4. Description of Action: This nature of this action is for the procurement of brand name Whamcloud Lustre software support renewal for the Defense Information Systems Agency (DISA) in support of the DISA ID66 Acropolis mission. This procurement will reinstate the software support that expired on September 30, 2018 on delivery order number . Fiscal year 19 Defense Working Capital Funds were provided on Air Force Form 9 number . It is anticipated that the resulting award will consist of a base year and two option years. Lustre is a high performance computing (HPC) storage cluster used to store large amounts of Computer Network Defense (CND) sensor data. The cluster provides network defenders with more data for security analysis. Lustre file systems are scalable and support multiple compute clusters with tens of thousands of client nodes, tens of petabytes (PB) of storage on hundreds of servers, and more than a terabyte per second (TB/s) of aggregate I/O throughput. The Lustre file system enables the

Whamcloud Lustre software support renewal

Acropolis to keep petabytes of CND data accessible for DoD analysts. DISA ID66 is currently utilizing this brand name software within the existing infrastructure.

Based on a Department of Defense (DoD) cyber security mandate, any software products being utilized by DoD agencies must be kept up to date and have support.

To keep software up to date requires updates, patches, and fixes from a provider in the form of software support. Due to the proprietary nature of software code, no other product can provide the necessary support for the Whamcloud Lustre software.

This is a brand-name product requires brand-name software from the Original Equipment Manufacturer (OEM) or an authorized reseller.

5. Proposed Contractor: A small business, authorized reseller of the OEM, Data Direct Network (DDN), Whamcloud Lustre software support.

6. Market Research: The online resources reviewed were General Services Administration (GSA), National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V, and the Department of Defense (DoD) Enterprise Software Initiative (ESI) Blanket Purchase Agreements (BPA). The websites for Intel and DDN.

Market research revealed that the source code for this procurement was sold by Intel to DDN, which means that DDN is the current OEM as of June 25, 2018. It was also revealed that the original software/source code has been made into an open source available on the internet at no cost but the software support is proprietary and must be provided by the OEM or an authorized reseller.

A request for market research quotes was posted, by ID66, to NASA SEWP V (request 96014) and one vendor, New Tech Solutions, responded with a quote. Further research indicated that New Tech Solutions is the only vendor with the brand name on their contract for NASA SEWP V even though this was previously awarded to NASA SEWP IV contract holders. Since there is now only one contract holder with this brand name, it is not feasible to post this on NASA SEWP V because there is no possibility for competition. This brand name is not currently available on any existing DoD ESI BPAs nor is it available on GSA.

Per FAR 13.003, acquisitions of supplies or services that have an anticipated dollar value exceeding but not exceeding are reserved exclusively for small business concerns and shall be set aside. Based on the estimated dollar value of this brand name requirement, this will be set aside to small businesses who are authorized resellers on the open market. A request for quotes will be posted to FedBizOps as a small business set aside to maximize the potential for small business participation.

Based on current market research, dated October 2018, it has been determined that only the aforementioned brand-name product support provided by DDN or one of their authorized resellers, can fully support the Governments need. This requirement is for proprietary products and/or product support and no competitor functional replacement

Whamcloud Lustre software support renewal products exist in the market at this time to meet the Government's need. The Government will continue to conduct market research to determine if there are changes in the market place that would enable future competitive actions, i.e. there are similar products and/or product support in the marketplace that provides the same functionality, the original equipment manufacturer releases ownership rights of product, or it is economically feasible to procure a new system.

7. Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this brand name justification for the proposed contract action pursuant to the authority cited above as the particular brand-name product support is essential to the Government's requirements, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.

Based on the justification provided by DISA ID66, a determination has been made to solicit brand name Whamcloud Lustre software support renewal from authorized resellers only for the above described requirement.
