Limited Sources/Sole Source Rationale For all Requirements under $250K
1. REQUIRING AGENCY AND CONTRACTING OFFICE:
Requiring agency:
Defense Information Systems Agency (DISA) Services Development Directorate, Joint Planning and Execution Services (JPES) – SD4 6914 Cooper Avenue Fort Meade, MD 20755-7090
Contracting Office:
DISA/ Defense Information Technology Contracting Organization (DITCO)-
SCOTT/PL8322
2300 East Drive Scott AFB, IL 62225-5406
2. Procurement Title: Purchase maintenance support services for hardware and software, on six (6) IBM Websphere DataPower Integration Appliance XI52.
Funding Document Number: DSDMZ80088 Purchase Request Number: TBD Contract Number: TBD Order Number: TBD Estimated Value:
3. Statutory Authority: Federal Acquisition Regulation (FAR) 13.106-1(b)(1).
4. Description of Action: This will be a firm fixed price acquisition for renewal of maintenance for IBM Websphere Data Power Integration Appliance XI52 in support of the Joint Planning and Execution Services (JPES) Program Office applications/SD4.
This action is limited to the specific make and model where the hardware components have been integrated and tested to be compatible. The cost of the purchase is estimated to be for one year. FY18 Operations & Maintenance (O&M) funding in the amount of has been provided on MIPR DSDMZ80088.
The JPES Program Management Office (PMO) has a requirement under the Joint Command and Control Reference Architecture (JC2 RA) to be compliant with Federal Information Processing Standard (FIPS) 140-2 encryption technology. To meet this requirement, the JPES PMO has been using the existing hardware in the operational configuration hosted at the DISA Data Enterprise Computing Center (DECC) on Secret Internet Protocol Router (SIPR). The Data Power appliance is an Extensible Markup Language (XML) firewall that is the single point of entry into the security boundary of the JPES Framework (JFW).
JPES software and hardware architecture has been designed to use the International Business Machine (IBM) DataPower Security Gateway. The JPES application software uses the Security Gateway device as a mechanism for user authentication and authorization. The Security Gateway also provides FIPS-compliant 140-2 Secure Socket Layer (SSL)-termination point and XML transform/validation services for calls initiated from within JPES to external services and data sources. The features of the IBM® WebSphere® DataPower Integration Appliance XI52 fully meet the needs of JPES applications while allowing for scalability as the program begins to move towards planning and design of future releases. The maintenance plan required to ensure continued performance of the equipment is only offered by the OEM or authorized re-sellers. No other company’s maintenance plan is capable of supporting this requirement.
The IBM DataPower Devices (physical devices) have been part of the JFW architecture since its inception (initial analysis /design phase) years ago. To switch the product out at this time would mean going through a long analysis and design phase, which would be costly to the JPES Program. JFW life expectancy at this time is about 1 to 1 ½ years. Not having a maintenance service plan for the IBM® WebSphere® DataPower Integration Appliance XI52 may have detrimental effects to the government and the JPES PMO applications.
5. Brand Name Item/justification: This requirement is for maintenance of IBM WebSphere Data Power Integration Appliance X152 that has already been procured. The required maintenance is proprietary and can only be provided by IBM or their authorized resellers.
Not having a maintenance service for the IBM® WebSphere® Data Power Integration Appliance XI52 may have detrimental effects to the government and the JPES PMO applications, MAC Level I, Critical System, will not be able to retrieve data needed for the warfighters. If the maintenance is not procured, the government risks the need to procure alternative hardware costing over for implementation and would require software changes to already procured software to accommodate a new appliance.
6. Market Research: JPES currently has the maintenance licenses in place and a review of the market has shown that only the IBM maintenance is capable of sustaining the equipment. Market research was conducted by , to determine the availability of commercial resellers. Mark III Systems and Victory Global Solutions were the only vendors that provided a market research quote in response to the Government’s request. A query of GSA Advantage and NASA SEWP V was completed to determine the availability of maintenance renewal support for IBM WebSphere DataPower Integration Appliance X152 on DoD; this review found that there are two capable businesses of supporting this effort; 1 on GSA Advantage (the incumbent contractor) and 1 on NASA SEWP.
7. Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this limited sources justification for the proposed contract action pursuant to the authority cited above as the particular brand-name product is essential to the Government's requirements, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.
Based upon the market research conducted and the resulting analysis, inadequate sources of supply for small business concerns were obtained. This data supports an Open Market strategy for this acquisition
