Memo for Record: Justification Subject: Rally Unlimited Software Support Renewal – DSDMZ60011

The following paragraphs, IAW FAR Part 13.106-1(2)(b), are provided to support Brand Name limited source justification for proposed orders exceeding the micro-purchase threshold, but not exceeding the simplified acquisition threshold ($150K).

The Department of Defense (DoD) Defense Information Systems Agency (DISA), is requesting Rally Unlimited software support renewal. The period of performance will be from January 1, 2016 through December 31, 2016. The total estimated cost is $39,102.

Military Interdepartmental Purchase Request DSDMZ60011, Subject to Availability Funding/Operation and Maintenance, Fiscal Year 2016 (FY16) are applicable to this requirement. The North American Industrial Classification Code is 511210 with a size standard of $38.5 million.

This software is a suite of agile application lifecycle management (ALM) solutions enhancing collaboration across the entire organization by uniting agile project management with requirements, defects, and tests processes. The functional and performance testers have been trained extensively to use the software. These tools assist with agile application development management which focuses on planning, tracking, and collaborating by uniting project management with requirements, testing, and defect analysis. Rally software was selected due to its wide utilization by software developers to develop from the list of requirements and initiate development cycles. Out of the list of configuration management software programs, Rally met the requirements of being able to develop user stories based on identified requirements, translate the requirements into the lifecycle, and document the software defects during the testing events.

Rally will require renewal of the aforementioned software support and subscriptions to protect DoD networks and continued mission. At this time, no other product has been tested and proven to be more reliable for the stated requirements. Without the renewal of software support, the program will be challenged with tracking development progresses

vs. requirements.

The government has invested $248,018.40 to date. Initial purchase of Rally Unlimited was made in FY11 from Rally Software Development Corporation, the manufacturer of the Rally software development tool and a small business on contract HC1047-11-P- 0020. Software renewals in FY12 through FY15 were awarded to Rally Software Development under contract numbers HC1047-12-P-4047, HC1047-13-P-4016, HC1047- 14-P-0032, and HC1047-15-P-0008.

Rally Unlimited Software Support Renewal – DSDMZ60011

Market research, performed in December 2015, confirmed that ongoing software support for these products can only be provided by the OEM (Rally Software Development Corporation), authorized distributor, or partner resellers, via open market. Rally Software Development Corporation (small business) and ImmixTechnology, Inc. (large business) are able to provide the Rally Unlimited software support renewal. The solicitation will emailed to the two contractors and it will be advertised on FedBizOpps.

Based on the information above, a determination has been made to solicit Rally Unlimited Software Support renewal from authorized resellers via open market.
