Defense Information Systems Agency
About this file
This is a Justification and Approval (J&A) document for a limited source/sole source procurement under FAR Part 12.102(a) for commercial software licenses.
The requiring activity is the Defense Information Systems Agency (DITCO) on behalf of Portsmouth Naval Shipyard (PNS), Norfolk Naval Shipyard (NNSY), and Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF). The procurement is for Hexagon Spatial Analyzer (SA) software licenses and renewals, with a period of performance from August 27, 2026, to August 26, 2027, structured as a firm-fixed-price new contract. The requirement includes two new software licenses plus renewals of existing Hexagon software licenses; the renewal portion is covered under a separate Brand Name Class Justification (Log Number 2026-0211). The sole source contractor is Hexagon Manufacturing Intelligence, Inc.
The justification establishes that Hexagon SA is the only product capable of meeting the Navy's critical requirement for a three-dimensional coordinate measurement software platform used for precision alignment, inspection, and certification of surface ship and submarine combat systems. The software must interface with existing metrology hardware (laser trackers, portable CMM arms) and be compatible with institutionalized workflows across all four naval shipyards. Most critically, Hexagon SA is mandated by the Naval Surface Warfare Center (NSWC) Port Hueneme as the In-Service Engineering Agent (ISEA) and is the sole product approved for Department of Navy networks per the Department of the Navy Applications and Database Management System (DADMS). Market research conducted in May 2026 confirmed no competitor functional replacement products exist that meet the essential requirements or have ISEA authorization. The primary barrier to competition is the external ISEA directive, which cannot be overcome independently. Failure to acquire this software would eliminate the shipyards' ability to collect log data, result in loss of knowledge and invested deployment hours, and significantly impact the Navy's ability to return ships to active service.

J&A: Spatial Analyzer Software Renewal
Page 2 of 4 Pages
The requirement is to provide Hexagon Spatial Analyzer (SA) software licenses for PNS, PHNSY&IMF, and NNSY. The total estimated cost of the two new software licenses is
. The full acquisition also includes software renewals of existing Hexagon software licenses, with an estimated cost of , which are covered under the Brand Name Class Justification and Approval for Software Support, Log Number 2026- 0211. The period of performance is August 27, 2026, to August 26, 2027. The proposed sole source contractor is Hexagon Manufacturing Intelligence, Inc.
4. IDENTIFICATION OF STATUTORY AUTHORITY:
FAR Part 12.102(a): Restricting competition (Commercial under SAT)
5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE
NATURE OF THE ACQUISITION REQUIRED:
The Government has a requirement for a three-dimensional coordinate measurement software platform that serves as a universal interface for a wide variety of metrology hardware (e.g., laser trackers, portable Coordinate Measuring Machine (CMM) arms from various manufacturers). This software is essential for performing precision alignment, inspection, and certification of United States Navy surface ship and submarine combat systems.
The software must be compatible with existing hardware and workflows institutionalized across all four public naval shipyards. Most critically, it must be the specific software mandated by the Naval Surface Warfare Center (NSWC) Port Hueneme, acting as the In- Service Engineering Agent (ISEA), and must be approved for use on Department of Navy (DON) networks, as listed in the Department of the Navy Applications and Database Management System (DADMS).
Hexagon SA is the only product that can meet the Navy’s requirement. Seamless process and continuity are required to meet the needs of Navy, as the Hexagon SA software is currently within network environment. The additional software licenses will ensure that all users operate with the same platform. The Hexagon SA platform allows users to accomplish missions that involve interfacing meteorology hardware and performing precision alignment, inspection, and certification of Navy ship and submarine combat systems. Per the DADMS, Hexagon SA is mandated by the NSWC Port Hueneme, approved as the ISEA, authorized for use on the DON networks.
Failure to acquire Hexagon SA software the shipyards would not have the ability to collect log data and would be required to move to a new product, losing the knowledge and experience along with the hundreds of hours invested in the deployment of the existing system in place. This software fills a robust need for precision and accuracy that if left to others to calculate, could lead to significant lead times and possibility of late delivery of ships. Additionally pipe fitter shops will be unable to systematically measure/aid in piping modifications and fabrication to support in repair of naval nuclear vessels. This would significantly impact the Navy's ability to return ships to active service.

6. MARKET RESEARCH:
Based on current market research, dated May 2026, it has been determined that only the aforementioned brand-name product provided by Hexagon Manufacturing Intelligence, Inc., can fully meet the Government’s need and is in the best interest of the agency.
Market research was conducted in May 2026 to identify products capable of meeting the Government’s need. The research confirmed that while other metrology software exists, none meet the essential requirements. Specifically, no other software is authorized by the ISEA (NSWC Port Hueneme) for combat systems alignment or is approved in DADMS for this critical function.
Based on current market research, it has been determined that only the aforementioned brand-name product, Spatial Analyzer, can fully support the Government's need. This requirement is for a proprietary product, and no competitor functional replacement products exist in the market at this time. The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive actions.
The primary barrier to competition is the external directive from the ISEA mandating Spatial Analyzer for combat systems alignment. This is not a barrier the requiring activity or contracting office can overcome independently. The lifecycle of this requirement is tied to the lifecycle of the weapons systems it supports. The agency will continue to align with ISEA directives and will only be able to introduce competition if the ISEA qualifies and authorizes an alternative software platform in the future.
