The purpose of this pre-solicitation conference is to share information regarding the TEC II Services Indefinite Delivery Indefinite Quantity (IDIQ) contract requirement and the upcoming solicitation for that requirement

If your company did not send a registration request email prior to this conference, please send an email with the subject “Test, Evaluation, and Certification (TEC) II Services Pre-solicitation Conference Registration” to matthew.k.wilkens.civ@mail.mil and trevor.k.whitaker.civ@mail.mil containing the following information:

Question Protocol “Rules” Audience can ask “clarification” questions only. Other questions can be submitted by email by 12:00 PM CT April 16, 2021 to matthew.k.wilkens.civ@mail.mil and trevor.k.whitaker.civ@mail.mil. Emails with questions should have the subject line of “TEC II Services Pre-Solicitation Conference Questions”. Contractors are also allowed to email questions about the draft RFP to the same email addresses using the same subject line.

The Government will post answers on beta.SAM as soon as possible.

Title 10 United States Code (USC) Chapter 196: Establishes the DoD Test Resource Management Center with oversight of DoD MRTFBs.

DoDD 3200.11 Establishes MRTFBs as National Assets providing T&E Infrastructure and capability to support DoD T&E requirements DISA Instruction 640-195-1, “Test & Evaluation OTA Mission” “JITC shall perform the OTA mission…the commander, JITC, will report directly to the Director, DISA, on OT&E matters.”

DoDD 5141.02, “DOT&E” Lists the five recognized OTAs: ATEC, AFOTEC, OPTEVFOR, MCOTEA, JITC DoDI 5010.41, “Joint Test and Evaluation (JT&E) Program” “A JT&E is OT&E that brings Military Departments together to validate operational test methodologies.”

DoDD 5105.19, “DISA” Directs DISA to establish an OTA. JITC shall conduct OT&E consistent with the DoD 5000.

DoD 5000.02 Describes OTA role and lists mandatory OT&E elements Title 10 United States Code (USC) Section 139: “The Director (OT&E) shall prescribe…policies and procedures for the conduct of OT&E in the DoD…and report test results to Congress” Section 2399: “OT&E must be adequate, and determine operational effectiveness and suitability” DoDI 8330.01 Establishes interoperability policy, responsibilities, and procedures.

MISSION:

Operates and maintains test infrastructures at the Ft Meade, MD and Fort Huachuca, AZ locations in support of the overall Test & Evaluation Enterprise. Researches, develops, innovates, plans, engineers, installs, operates and maintains test assets and infrastructure. Provides on-demand test environments - enabling rapid development, testing, certification, and fielding of capabilities. Also manages all aspects of JITC Fort Huachuca Facilities and safety programs to enable JITC mission execution.

Testbed Operations Support Activities Currently, contract support is relied upon for the following types of testbed and lab activities, as well as for some facilities activities. We provide some level of management and/or support for approximately 40 labs/systems across 12 buildings.

Testbed System Administration (Fort Huachuca/FGGM) Testbed Service Desk (Fort Huachuca) Network Support Lab and Admin Space Support (cabling, phone/LAN drop installs, etc.)

Testbed Operations Support Activities System Administration/Service Desk Testbed System Administration (FHU/FGGM) – compute, memory, & storage Provides system administration to the JITC FHU/FGGM Testbeds and its customers for the computing environment infrastructure.

Manages hardware and software for information systems within multiple enclaves, classifications, and facilities, both local and distributed.

Supports physical/virtual servers, workstations across multiple domains; Windows and Linux operating systems; VMware and Microsoft Hypervisor virtualization for cloud and security suites; Microsoft Active Directory; Group Policy Objects (GPO); Domain Name System (DNS); Host Based Security System (HBSS); DISA Assured Compliance Assessment Solution (ACAS); database; email; collaborative tools; common operating system update servers; test tools; and services.

Develop, maintain, and update Testbed topology diagrams as needed, Risk Management Framework (RMF), Cybersecurity Architecture Description (CAD), and Standard Operating Procedures (SOPs).

Testbed Service Desk (Fort Huachuca) Staff the support desk. Manage ITSM tool to initiate support tickets, elevate tickets to appropriate Tier of support, and monitor/track until complete.

Maintain access control list and visitor logs of TEMPEST II area.

Maintain configuration management and property accountability of TEMPEST II area.

