About this file

This is a Justification for Limited Source/Sole Source/Brand Name federal contract action. The Fleet Readiness Center Southeast (FRCSE), located at Naval Air Station Jacksonville, Florida, is procuring Vericut software through the Defense Information Systems Agency (DISA) contracting organization at Scott Air Force Base, Illinois. The procurement is for a new Firm Fixed Price contract to provide CNC machining simulator software license maintenance renewal and four additional licenses from the original equipment manufacturer (OEM), CGTech, via Open Market acquisition.

The requirement covers two periods of performance: August 1, 2026 through April 30, 2027, and August 14, 2026 through April 30, 2027. The North American Industrial Classification Code is 513210, with an estimated contract value of $47 million under Fiscal Year 2026 Defense Working Capital Funds. The procurement is justified under FAR Part 12.102(a) for restricting competition on a commercial basis, as FRCSE requires Vericut software specifically for Computer Numerical Control (CNC) machining simulation to detect programming errors, toolpath collisions, and machine crashes before parts are run on multi-million dollar CNC machines. Market research conducted between March and May 2026 confirmed that only CGTech's Vericut product meets the Government's needs, as it offers full machine simulation including axes, spindles, tool changers, and fixtures; advanced error detection capabilities; integration with all major CAM systems; and widespread industry adoption—capabilities that competitor products like Mastercam Simulator, Fusion 360, or SolidCAM cannot match. The justification certifies that no competitor functional replacement exists in the current marketplace.

Vericut software for FRCSE

Page 3 of 4 Pages features, Vericut’s OptiPath and Force modules are recognized for their advanced analysis and impact on machining efficiency.

Integration with all major CAM systems is supported, allowing for streamlined workflow regardless of the CAM software used. Many organizations require Vericut verification as part of their quality assurance protocols. The software is supported by regular updates and technical assistance from the developer, CGTech.

If Vericut is not procured, the risk of undetected programming errors, toolpath collisions, and machine crashes increases significantly. Without advanced simulation and verification, CNC programs would be run directly on multi-million dollar CNC machines, exposing them to potential collisions or over-travel that can cause severe damage to machine components, resulting in costly repairs and extended downtime. This can lead to work stoppages, production delays, and increased scrap or rework rates, as errors may only be discovered during actual machining. The absence of virtual program proving also means more time spent on manual dry runs and troubleshooting, reducing overall productivity and machine utilization.

6. MARKET RESEARCH:

Market research, conducted between March – May 2026, included: personal knowledge, contact with knowledgeable persons in Government and industry, review of recent market research results for similar or identical supplies and services, review of government and/or commercial databases, and review of existing DISA-Wide and Department of War multiple award contract vehicles and other Government-wide Acquisition Contracts. Market research confirmed the requirement is available from only the OEM, CGTech, via Open Market.

Based on current market research, it has been determined that only the aforementioned brand name product can fully support the Government’s needs. This requirement is for a proprietary product and no competitor functional replacement product exists in the market at this time that can meet the Government’s needs. The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive actions, i.e., there are similar products and/or product support in the marketplace that provides the same functionality, the OEM releases ownership rights or the product, or it is economically feasible to procure a new system.

Based on the justification provided by FRCSE, a determination has been made to issue a sole source solicitation to CGTech, the OEM, for the above-described requirement.
