questions regarding this justification should be directed to Kailee A. Rickhoff at kailee.rickhoff.civ@mail.mil or (667) 890-8897.

J&A: Additional Ansys Geometry Interface Software

Page 2 of 5 Pages

Ansys, Inc. The period of performance will be September 15, 2026, through September 14, 2027. Fiscal year 2026 Operation and Maintenance (O&MN) provided on Military Interdepartmental Purchase Request (MIPR) numbers and

The applicable North American Industry Classification System Code is 513210 with a size standard of $47 Million. The total estimated price for the proposed acquisition is .

PNS requires additional software licenses to perform finite element stress analysis on U.S. Navy assets. The software is necessary to design and verify that various structural and mechanical systems meet design requirements. Ansys offers a comprehensive software suite that spans the entire range of physics, providing access to virtually any field of engineering simulation that a design process requires. Ansys is a Finite Element Analysis (FEA) application for structural, thermal, fluid, electrical & dynamic analysis.

Ansys aids engineers in developing new designs and analyzing existing designs in support of the fleet and the warfighters. Ansys utilizes unique and specific algorithms that no other computational flow dynamics package utilizes. Combined with its graphical user interface, this system reduces containment design time by up to 80 percent and provides increased reliability of the data by a similar figure. With increase in near term workload, it is imperative to obtain and implement Ansys to ensure on time project delivery.

The additional Ansys software is required to ensure seamless process and continuity to meet the needs of PNS, as Ansys is currently within the infrastructure. The additional licenses will ensure that all users operate with the same system to ensure continuity in managing compliance. The use of any other brand product would cause compatibility and interoperability problems, such as the possible introduction of functionality anomalies when used in conjunction with deployed software and hardware. Using other brand products would also require new network certifications to obtain authorization to operate. Current systems are already implemented and require continued software support to maintain operations. Ansys owns the copyrighted source software, with all legal rights, privileges, and ownership contained therein. No other source may modify or change the software, nor would they have access to the source code to do so, due to copyright and patent law protections. Only the brand name Ansys software meets the required need for support and compatibility with existing architecture. Introducing alternative products would not meet the Government’s need for interoperability.

Without this software, Navy engineers will not be able to perform the analyses required for design and will not be able to complete their mission of designing and maintaining Navy assets. No other software can perform these functions as quickly as Ansys. Furthermore, failure to procure this additional software and support will preclude regular security patches and updates, necessitating additional costs to procure them or remove this software from the network. This in turn would contribute to operational vulnerabilities of the shipyard.

Since Fiscal Year 2012, the Navy has invested in excess of in the current Ansys solution. This software is not replaceable, as other software programs cannot perform as quickly as Ansys. However, if there were comparable software product it would cost the Government over to replace the existing Ansys software with the new product (not including software, testing, re-training and file conversion). This total also does not include Shipyard downtime costs at each per day.

6. MARKET RESEARCH:

Market research was conducted from June 2026 through August 2026 and included personal knowledge in procuring supplies/services of this type, contact with knowledgeable persons in Government and industry regarding the commercial nature of this requirement and standard industry practices in this area of supply/services, review of recent market research results for similar or identical supplies/services, review of Government and/or commercial databases for relevant information, and the review of existing DISA-wide and DoD multiple award contract vehicles and other Government-wide Acquisition Contracts (GWACS). Market research revealed the full requirement is not available through any DoD ESI BPA, DON ESL Program, NASA SEWP or GSA contract. The Government’s requirement is only available directly from Ansys, Inc.

(CAGE: 0U014, large business).

Based on current market research, it has been determined that only the aforementioned brand name Ansys software can fully support the Governments need. No competitor functional replacement products exist in the market at this time to meet the Government's need. The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive actions; i.e., there are similar products and/or product support in the marketplace that provides the same functionality, the OEM releases ownership rights of the product, or it is economically feasible to procure a new system.