Testbed Operations Support Activities Network Support (Ft Hu) Network Support Network Administration of routers, data switches, voice switches, security appliances (firewalls, intrusion/detections systems) for unclassified and classified DoDIN networks to include but not limited to DREN, SDREN, NIPRNet, DISANet, DSN, CFBLNet, and VPN’s.

Provide maintenance and support services to include but not limited to VOIP, ECVOIP, GVS, DNS, ISP services ((such as email, Web pages, and File Transfer Services), System administration and configuration management of BMC Remedy tool used for IT Service Management (ITSM), Virtual Private Networks, various voice switched platforms, Host Based Security System (HBSS), Assured Compliance Assessment Solution (ACAS),Virtual Data Center (VDC) hosting the Virtual Operating Environment (VOE) hosting the ITSM Applications.

Develop, maintain, and update Testbed topology diagrams as needed, Risk Management Framework (RMF), Cybersecurity Architecture Description (CAD), and Standard Operating Procedures (SOPs).

Testbed Operations Support Activities Lab Support Team (Ft Hu) Lab Support Team Responsible for maintaining, installing, and testing all fiber optic/copper data and voice communication connections, computers, electronic equipment.

Maintain level of inventory that includes but not limited to batteries, cables, circuit board items, Prescribed Load List (PLL), Shop, Bench stock, and electronic parts for operation of the mission.

Develop, modify, implement and operate a testbed configuration management database for testbed management. Develop elevation diagrams, Testbed architectural diagrams, network topologies and other related diagrams using AutoCAD, MS Vision, PowerPoint and Adobe Pro.

HAZMAT Management TMDE Management

IA/Cybersecurity Support Reviews/scans ACAS and IAVM compliance reports; produces POA&Ms; tracks and cords CAD/SOPs; maintain EMASS; IA Workforce management; ISSO duties; vulnerability and security posture analysis.

Maintains and enforces JITC/DISA/DoD security policies.

MISSION:

Performs Developmental Lab Operations at Ft Meade, MD in support of developmental programs in order to provide on-demand development environments; enabling rapid development, testing, certification, and fielding of capabilities

FUNCTIONS:

Maintains Major Range Test Facility Base (MRTFB) developmental lab operations Infrastructure as a Service (IaaS) at Ft. Meade, MD Configures, operates, and maintains lab test infrastructure Provides subject matter expertise to support warfighter Coordinates and executes lab test infrastructure modernization Plans, schedules, and coordinates use of lab testing resources Provide testing infrastructure for 32 Tier III activities supporting fielded systems Provide testing infrastructure for interoperability and operational testing Supports JITC, DISA, DoD and Mission Partner communities providing testbed hosting services to:

60 DISA programs and projects One non-DISA DoD programs (USAF BICES-X –CENTRIX- Pegasus- CFBLNet) Six JITC projects: CTEL; Cyber Testbed; DETF; ATT/APL; NBIS; and CSAT East

JT5 Services & Capabilities Overview The JITC Laboratory Testbed at Fort Meade, MD is a 110-thousand square foot facility featuring two main Lab spaces, special rooms, and analysis centers.

Lab Operations: The operations team provides a variety of services to assist customers in establishing and maintaining a presence within the Lab. The lab operations team provides:

BasicOPS: cabling, equipment moves, builds, and grounding Security/IA: Visit Requests, Access Control, Incident Response; ACAS scanning/ reporting; Network/Domain Security Support; Customer assistance in regards Risk Management/artifact inheritance; JITC program accreditation support.

DNCC: The Distributed Network Control Center (DNCC) provides network management for multiple networks. This includes management of routers, firewalls, and intrusion Prevention system. The DNCC provides IP space management, and VPN management and support.

JT5 Services & Capabilities (Overview Cont.)

System Administration (SA): The system administration team provides government and contractor support management of the NIPRNet and SIPRNet domains which support network connectivity within the Lab environment. This includes domain controllers, DMZs, DNS, Active Directory, and file servers COMSEC: Provides government and contractor support in the acquisition, accounting, and maintenance of all COMSEC equipment within the facility as a service to hosted programs/projects Number of Networks Supported: 7 Number of Systems Supported: 67 Systems of Systems with over 10,000 items of IT equipment

TEC II Services Scope of Work

The scope of the TEC II Services requirements includes support for T&E planning, test conducting, data collection and analysis, and results reporting in the support of a wide range of functional areas and technologies to include: critical Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance (C5ISR); defense enterprise business, logistics, and medical systems; emerging network, mobility, cloud, and Department of Defense Information Network (DoDIN) capabilities; cybersecurity, tactical, strategic, and national intelligence systems; and other IT/NSS capabilities.

