Sole Source Rationale

Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this sole source justification for the proposed contract action pursuant to the authority cited above as the particular brand-name product is essential to the Government's requirements, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.

Sonaria RFID Management Software

Page 2 of 3 Pages methodology. This is a new requirement for PNS. Software is to be delivered by Date of Award (DOA), with support DOA through one year. Operations and Maintenance Funds have been provided under Military Interdepartmental Purchase Request number N3904023MP30062. The applicable North American Industry Classification System code is 513210, Software Publishers, with size standard of $47 million. The total estimated price for the proposed acquisition is

PNS requires software to control and monitor the RFID infrastructure. The software must allow full control of RFID readers, to include formatting and updating the operating system. The software also needs to have the ability to zone off areas to allow the RFID readers to locate where the tags have crossed over in each zone.

After an analysis of various network products commercially available, PNS is requesting Sonaria software. Sonaria allows for an infrastructure-wide integration to bring all devices under Sonaria control and to have full control of RFID readers to manage, format, and update as needed. Lowry Solutions, Inc. is the only company who can supply Sonaria certified technical personnel to service the RFID infrastructure (and associated equipment) in conjunction with maintaining and upgrading the Sonaria software to ensure that the RFID infrastructure remains fully operational. The Sonaria software can zone off areas to allow the RFID readers to locate the tags. Other software products cannot provide the RFID equipment capabilities required by PNS.

If the Government were unable to obtain the brand Sonaria, there would not be a system in place to prevent a shutdown, lockout, and control of the RFID system/infrastructure, which would cause a negative impact on the Shipyard’s mission execution
