About this file
This is a Request for Quotation (RFQ) for StressCheck software support renewal services issued by DISA/DITCO on behalf of Fleet Readiness Center Southeast (FRCSE) at Naval Air Station Jacksonville, Florida.
The procurement seeks a one-year base contract (CLIN 0001) for StressCheck software maintenance and support services covering the period September 1, 2026 through August 31, 2027, with four one-year option periods (CLINs 1001-4001) extending through August 31, 2031. This is an unrestricted, firm-fixed-price commercial items acquisition with a NAICS code of 513210 and a small business size standard of $47 million. The offeror must be either the Original Equipment Manufacturer or an authorized reseller with documented proof of authorization status. All quotations must include complete pricing per Attachment 1 - Product List (CLINs 0001-0016 for base year; 1001-1016 for option years), completed highlighted FAR and DFAR representations, and System for Award Management registration verification. Delivery is FOB Destination to FRCSE in Jacksonville, Florida on September 1 of each contract year. The quotation deadline is July 6, 2026 at 10:00 AM local time. Evaluation will be based on technical acceptability (quotation source, pricing completeness, requirement satisfaction, SAM registration) and price reasonableness. The contract incorporates numerous FAR and DFARS clauses, including provisions for WAWF invoicing, item unique identification (DFARS 252.211-7003), Section 508 accessibility standards, and precedence of government contract terms over vendor commercial terms. Contract points of contact are Contracting Officer Joshua T. Schaufelberger and Contract Specialist Alexis N. Corley.
