Subject: Uptrends Software Maintenance Renewal Funding No: CMTMA2162331
In Accordance With FAR Part 13.106-1(b)(1)(i), the contracting officer may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only once source reasonably available, e.g. urgency, licensing agreements, brand name or industrial mobilization.
Defense Information Systems Agency (DISA) Infrastructure Development Directorate - Network Services (NS) Division is requesting procurement of commercial-off-the-shelf renewal of maintenance for Uptrends software monitoring system used to support DISA Domain Name System (DNS) .mil proxy system. The period of performance is September 30, 2016 through September 29, 2017 with two one-year option periods. This maintenance was previously procured under contract HC1028-15-P-0159, which expires September 30, 2016. A firm-fixed price purchase order, in the estimated lifecycle amount of is anticipated. Fiscal Year 2016 Defense Working Capital Funds funding is provided for the procurement under number
CMTMA2162331.
Uptrend is the software solution used to monitor the DISA DNS .mil proxy system from the Internet and also to verify that the required services are up and running. Uptrends maintenance provides the required Really Simple Syndication (RSS) feeds and alerts that are compatible with DISA’s network operations portal and also provides the largest geographic diversity of monitoring sites. It is imperative that DISA maintains access to the most stable, scalable and supportable versions of Uptrends.
Previous Uptrends support has demonstrated the critical benefits of the maintenance for DISA’s DNS .mil proxy service. Obtaining early notification of vulnerabilities and patches is critical to ensure the DNS .mil proxy service, as a core component of the DISA infrastructure, operates securely and reliably. The only method to obtain certified versions of the Uptrends code base is with Uptrends software maintenance.
DISA NS conducted market research which included contacting Uptrends to determine required support levels and reseller options, review of previous acquisitions and obtaining current maintenance pricing. Market Research confirmed no other method is available to provide the required monitoring system and RSS feeds and alerts that are compatible with the DNS .mil proxy system. In order to sustain the current infrastructure, only the identified Uptrends product will satisfy the requirement. Uptrends, a small business, is the only known provider of the required maintenance.
Based on documentation provided a determination is made that this justification is accurate and complete to the best of my knowledge and belief.
