1. PURPOSE

This DISA (Defense Information Systems Agency, Facilities Engineering Denver) standard establishes guidance for identifying, marking and labeling structures, systems, equipment, and components (SSEC).

2. SCOPE

This standard contains instruction for uniform identification, labeling, and marking of SSEC at DISA locations.

3. DEFINITIONS

‘Shall’ identifies mandatory elements and requirements. ‘Should’ identifies a recommendation that is based on standard industry practice and good business policy. ‘May’ identifies when permission is granted rather than constituted as a requirement.

4. GENERAL REQUIREMENTS

All SSEC shall be labeled in accordance with this standard before being designated operable or in service.

Labeling in areas where hazards exist (i.e., high structures and confined spaces) shall be evaluated against safety requirements. For example, to reduce personnel risk, some SSEC could be labeled as site conditions permit (e.g., shutdown), or when scheduled maintenance is performed.

4.1. LABELING

Labels shall be permanently attached and designed to withstand wear, moisture, erosion and corrosion.

Position labels so they are readily visible and oriented in a horizontal position on a flat surface, where feasible. Labels shall be legible without manipulation by site personnel. Large SSEC shall be labeled in multiple locations, in close proximity to where workers perform their tasks.

Installed labels or tags shall not interfere or alter existing manufacturer’s nameplate or code information.

Labels shall be mounted to preclude accidental removal and located to eliminate any possible confusion as to the item being identified and shall not obscure other items nearby.

Label size shall be based on available lighting and anticipated reading distances. SSEC which require local operation during blackout or reduced visibility conditions shall be marked with reflective or glow-in-the-dark tape. Labels shall not interfere with an operator’s ability to read an instrument, display, or gauge.

4.1.1. Materials

Plastic Labels: Flexible engraving stock (aka Lamicoid or Phenolic) with at least a two-color plastic material to obtain the required color coding combination is the preferred material for permanent systems, equipment, and components (SECs) labels. Characteristics of flexible engraving stock include abrasion, heat, wear, and chemical resistance.

Metal Labels: Metal tags are acceptable for permanent equipment SEC labels. Paints or powder coatings used on these tags shall be environmentally stable, chemically resistant, and wear resistant.

Identification Tape: Commercially available tape products may be used for labeling of common SEC where detailed unique identifiers (UIDs) and other information is not necessary; for example, labels on insulated piping indicating contents and direction of flow.

Machine-Printed Identification Tags: On SEC subject to frequent modification or replacement (for example, power whips from a power distribution unit (PDU) to an IT equipment rack), machine-printed labels are acceptable. These typically print on a flexible form of machine-generated plastic-coated material, which shall be secured to the SEC in such a manner as to protect the labeling information from degradation. Machine-printed identification information shall be indelible, environmentally stable, and chemically resistant.

Unapproved Materials: Materials which can be lost, damaged, rendered unreadable, easily removed, soiled or degraded by operating environment, or which are of a non-permanent nature shall not be used for labeling or identification purposes. This includes (but is not limited to) paper, paper in clear plastic protectors, and direct labeling of SEC with markers. Paint may only be used where specifically identified in this standard, and must be applied using a stencil which meets the font requirements.

4.1.2. Attachment

Adhesives: Adhesives may be used to secure labels or tags to SECs. Adhesives shall securely fasten the label to the SEC without causing degradation to the SEC or the label. The adhesive shall be chemically compatible with the label material, the component material, and the environment. Adhesives shall not be used on stainless steel piping or components.

Wire: Bare wire may be used for attaching labels to SECs where use of adhesives is not practical and there is no risk of the bare wire becoming electrically energized (e.g., valve tags).

Cable Ties: Standard 50 lb cable ties (a.k.a. zip ties, nylon ties, plastic ties, tie wraps) may be used for attaching labels to SECs where use of adhesives is not practical (e.g., valve tags).

Chain: Zinc plated general utility chain may be used for attaching labels to SECs. The type of chain shall be single-jack chain of trade size 20 or 18.

Screws or Rivets: Screws or rivets may be used to secure labels to SECs as long as the attachment does not cause degradation to the SEC or label. Screws shall be metal type, with size, length, diameter, head, pitch, and axis not prescribed, but sufficient to adequately adhere labels. Rivets shall be steel, with type and dimensions not prescribed, but sufficient to adequately adhere labels.

