B.1 MAXIMUM AMOUNTS, INDEFINITE-DELIVERY/INDEFINITE QUANTITY (ID/IQ)

a. This TEC Services contract provides technical solutions for the Department of Defense (DoD) in support of: (1) Test and Evaluation (T&E) services including Interoperability (IOP), Operational, Developmental, Standards

Compliance and Conformance, Cybersecurity, Enterprise Service, and other T&E and Subject Matter Expert Support services, and (2) T&E enabling services such as DoD IOP status development and management, management of TEC policies and processes, advanced technologies research, knowledge management, requirements review and documentation management, customer relationship management, test automation and instrumentation, testbed management, and laboratory support. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced Information Technology/National Security System (IT/NSS) capabilities.

b. This is an ID/IQ contract with Fixed-Price (FP) and Cost-Reimbursement (CR) type task orders (TOs) in accordance with FAR Subpart 16.5 - Indefinite- Delivery Contracts. The guaranteed minimum amount is $10,000.00 for the overall IDIQ contract, including all option periods. The minimum guaranteed amount will be satisfied via a TO issued at contract award. The total amount of all orders placed against all contracts resulting from this solicitation shall not exceed $480,000,000.00 over a five and one half year period: two (2) year base period of performance, three (3) one-year option periods and one six (6) month option period.

c. The Government anticipates a single contract award resulting from this unrestricted competitive solicitation.

B.2 LABOR RATE TABLES

The labor rate tables represents the offeror’s proposed fully-burdened hourly labor rates for each skill classification for work performed at Government sites and work performed at Contractor sites. Labor rates proposed for the TOs cannot exceed these labor rates.

B.3 INCORPORATION OF PROPOSED PRICING

The offeror’s proposed pricing, labor rate tables, UC Test Menu submitted in response to Section J, Attachment 6 (TO 0001 (Firm-Fixed-Price (FFP)), Attachment 7 (Cost-Plus-Fixed-Fee (CPFF) Pricing Scenario Template), Attachment 8 (FFP Pricing Scenario Template) and Attachment 26 (UC Test Menu) shall be incorporated into the contract as attachments to Section B.

Pricing for all cost-reimbursement contract actions (including, but not limited, to proposal and billing of future TOs and modifications) shall be restricted to the labor categories and fully burdened labor rates established in Attachment 7, CPFF Pricing Scenario Template, found in Section J.

Pricing for all FFP contract actions (including, but not limited to, proposal and billing of future TOs and modifications) shall be restricted to the labor categories and fully burdened labor rates established in Attachment 8, FFP Pricing Scenario Template, and Attachment 26 (UC Test Menu), found in Section J.

F.1 SHIPMENT ADDRESSES.

Shipment addresses shall be identified within the individual TOs.

F.2 CONTINUING PERFORMANCE UNDER TASK/DELIVERY ORDERS.

If the Government elects to exercise an option period on the base contract, performance under existing TOs may or may not be required in the new option period. The Government reserves the right to determine which TOs or portion(s) of any TOs are required during the next option period. The KO shall determine the best method for continuing performance under any TO. (Examples: The KO may determine to exercise an option to extend the period of performance under an existing TO, or the KO may determine that the existing task order will expire and a separate task order may be issued to reflect revision/clarification of any required performance.)

Additionally, the Government reserves the right to cancel or discontinue performance under any TO, as necessary.

There is no guaranteed period of performance or minimum charge associated with each TO.

Performance under a TO may continue performance for up to one year beyond the ordering period to complete the effort described in the TO.

2. Contract or Task Order (TO) Title. Joint Interoperability Test Command (JITC) Department of Defense (DoD) Enterprise Unified Capabilities (UC) Product Test and Evaluation (T&E) Services and Facility Support – UC T&E Services and Facility Support.

3. Background.

3.1. JITC provides DoD Enterprise UC Approved Products List (APL) T&E Services IAW the most current UC Requirement (UCR) documented and mandated by DoD Instruction (DODI) 8100.04. JITC provides UC T&E Ser-vices to DISA and to commercial vendors. These UC T&E Services functions include the management and support activities for the Cybersecurity (Cyber) and Interoperability (IO) testing of UC products that are candidates for the UC APL. T&E activities performed for the IO Certification of UC products must occur at a DoD accredited test lab, of which JITC is one that is also approved for the testing and certification of DoD sponsored commercial products.

The JITC UC Test Facility at Fort Huachuca, AZ (FHU) and Fort George G. Meade, MD (FGGM) provides the staff and infrastructure necessary for JITC to carry out UC product testing.

