Memo for Record Justification Subject: N0003916MP00605 Program Management Warfare (PMW 790) Shore Telephony Regional

In accordance with Federal Acquisition Regulation Part FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The following paragraphs are provided to support the basis for using an exception to the fair opportunity process for proposed orders exceeding , but not exceeding the simplified acquisition threshold.

Type of Action: Firm Fixed-Price Contract Competition Status of Procurement: Sole source procurement to Unique Communications Solutions, a small business, on the open market.

Estimated Amount:

Type of Funding: Other Procurement Navy Funding.

Year of Funding: Fiscal Year 2016 Period of Performance: One year from date of award.

NAIC Code: 541511 – Custom Computer Programming Services

The purpose of this procurement is to procure, brand name, CAIRS.net FCAPS system for PMW 790 Shore Telephony Regional. It is anticipated that this procurement will be Sole source procurement to Unique Communications Solutions on the open market. The period of performance is for 1-year, estimated to begin on August 16, 2016 through August 15, 2017 with an estimated price of . Fiscal Year 2016, Other Procurement Navy Funding. under Military Interdepartmental Purchase Request Number N0003916MP00605. The applicable North American Industrial Classification System code is 541511 Custom Computer Programming Services, size standard

PMW 790 has a requirement to remotely manage the Private BUranch Exchange (PBX) site data through the usage of the CAIRS.NET Automatic Switch Interface (ASI) and Fault/Performance modules. By adding these modules to the current Telephony Management System (TMS), the government will have a complete Fault, Configuration, Accounting, Performance and Security (FCAPS) management system as defined in the International Organization for Standardization Telecommunications Management Network (ISO-TMN) specification for telecommunications systems management. The Contractor will provide turnkey solution to implement and configure the Automatic Switch Interface (ASI) and Fault/Performance modules. The Contractor is encouraged to reuse existing Government owned equipment supporting the legacy RTMS solution with their proposed solution. This PWS is for the Norfolk, VA Area of Responsibility (AOR). The Contractor shall provide training to Government Base Communications Offices (BCO) employees and local (TMS) operators at each site.

PMW 790 requires the implementation of CAIRS.Net, which is mandated by the United States (U.S.) Navy as the Operational Support System, to be in compliance with all other BCO throughout the region. The CAIRS.Net system is a proprietary computerized accounting integrated retrieval system only available through Unique Communications Solutions. Unique Communications Solutions are the developers and designers of the software system.

The PMW 790 Telephony team conducted extensive market research for vendors other than Unique Communications Solutions that provide the required FCAPS applications and found that there were no others. Subsequently, the use of any other solution would require a complete replacement of the current system in operation. Integration of other than a CAIRS.net system would require a complete replacement of the existing system and require significant design, testing, IA, and logistics activities, resulting in unacceptable schedule delays to the NCTAMS PAC fielded systems. It is estimated that any change in the RTMS solution would result in 12 month delay in order to engineer, design, and conduct additional Integration Verification and Validation (IV&V) testing and resubmission of Certification and Accreditations (C&A) documentation resulting in substantial due to the recertification efforts identified above. It was determined that the requirement could only be satisfied through a sole source award to Unique Communications Solutions to provide the CAIRS.net FCAPS system.

Market research determined CAIRS.net FCAPS system is not available on any current blanket purchase agreement, National Aeronautics and Space Administration Solutions for Enterprise- Wide Procurement, or General Services Administration Schedule contract. It is recommended that this requirement be awarded via open market to Unique Communications Solutions, a small business, the only known source.

Based on this justification provided by the PMW 790, the requirement shall be a Sole source procurement to Unique Communications Solutions, a small business, on the open market.
