Memo for Record Justification Subject: Safeguard Send Support Renewal and Additional

Licenses for Puget Sound Naval Shipyard & IMF (PSNY & IMF), Pearl Harbor Naval Shipyard

& IMF (PHNSY & IMF), Norfolk Naval Shipyard (NNSY) Portsmouth Naval Shipyard (PNS), and Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP).

The following paragraphs, IAW FAR Part 13.106-l (b)(1)(i), are provided to support brand name limited source justification for proposed orders exceeding the micro-purchase threshold, but not exceeding the simplified acquisition threshold.

The Navy has a requirement to renew brand-name commercial off the shelf (COTS) Safeguard

Send Add-in for Outlook for the naval shipyards, including Puget Sound, Pearl Harbor, Norfolk, and Portsmouth, and Submarine Maintenance Engineering, Planning and Procurement. Puget

Sound and Portsmouth also need to procure additional licenses. The additional licenses will allow the "Activities" to have it installed on every Navy Marine Corps Intranet (NMCI)/ Naval

Nuclear Propulsion Information (NNPI) seat to support the new hires. The shipyards use the software to scan outgoing email messages for keywords and reduce information spill risk.

Renewing software allows the currently installed Add-ins be patched and fixed. The new licenses must integrate into the existing infrastructure and perform the same functionalities as the current licenses. Thus, the only known software is the current brand name Safeguard Add-ins.

The period of performance is April 26, 2017 through April 25, 2018. The applicable NAICS code is 511210, Software Publishers with a sales size standard of $38.5 million. The total estimated cost is $ XXXXXX. This requirement will be funded using the following funding documents: N4523Al7MP00202, N3225317MP14059, N4215817MP70097, N3904017MP70102, N3904017MP70109, and N4540417MP17015.

The naval shipyards and SUBMEPP have used the Safeguard software for about 7 years. The shipyards have made an estimated investment of $ XXXXXX I in Safeguard Send software and support since 2011. Safeguard Send is a Sperry Software Company MS Outlook Add-In compatible with MS Outlook. The renewal of the Safeguard Send software support is required to ensure that software upgrades are available and the software is fully functioning. In addition, the

Department of the Navy (DON) requires that all COTS software be vendor supported. If this support is not renewed, an alternative software solution approved by the NMCI team for deployment to almost 28,500 total users would be required. Safeguard Send is a solution that provides a keyword search prior to allowing an email to be sent. The search will include the body of an email and most attachments. If one of the keywords is triggered, the user is presented with a prompt that identifies the cause of the trigger, thereby encouraging users to evaluate their email and attachments before sending. The user has the option of canceling the send procedure to facilitate correcting a potential spill. Safeguard Send support is essential in OPSEC to prevent spills causing further cost to the NAVY. Risks of not renewing the current support or adding the additional licenses, to all stations with the Safeguard software and support involve excessive work stoppages and costs of significant information spills, estimated by the Navy to cost $ XXXX per spill.

From January through April 2017, market research was conducted. Market research concluded the Add-ons are only available through an open market purchase order and the only identified authorized source is the manufacturer, a small business. Since two or more small businesses were not identified, a small business set-aside is not applicable to this requirement and will be solicited using open market procedures. A solicitation will be posted to Federal Business

Opportunities with the Government’s notice of intent to award to the only known source, Sperry

Software, Inc.

Based on the documentation provided, a determination is made that this justification is accurate and complete to the best of my knowledge and belief.