3.2. JITC’s UC Core Mission requirements are identified within this Task Order (TO), which addresses those over-arching support requirements that allow JITC to oversee, operate, and maintain the UC Test Facility and its test ca-pabilities. This TO also addresses T&E events for products that are not directly associated with a UC Test Menu service. JITC provides UC Test Menu Services via the requirements addressed within Test, Evaluation, and Certifi-cation (TEC) Services Performance Work Statement (PWS) section 6.1.8.

3.3. Background and historical information regarding UC T&E is provided in the Bidders Library at https://www.fbo.gov/spg/DISA/D4AD/DITCO/HC1028-16-R-0007/listing.html under the filename, “UC Historical Information_20161103.docx”.

3.4. JITC provides the network infrastructure, operation, and maintenance of the collective internetworked JITC UC Labs at Fort Huachuca, AZ (FHU). JITC Action Officers (AOs), including the COR, are the Government per-sonnel assigned to manage, oversee, guide, and conduct UC T&E Services & Facility operations.

3.4.1. The UC Facility currently consists of internetworked laboratories called the Global Information Grid (GIG) Network Test Facility (GNTF), located in two areas on the JITC FHU compound: Room 156 (inside 1st Floor TEMPEST) Building 57305, commonly referred to as the “GNTF"; and, the west end of Building 57439B, com-monly referred to as the “GNTF Annex”.

3.4.2. The equipment in the UC Facility is permanently internetworked with: Defense Red Switch Network test-bed equipment which is co-located with the main GNTF, DISN Video Teleconference Test Facility equipment which is co-located with equipment in the GNTF Annex, re-locatable voice switching and internet protocol networking equipment located in trailers parked inside the JITC compound, and equipment located off the JITC compound which is networked within the UC Facility test enclave zone, including equipment located in the DISA owned and operated Network Engineering Assessment Facility (NEAF) at DISA Headquarters, Fort George G. Meade, MD (FGGM). The JITC Lab facility (lab, networks, and equipment), within the NEAF, at FGGM is the responsibility of another JITC branch – not this UC T&E Services and Facility Support TO.

3.4.3. The UC Facility is comprised of equipment from multiple major network manufacturers, which represent the DISN, DoD UC converged voice, video, and data internet protocol products. The UC Facility provides support to DoD components and commands worldwide via the JITC Warfighter HOTLINE support system.

3.4.4. There are many support functions needed to maintain the viability of the UC Facility defined in this task.

Presently the network includes Juniper routers, Cisco routers, Brocade/Foundry Assured Services; ACME Packets Edge Boundary Controller; Avaya Multifunction Softswitch (MFSS); Juniper, Dell, Brocade Local Area Network (ASLAN) switches; Local Session Controller (LSC), REDCOM LSC, Cisco LSC switches; and 3COM ASLAN equipment. These components represent most of the major vendor items.

3.4.5. The network is not fixed, it changes normally every week and occasionally on a daily basis due to frequent departing and arriving of vendors for test activities.

3.4.6. The UC Facility has a managed connection to the Non-Secure Internet Protocol Router Network (NIPRNET) for the purpose of downloading necessary patches or updates, and so that systems under test may request and receive Online Certificate Status Protocol (OCSP) responses from the test OCSP responder accessible via the NIPRNET and physically located elsewhere on the JITC compound. A specially controlled, contractor operated, DISN multi-func-tion switch is also connected to the Public Switched Telephone Network.

3.4.7. Equipment managed within the UC Facility areas regularly connect to equipment located elsewhere in support of exercises. All external connections are strictly controlled by members of the JITC Cybersecurity workforce, in-cluding contractors who will execute duties under this task.

3.5. JITC also provides support to the UC Fast-Track (FT) process which is intended to expedite new UC product types onto the UC APL, or to use existing artifacts (test results, LOCs, etc.) to aid in placing products on the UC

APL.

3.6. The FT process is structured to accommodate DoD sponsors that may need products for which they have well-established requirements, and in some cases, test results, yet these products do not appear in the UCR that is pub-lished on an annual basis. If it is agreed by the Government that new product categories and/or new products should be in the UCR, the DoD sponsors and vendors do not have to wait for the next UCR publication in order for their product to be tested and placed on the APL.

3.6.1. The FT process APL testing can begin based on existing requirements that will be placed in the next version of the UCR. FT Testing submissions will receive a TN and will be considered an Initial Submission (normal UC APL Process Guide and testing functions apply).