IT/NSS capabilities include infrastructure and environments such as the DoD Joint Information Environment which use both traditional waterfall development and deployment processes, as well as more modern Agile/Development Security Operations (DevSecOps) processes.

JITC’s TEC II Services needs also include contractor-provided maintenance of the underlying policies, processes, and capabilities that enable JITC to satisfy its customers’ T&E needs in a responsive and cost effective manner. In addressing these needs, JITC develops and applies proven methods, tools, instrumentation, automation, modeling, simulation, statistical and analytical methods, and other advanced technologies and techniques to ensure the T&E rigor needed is in place to mitigate the risks and uncertainty its customers face in developing, fielding, operating, and sustaining IT/NSS capabilities.

TEC II Services Objective

The objective of the TEC II Services contract is for JITC to carry out the unique T&E roles and responsibilities for which it is assigned within the DoD:

Joint Interoperability Certifier – JITC has sole responsibility for certifying joint and combined interoperability of all DoD IT and NSS.

Operational Test Agency (OTA) – JITC is the OTA for DISA-managed programs and other DoD Agencies.

Warfighter Support – JITC supports the Combatant Commands/Services/Agencies during exercises and contingency operations, helping the warfighter with on-the-spot evaluations of problem areas and viable mission-oriented solutions to include providing 24x7-hotline support.

Major Range and Test Facility Base (MRTFB) – JITC is the only non-Service member of the 23-element MRTFB. Under MRTFB guidelines, JITC must account for all direct costs at the job order level.

Developmental Test and Evaluation (DT&E) – JITC provides a full range of DT&E services.

The TEC II services contract will provide JITC with T&E support products and services that reflect a higher level of quality, innovation, and technical sophistication than JITC has required in the past.

The greater emphasis on quality, innovation, and technical sophistication will raise the trust that customers have in JITC’s capabilities, with the end goal of increasing the demand for JITC’s value-added TEC services.

To achieve this goal, JITC requires a contract that is supported by a highly qualified, technically competent, professionalized workforce possessing knowledge and experience in many diverse technical areas.

6. Performance Requirements.

To operate in an effective, efficient, and responsive manner, JITC requires a coordinated unity of effort across the full spectrum of T&E services it provides its customers. In satisfying JITC’s customers’ T&E needs, the scope of the TEC II Services contract must address requirements in the following distinct but interrelated performance areas:

T&E Performance Requirements – Those service requirements enabling JITC to directly support its customers’ T&E needs.

T&E Capability Management Requirements – Those service requirements enabling JITC to maintain and enhance its core organizational T&E policies, processes, and capabilities.

T&E Capability Requirements – Those service requirements enabling JITC to identify, research, respond to, and adopt emerging technologies and innovative approaches.

Overarching Contract and task order (TO) Requirements – Those service requirements pertaining to the overall administration of the JITC contract and TOs.

To ensure JITC and its customers realize maximum benefit from the finite resources available to support T&E requirements, the Contractor must possess the knowledge, skills, and abilities to seamlessly and efficiently support all performance areas.

The period of performance will be a 4 -year base period, a 5-year option period, a 6-month option period, and a 6-month option period IAW FAR 52.217-8 Option to Extend Services. Total period of performance with base period plus option periods and FAR 52.217-8 Option to Extend Services is 120 months from date of award. The period of performance for each TO awarded under the TEC II Services contract shall be specified in the TO.

Organizational and Consultant Conflict of Interest (OCCI) Mitigation Plan The Government’s review of the offeror’s OCCI Mitigation plan will consider:

the degree to which the offeror addressed OCI concerns, the offeror’s approach for mitigating OCI issues, the adequacy of its OCI training and oversight programs, the adequacy of its procedures, and whether or not the offeror’s OCI plan and/or mitigation strategy complies with all regulatory and statutory requirements, including FAR Subpart 9.5.

The above elements and the OCI plan will be evaluated on an acceptable/unacceptable basis. An acceptable plan is one that addresses items a-e above and does not present any actual or potential conflicts of interest, or adequately mitigates any such conflicts.
