3. Statutory Authority:

4. Description of Action:
The nature of this action is to procure Accusoft Prizm Viewer Server Install and Upgrade Subscription for the Navy MSSD in support of PHNSY. This effort is to perpetuate the support that is currently on HC102818P0088. The total estimated lifecycle amount of this procurement is with the anticipated period of performance from June 29, 2019 through June 28, 2020. Funding was provided on Military Interdepartmental Purchase Request number N3225319MP14146. The North American Industrial Classification Code is 541519 with a size standard of
Pearl Harbor Naval Shipyard Secured Network (SECNET) Citrix Servers utilize the Prizm viewer in their information technology software and infrastructure. The Shipyard has invested in excess of in Accusoft Corporation, Prizm Viewer software since 2015. SECNET information technology software and infrastructure is operated, maintained and kept technologically up-to-date in accordance with Department of Energy (DOE) Naval Nuclear Propulsion Program (NNPP) Net Web and Department of Navy (DON) requirements to support all Naval Shipyard’s
Accusoft Prizm Active X Viewer Server Software and Support Renewal mission. This software must be used to access information on the Department of Energy Naval Nuclear Propulsion Information (NNPI) Net Web. The Web permits access to classified data not available on any other web network.
Prizm viewer is used by PHNSY nuclear and non-nuclear engineers and technicians to view Classified Nuclear Submarine System technical manuals. Some of these manuals are only available in their electronic format. These manuals are integral to writing and executing submarine repair procedures, safely operating nuclear submarines during maintenance, and troubleshooting sensitive nuclear and non-nuclear submarine systems. Without this software to access the web data on the NNPP Net, the Shipyard users will not be able to complete their mission of overhauling nuclear submarines.
Renewal of the current support is required in order to receive the latest version, security and stability updates. Without upgrade and security patches, PHNSY will not be able to maintain the software on our workstations and servers risk PHNSY SECNET's Authority to operate which will create a complete work stoppage or have significant, negative impact for Shipyards at several locations around the world. This detrimental effect includes engineers and radiological emergency responders on Oahu, Guam, and Japan (Yokosuka) because it will severely degrade emergency control center (ECC) operational readiness in all three locations (Oahu, Guam, and Japan). This in turn will cause the associated ECCs to lose their NAVSEA 08R radiological emergency response license. Without an accredited ECC at these locations, their respective authority/license to conduct naval nuclear ship repair and maintenance will be revoked which would be severely impairing to the operational readiness of nuclear ships in the pacific fleet. This will in turn create a stop work condition of both nuclear and non-nuclear submarine repair work at an estimated cost of daily and affect the Navy's ability to return ships to active service on time, which will affect mission readiness.
5. Proposed Sole Source Contractor: Accusoft Corporation
6. Market Research:
Accusoft Corporation is the sole provider of the Accusoft software and support. They are the publisher of this software and are the only company capable of maintaining its source code. A sole source letter has been provided. As per the letter, this install is part of custom software that was built for NAVSEA 08 Nuclear (Bechtel) for use in the Navy application. Although Accusoft has authorized resellers that sell Prizm Viewer, no other reseller that are authorized to sell this version of the software. Market research confirms that this software support is not available on the General Services Administration Federal Supply Schedule or the National Aeronautics Space and Administration contract vehicles and as such, is only available through the open market. As such, the recommendation is to procure this requirement as a sole source, open market purchase order to Accusoft Corporation.
Accusoft Prizm Active X Viewer Server Software and Support Renewal
Based on current market research, dated May 2019, it has been determined that only the aforementioned brand-name product and product support provided by Accusoft Corporation, can fully support the Governments need. This requirement is for proprietary products and/or product support and no competitor functional replacement products exist in the market at this time to meet the Government's need. The Government will continue to conduct market research to determine if there are changes in the market place that would enable future competitive actions, i.e. there are similar products and/or product support in the marketplace that provides the same functionality, the original equipment manufacturer releases ownership rights of product, or it is economically feasible to procure a new system.
7. Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this sole source justification for the proposed contract action pursuant to the authority cited above as the particular brand-name product is essential to the Government's requirements, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.
Based on the justification provided by Richard DiPanfilo, MSSD, a determination has been made to issue a sole source solicitation to Accusoft Corporation for the above described requirement.