4. Objectives.

4.1. The overall goal of this Firm Fixed Price (FFP) TO is to provide UC T&E Services & Facility Support in sup-port of UC T&E Services and the UC Test Menu. This task order includes the subtasks and specific functions iden-tified as the management, testing and reporting, O&M telecommunication switches/systems, network administration, systems and server administration, equipment installation, maintenance, repair, test set-up, and test teardown, engi-neering support, and office management and administration. These task areas are in direct support of JITC’s overall UC mission.

4.2. This TO must be performed IAW the DoD directives, instructions, guidelines, and standards that are provided in the UC T&E Services Historical Information document provided with the Base PWS.

5. Scope.

5.1. The Government, with oversight, guidance, and direction to the Contractor, manages the JITC UC mission, pro-cess, and the facility. This TO requires the Contractor to schedule all resources and report on all UC T&E efforts, activities, and test status to the Government.

5.2. Contractor operational management of this TO includes managing personnel, information, documentation, net-works, and equipment resources; maintaining a UC T&E schedule while adhering to a dynamic schedule which is owned and updated every two weeks by the UCCO; creating, updating, and publishing test documentation and arti-facts; and providing oversight of Test and Evaluation (T&E) including framework and design, standardized proce-dures, troubleshooting, execution, data collection and analysis, and reporting, as well as applicable test process met-rics. The Contractor shall:

5.2.1. Review all product related information (submitted through the UC APL Process), development and modifica-tions of test plans.

5.2.2. Support and provide specific operational and technical functions including engineering, O&M telecommuni-cations equipment, network operation, network administration, and systems and server administration.

5.2.3. Support and provide numerous administrative functions including office management, technical writing and editing, property accountability, and purchasing.

5.3. The Contractors performing these functions must have specific technical certifications and/or authorizations from the JITC Information System Security Manager (ISSM) prior to completing any actions on equipment or within the network. See section 13.

5.4. This TO will utilize Contractor support in parallel with individual Task Orders that will acquire T&E services from the UC Test Menu for product testing. This new method of acquiring UC T&E Services supports a stream-lined ability to request test support in a more expedient manner while maintaining JITC’s high-level of customer service and technical capabilities.

5.5. This TO will support multiple reimbursable funded customers. This method of using multiple funding lines will require meticulous tracking and oversight by both the Contractor and the Government to ensure Contractor compli-ance. In order to enable accurate project tracking and accounting for each customers funding, a SLIN will be cre-ated on the TO with a specific CLIN/OCLIN when funding is received from a new customer.

5.6. The test models identified within this TO that must be supported are Initial, V&V, and DTR submissions. Other special business models that the government may apply to UC testing, and at only the discretion of JITC and ap-proval by DISA/UCCO, are Fast-Track (FT) and Certification Extensions. These business models follow the pro-cesses similar to the test models.

5.7. This TO execution will be monitored by the assigned Government Contracting Officer Representatives (COR).

A UC TO (JITC AO Test Officers) is individually assigned to each product submission and will work directly with the COR and the Contractors during execution for complete mission success.

6. Specific Tasks.

This task area contains the subtasks and functions to support JITC’s UC T&E Core Mission. Core CLIN efforts in-clude tasks and activities for the maintenance of the facility and UC test environment, management, operations, and SME support and do not include any parts of product testing efforts.

6.1. Task 1: UC T&E Services & Facility Support Management

The Contractor must be able to manage the UC T&E Services & Facility including the oversight of all services, functions, efforts, activities, and operations in support of this task order. The Contractor shall:

6.1.1. Provide administrative functions, office management, daily operations, scheduling of tests, property accounta-bility, Communications Security (COMSEC) operation and accountability, purchasing, , equipment and network installation and integration, system administration, network engineering, test tool automation, UC and/or technical (network/technology/product) SME functions, and network engineering.

6.1.2. Schedule, manage, and report on all activities to the Government in support of total UC T&E Services & Fa-cility Support.

6.1.3. Accomplish all functions, tasks, and activities concurrently within the overall UC T&E mission which will require close coordination within the facility, with management, the UC TLs, the UC TOs, JITC AO’s, the COR, and Government JITC offices/personnel including the Security Manager, IA Manager (IAM), IA Security Officer (ISSO), ISSM, Safety Officer, and the Property Accountability Officer (PAO).

6.1.4. Provide personnel continuity throughout the life of the task. JITC’s role in planning and executing UC T&E services requires personnel to be familiar with DOD policies regarding IT and NSS. Particularly, the DoD and DISA policies and guidance referencing UC. This includes the UCR, the UC APL Process Guide, the UC Frame-work, the UCCO process, and how JITC supports and provides valuable testing services to DISA and the DoD for

UC.

6.1.5. Interact, provide customer service with all personnel including other contractors, government, vendors, and visitors, and maintain a positive image while meeting the overall UC T&E Mission.

