About this file

This Justification & Approval (J&A) document is for a modification to a bridge contract for Governance, Customer Forum, and Portfolio Management services with the Defense Information Systems Agency (DISA). The modification extends the current contract with WWC Global LLC through September 30, 2025, to ensure continued support while resolving ongoing protests and completing a corrective action process for the original contract awarded on December 29, 2023. The extension is necessary to prevent a lapse in critical services for the J6 Global Services Center, which supports Pentagon wireless communications, IT governance, and customer relationship management.

The contract modification involves multiple extension periods, with an estimated cost of $165,044 for the 2-month bridge period. The justification emphasizes the critical nature of maintaining continuous support, as any service interruption could result in loss of asset visibility, unmonitored applications, and increased security risks for Pentagon operations. The sole-source extension is intended to allow time for completing the corrective action and transitioning to a new blanket purchase agreement (BPA), with the follow-on contract (HC102825A0003) already awarded on August 13, 2025.

MOD02: 1-month base: September 1, 2025 – September 30, 2025

MOD02:

Revised Total

4. IDENTIFICATION OF STATUTORY AUTHORITY: Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 3204(a)(1) and FAR 6.302-1.

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:

(a) Description of events. Award of HC102824A0001 was made on December 29, 2023, and subsequently has had two post award protests at GAO level. HC102824C0011 was created as a bridge contract to continue critical services during the pendency of the corrective action related to said protests. Corrective action is diligently underway, and the post-corrective action contract will be awarded as soon as practicable.

(b) Justification.

(1) Minimum Government Requirements. J6 Global Services Center and its stakeholders all depend on daily services currently rendered by incumbent contractor such as any delays or breaks in support would result in loss of asset visibility, resulting in unmonitored application and services failing, and slow response. Failure to support mission partner and other stakeholders would negatively impact the Pentagon resulting in an increased risk posture which would disrupt Pentagon Renovation projects, current wireless communications, and commercial use of wireless applications within the Pentagon. J6 Global Services Center and its stakeholders would not have the ability to identify and assess known wireless risks to the Pentagon and would not be able to proactively prevent the introduction of security incidents and vulnerabilities associated with wireless implementations.

(2) Proposed sole source contractor. WWC Global LLC is the only source that can fulfill this requirement without risk of a substantial break in service and/or support to the J6 Global Services Center and its stakeholders.

(3) A sole-source action is necessary in order to prevent a potential lapse in service and support resulting in an increased risk posture within the Pentagon while the follow-on blanket purchase agreement (BPA), HC102825A0003, is awarded and subsequent task order is issued. Competing this short-term bridge extension would result in an unacceptable delay in fulfilling this requirement.

6. CONTRACT OPPORTUNITIES ANNOUNCEMENT/POTENTIAL SOURCES: This an extension for the existing bridge contract while the BPA award and task order is in process for the follow-on effort.

7. DETERMINATION OF FAIR AND REASONABLE COST: The proposed cost/prices for the extension will be compared to the current contract prices, historical contract actions for this effort as well as the Independent Government Cost Estimate to determine fair and reasonableness.

8. MARKET RESEARCH: Market research was not conducted because this is a short-term extension to the existing bridge contract to ensure continued support until the transition to the follow-on BPA, HC102825A0003, and task order are complete.

9. ANY OTHER SUPPORTING FACTS: None

10. LISTING OF INTERESTED SOURCES: Not applicable

11. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS

THAT LED TO THE EXCEPTION TO FULL AND OPEN COMPETITION.

(a) Procurement History:

(1) On December 29, 2023, contract HC102824A0001 was awarded. The contract was protested twice which triggered an automatic suspension of performance. After assessing the protests, DISA determined it was appropriate to take corrective action to resolve the litigation. A bridge contract, HC102824C0011, was put in place pending completion of said corrective action. The bridge contract expires on April 30, 2025, and it is necessary to extend said bridge by an additional 2 months to allow appropriate time to complete the corrective action and award a new contract.

(2) The competitive status of this bridge action is sole source to WWC Global LLC.

The follow-on contract is currently the subject of ongoing corrective action.