4.1.3. Character Design and Size

Labels shall be formed with upper and lower case letters using simple letter styles. A bold sans serif font, minimum font size 24, is standard for SEC labeling purposes. The maximum standing viewing distance for minimum font sizes is 60 inches (from label to the eye of the standing individual). With this font size, a 3 x 5 inch label is recommended.

Labels not visible from this distance shall use bold sans serif font 28. With this font size, a 4 x 6 inch label is recommended.

Handwritten labels are not permitted.

4.2. COLOR CODING

4.2.1. Color Coding – Pipe and Conduit

Color code mechanical piping and electrical conduit in accordance with the following table:

Piping shall be color coded and labeled/stenciled in accordance with the following:

b. Place arrows to indicate direction of flow through the piping.

c. Place above the horizontal center line of the pipe to maximize visibility in accordance with Table 1.

d. Label piping and conduit, including when not normally exposed to view, at the following locations:

(1) Either side of wall or floor penetrations

(2) Near valves or flanges

(3) Adjacent to changes in direction, branches, at any line entry or reentry point

(4) Every 20 to 25 feet on straight runs.

e. Color code conduit and piping or insulation, including when not normally exposed to view, in accordance with one of the following:

(1) For conduit or uninsulated piping, either use paint, or a manufacturer’s color option in accordance with Table 1.

(2) Enclose piping insulation in color-coded plastic (vinyl or PVC) in accordance with Table 1.

Legacy color schemes in use at DISA datacenters are authorized to remain in use. Any and all insulation removed as part of this project shall be replaced using the color coding in accordance with this standard.

4.2.2. Color Coding – SEC Labels

SEC label colors shall provide a high contrast between characters and background to enhance legibility.

Electrical and mechanical SEC labeling shall be color coded in accordance with the following table:

4.3. LANGUAGE

Use of SSEC UIDs and descriptions shall be consistent among SSEC labels, equipment lists, drawings, procedures, checklists, and load lists. Checklists, procedures, and installed labels shall use UIDs to describe the name and number nomenclature for the SSEC.

Only use abstract symbols with a commonly accepted meaning for all intended users (e.g. %). Brevity should not be stressed if the results will be unfamiliar to operating personnel. Words on labels should be concise and still convey the intended meaning.

4.4. OTHER IDENTIFICATION SYSTEMS

If a conflict with any other mandatory standard(s) or guidance affecting the data center environment is identified, DISA will make a determination on the governing standard(s) or guidance. This standard does not define identification, labeling, and marking standards for communications, data cabling, or computing and storage enclosures.

5. FACILITIES

5.1. COMPUTER ROOMS AND IT EQUIPMENT

5.1.1. Floor Grid Designation

For access floors, the floor tiles are given X and Y coordinates. For solid floors, a 24 x 24 inch grid centered on column lines is given X and Y coordinates for layout purposes. These coordinates consist of numbers and letters.

5.1.1.1. Labeling

Label floor grid coordinates on all walls, centered on the coordinate. Letter coordinates are labeled for every coordinate. Number coordinates are labeled in accordance with the following:

a. Every coordinate, or

b. Every fifth coordinate, and the first and last coordinate (i.e., a room with 23 numbered coordinates would have a minimum of 1, 5, 10, 15, 20, 23 labeled).

5.1.2. IT Cabinets

The IT cabinets shall be assigned a UID Number based on the grid location at the front of the cabinet (cold aisle). Where the front of the cabinet is across 2 coordinates, the coordinate which is covered by the majority of the cabinet is used. Where the front of the cabinet is equally split across 2 coordinates, the left front corner, when looking at the front of the cabinet in the cold aisle, is used.

The UID Number shall have three fields:

c. 1st Field: Floor Number, when the building has more than one floor

d. 2nd Field: Floor grid letter coordinate at the front of the cabinet (one or more letters)

e. 3rd Field: Floor grid number coordinate at the front of the cabinet (two numbers, including leading 0s)

Assuming the IT cabinets in Figure 2 are on the third floor, the UIDs would be 3E18, 3F18, 3G18, 3E22, 3F22 and 3H22.

5.1.2.1. Labeling

For IT cabinets, the cabinet shall be labeled on the front and rear exterior of each cabinet, on the on the frame above the door. The minimum standard for these labels is plastic color coded label in accordance with paragraph 4.1 and Table 2.

IT cabinet labels shall have at least 2 lines of information:

Line 1: IT Cabinet UID

Line 2: Power source circuits PDU UID - pnl # - ckt #s

Additional Lines: similar to Line 2 until all power sources are listed.