6.1.6. Be prepared and knowledgeable to inform and discuss JITC and other DOD developed documentation related to UC T&E Services and the UC APL process. This specific duty requires excellent oral and written skills.

6.1.7. Propose, use, and develop a shared environment that is easily accessible and readily available to the JITC UC workforce.

6.1.8. Create and maintain a JITC UC T&E Services shared collaborative environment – a UC T&E Services Infor-mation and Document Repository (UC IDR).

6.1.9. Use (propose) the JITC shared drive; provide a DoD Enterprise Portal Service (DEPS) Microsoft (MS) Share- Point repository; or only other means as supported by DISA and/or JITC.

6.1.10. Host all UC T&E Services & Facility documents so that it will be used as a 1-stop access for testing, facility, and lab personnel (both JITC contractors and government personnel) to review all UC T&E related information.

6.1.11. Follow DISA and JITC records management guidance and include means for archiving of all records.

Notes: (1) current share drive capability is a tree folder repository and (2) current DEPS capabilities include sites, libraries, pages, lists, schedules, calendars, workgroup areas, announcements, discussions, bulletin board, and dash-board. DEPS SharePoint requires specific training for Site Owners and Content Managers.

6.1.12. Prepare, maintain, and update the Standard Operating Procedures (SOP) for UC T&E Services & Facility.

6.1.13. Accept or adjudicate input, comments, and suggestions for the UC T&E Services & Facility SOP from con-tractor and government sources.

6.1.14. Obtain Government concurrence to the SOP. Ensure/monitor compliance to the SOP for all contractors and visitors to the UC Facility and report non-compliance issues to the government and other appropriate Government offices such as JITC Security.

6.1.15. Follow and employ the SOP in routine, non-routine, and emergency operations. Follow and employ proce-dural and operational policies and directives of JITC and DISA.

6.1.16. Review and process all Product/SUT submitted information to ensure that the necessary information and documentation is the appropriate amount to full conduct UC T&E. Product submittal information uploaded to APLITS includes the system diagram, description, solution component list, STIG questionnaire, and LOC. This re-quirement is needed prior to the ICM. After the ICM and a Test Menu item is ordered within another TO, then SUT reviewed information is chargeable to that TO.

6.1.17. Support test planning and scheduling requirements (pre ICM) by coordinating the product test during test planning and review of test submittal information and documentation with the TO, product sponsor, and product vendor.

6.1.18. Prepare, maintain, and update UC product test plans (UCTPs) and detailed technical procedures for all as-signed UC products in coordination with the Government with input from appropriate technical and test personnel.

6.1.19. Draft new UCTPs based on new UC categories when published. Estimate 1 to 2 new UCTPs per POP.

6.1.20. Review and update all UCTPs at least annually.

6.1.21. Keep a “redline” hard copy of all UCTPs with procedures at a designated place within the facility for use by all JITC UC personnel. The redline copy of the UCTPs is to ensure that all personnel are aware of and use the most up to date test procedures in between formal published updates.

6.1.22. Produce the required technical documents (e.g., test plans, technical input, and product status information) IAW timelines published in the UCCO APL Process Guide or by exception IAW the JITC and DISA Action Officer guides when directed by the Government.

6.1.23. Ensure STP entries reflect the status of the product; personnel will update STP on all test activities and up-date STP prior to submitting any assessment plan/letter/report, certification plan/letter/report, or compliance plan/letter/report.

6.1.24. Update ERD entries, as required, to reflect the status of the product prior to submitting any assessment plan/report/letter, certification plan/report/letter, or compliance plan/report/letter.

6.1.25. Attend technical interchange meetings, weekly vendor meetings, weekly scheduling meetings, ICMs, or any meeting that the Government requires to provide technical advice, solutions, and alternatives on technical or testing issues. Prepare briefing information and/or materials regarding status of activities and functions for each meeting per specific agenda requirements.

6.1.26. Maintain and update the UC T&E Services & Facility Support Test Schedule. The contractor must be astute when determining the UC T&E Schedule, know and envision all facets of UC T&E Services, be cognizant of re-served and required resources, provide prudent guidance, realistic courses of action, and be able to prepare and exe-cute multiple efforts simultaneously.

6.1.27. Prepare and provide the processes and mechanisms of gathering and analyzing test metric information and status reports by data mining existing UC sources. Current sources are JITC internal information repositories such as DEPS SharePoint, shared server using folder and file structure of documents, and basic email and phone conver-sations/request for information.

6.1.28. Provide metric data either in a spreadsheet or in a dashboard environment. Metric data must specify pro-cessing times and identify bottlenecks in the testing events with the goal to improve JITC T&E services in support of JITC’s UC T&E Mission.

