Memo for Record Justification Subject: AutoMessenger Emergency Coverage Subscription Renewal

MIPR N4523A16MP00186

The following paragraphs, in accordance with Federal Acquisition Regulation Part 13.106- 1(b)(1)(i), are provided to support brand name justification for proposed orders exceeding the micro-purchase threshold, but not exceeding the simplified acquisition threshold.

The purpose of this procurement is to provide brand name, AutoMessenger Emergency Coverage Subscription renewal for Puget Sound Naval Shipyard (PSNS). The total estimated amount of this procurement is $30,300 with a period of performance of June 24, 2016 through June 23, 2017 with two, 1-year option periods from June 24, 2017 through June 23, 2018 and June 24, 2018 through June 23, 2019. Fiscal Year 2016 Operations and Maintenance funds have been provided by Military Interdepartmental Purchase Request number N4523A16MP00186. The North American Industrial Classification Code is 541519 with a size standard of $27.5 million.

This requirement is to perpetuate software support previously provided under contract N00104- 13-M-Q337which expires June 23,2016.

PSNS has a requirement to continue service for School Messenger Brand AutoMessenger software. AutoMessenger, formerly called SchoolMessenger, is a nationwide service with an excellent record of accuracy, speed and security. School Messenger is used by area school systems to inform families of school closures. SchoolMessenger combines school notification, mobile apps, and web content management all under one, easy-to-use platform. Designed to work together from the start, the system saves time and provide more immediate, thorough engagement with the community.

It is vital the Shipyard have a comprehensive emergency plan that is compatible and can communicate outside of the command especially to the public school system in the event of an emergency situation. To ensure compliance with security requirements, Puget Sound Naval Shipyard’s security department requires the service be in place with no lapse in coverage. There can be no single point of failure in communication in the event of an emergency especially to the public schools around the shipyard.

Only AutoMessenger can provide the required software support to the AutoMessenger software in use. PSNS has invested $30,300 over the past 3 years in the current AutoMessenger software.

Not procuring the AutoMessenger would cause a lapse in coverage leaving the shipyard without a way to communicate in case of an emergency. Failure to procure the required software support would also result in the need for an alternative solution in order to ensure that the shipyards can communicate in case of an emergency. While other similar software solutions exist, alternative software solutions would need to be purchased which is estimated to cost $12,000. In addition, the users of the software would need to be trained which is estimated to cost $4000. Not only would there be unacceptable duplications of costs, the government would also loose the current investment in the AutoMessenger software. These additional costs and time delays are not expected to be recovered through competition.

Through market research it was confirmed that AutoMessenger is only available through the Original Equipment Manufacturer (OEM), Reliance Communications, a small business. The required software support is proprietary to the OEM and the OEM does not allow authorized resellers to sell the required software support. Therefore this requirement will be completed using sole source, open market, procedures to Reliance Communications. A request for quote will be posted to Federal Business Opportunities website for Reliance Communications to provide a quote.

Based on the documentation provided, a determination is made that this justification is accurate and complete to the best of my knowledge and belief.