Figure 3 shows a typical PDU powered IT cabinet label. When the power source to the IT cabinet is not a PDU, the panel # portion of the power source is skipped if the power source does not have multiple panels.

5.1.3. Non-IT Systems, Equipment, and Components (SECs)

For non-IT SECs, the UID label requirements are outlined in Section 6, General Requirements - Systems, Equipment, and Components Labeling.

6. GENERAL REQUIREMENTS - SYSTEMS, EQUIPMENT, AND COMPONENTS LABELING

6.1. UNIQUE IDENTIFIER (UID) NUMBER

All SECs shall be assigned a UID Number. The UID Number shall be provided by the Government after contract award.

6.1.1. Format

Label SECs using plastic labels, attachment method, and size in accordance with section 4.1 and color in accordance with Table 2. If the SEC has dual power sources internal to the SEC, then the dual power color is used. The required information for these labels is shown on 3 or 4 lines:

a. Line 1: UID Number (provided).

b. Line 2: Descriptor

(Capacity, for valves the normal position).

c. Line 3: Parent electrical SEC. This is Parent UID immediately followed by the circuit or breaker unless circuit or breaker has a unique UID.

d. Line 4: Parent electrical SEC (for dual fed equipment)

7. MECHANICAL SYSTEMS, EQUIPMENT, & COMPONENTS

7.1. LABELING

Mechanical SECs shall be labeled with plastic labels and attached to a structural member of the SEC not normally removed during routine maintenance (e.g., base plate) in a consistent location for similar SEC, and in accordance with paragraph 6.1.1. Ensure all labels are visible after insulation is installed.

7.1.1. Valves & Dampers

Stainless steel tagging wire shall be placed in such a manner so as not to damage the valve stem or impede operation of the valve. Label plates and connecting wire shall not be threaded through the valve hand wheels, operating chains, or damper linkage.

Chain-operated valves shall be labeled at the valve body. In addition, labels shall be placed on a small piece of plastic pipe or metal ring through which the chain can easily pass, allowing the label to remain at the bottom of the chain loop.

Label valves using either engraved metal tags or plastic labels, attachment method, and size in accordance with section 4.1. If the label is attached with wire or chain, it shall be placed in such a manner so as not to damage the valve stem or impede operation of the valve. Label and connecting wire shall not be threaded through the valve hand wheels. The Contractor may decide between metal tags or plastic label, in accordance with the following:

a. Engraved metal tags shall only contain the UID.

b. Plastic Labels color shall be in accordance with Table 2 and contain 2 lines of information:

(1) Line 1: UID Number (to be provided).

(2) Line 2: Normal Position (Normally Open, or Normally Closed)

7.2. MECHANICAL PIPING SYSTEMS, EQUIPMENT, AND COMPONENTS

Mechanical piping SEC and conveyed materials, unless otherwise noted in this standard, shall follow the current version of the Scheme for Identification of Piping Systems (ANSI/ASME A13.1). For the purposes of this standard, piping SEC shall include pipes of any kind and, in addition, fittings, valves, and pipe coverings.

Supports, brackets, or other accessories are specifically excluded from applications of this standard.

8. ELECTRICAL SYSTEMS, EQUIPMENT, & COMPONENTS

8.1. TYPICAL ELECTRICAL SYSTEMS, EQUIPMENT, AND COMPONENTS

All distribution panelboards (DPs) shall have associated panel schedules physically located at each panel.

Schedules installed internal to electrical or electronic components shall not provide a ground or short circuit path or interfere with the operation of components.

Figures 5 and 6 show the typical placement and required template for the panel schedule.

The schedule shall use the generic circuit number on the panel, and mirror the numbering convention on the panel. The schedule shall include the following:

a. Header information:

(1) Panel UID

(2) Location (Room number and general location within the room where installed)

(3) Power source (parent distribution panel)

(4) Date schedule updated

(5) Incoming voltage

(6) Amperage

(7) Frequency (60 Hz)

(8) KAIC

b. The circuit description shall list the equipment UID, spare, or space, as applicable.

c. Panel Notes shall include the panel manufacturer and model number.

8.2. OTHER ELECTRICAL SYSTEMS, EQUIPMENT, AND COMPONENTS

8.2.1. Devices, and Electrical Junctions and Boxes

Identification and labeling shall be made on all devices, and electrical junction and terminal boxes in accordance with facility requirements.