6.1.29. Be responsible for the overall operations and status of the JITC UC Facility (the internetworked labs).

6.1.30. Maintain a “baseline” network and configurations of the total facility.

6.1.31. Ensure that the lab equipment, networks, etc., are at a baseline state and ready for future test events.

6.1.32. Maintain all UC T&E Services & Facility connections and operate IAW an appropriate test enclave zone status at all times IAW the UC Facility Authority To Operate (ATO) and applicable policy and guidance, e.g., DoDI

8500.01 and DoDI 8510.01, and the JITC ISSM.

6.1.33. Support COMSEC operations and accountability.

6.1.34. Oversee all security and safety matters within UC Facility areas to include the network and monitoring all visiting personnel within controlled access areas.

6.1.35. Maintain diagrams, documentation, and appropriate records IAW the UC T&E Services & Facility SOP, in-formation assurance requirements, and any other applicable documents that relate to JITC and DISA compliance.

Coordinate directly with the Government, IAM, ISSO, and ISSM regarding format.

6.1.36. Ensure that all laboratory diagrams are current and updated to reflect changes in rack drawings after installa-tion and uninstallation of equipment and SUTs are complete.

6.1.37. Ensure diagrams are available for inspection and updated at least quarterly.

6.1.38. Post the diagrams in the lab and shared collaborative environment for access by all authorized personnel.

6.1.39. Recommend repair parts or replacement equipment necessary to operate and maintain the facility (at both minimal and optimal capability and readiness), including any network and system management tools. This require-ment supports the designation of JITC as a DoD Center of Excellence with current state-of-the-art test capabilities.

6.1.40. Ensure collaboration amongst the functions to meet all requirements. For example, The Contractor shall maintain System Description and Details (SDD) for the UC network diagrams and appropriate records including configuration control and configuration backup for the servers and edge devices.

6.1.41. Provide facility resources for the JITC Warfighter HOTLINE support system. Actual charges associated with supporting any hotline request are not required for this task – JITC maintains its own funding code for HOT- LINE (a different TO and CLIN). The facility resources, such as networks, equipment, and configurations may be used to support HOTLINE. Anticipate supporting one HOTLINE request per month of each POP. The HOTLINE request may involve equipment and personnel to configure and troubleshoot the Warfighter issue. Most HOTLINE support calls are resolved within 24 hours.

6.1.42. Ensure that all UC T&E Services & Facility information and documents including correspondence, technical products, and reports are accurate and complete prior to delivering to the Government.

6.1.43. Ensure that all document deliverables shall be free of errors, both technical, grammatical, and in the correct format. The government expects all deliverables to be high quality work that will reflect well on the Command’s reputation and image. Documents shall be well written, factually correct, clear and concise, in compliance with JITC directed formats, and ready for immediate coordination and/or public release. The government expects all test effort documents to be delivered in accordance with the latest DISA and JITC Guidance, e.g., DISA AO Guide, JITC Guide to Documentation, etc. It is understood that there will be unavoidable technical errors in draft diagrams and related communication planning documents. However, practical and continuous actions should be taken to cor-rect errors and discover missing technical information. Technical errors in diagrams related to lack of specific task technical knowledge is not acceptable.

6.1.44. Inform the Government in a systematic, detailed, and organized manner on all efforts, tasks, activities, and status including schedule, personnel, issues, mission accomplishment, documents and deliverables and costs (both estimates and actuals).

6.1.45. Provide a consolidated weekly and monthly status of respective efforts on this entire TO. The status reports must be uncomplicated, efficient and cost-effective (does not create an undue time-consuming hardship on the au-thor or reader) and contain relevant and valuable information.

6.1.46. Provide trip reports upon the completion of any travel required by the TO.

6.2. Subtask 2 – Testing and Reporting

The Contractor must be able to perform testing functions in direct support of supporting and maintaining JITC’s UC T&E Mission and perform related activities not directly associated with a UC Test Menu service. The Contractor shall:

6.2.1. Determine the number of personnel required to conduct each SUT test event. Depending on the testing model, there may be combined (single lead Cyber and IO) or separate UC TLs for Cyber and IO.

6.2.2. Provide support activities including the development of (UCTPs), recommendations, meeting notes/pre-infor-mation, drawings, and interacting with the Government.

6.2.3. The UCTPs must contain detailed test procedures that specify Cyber and IO test requirements and criteria for products undergoing UC testing.

6.2.4. Provide testing functions at other designated locations. Anticipate 10 trips per TO POP. See Travel Section 8.2.

6.3. Subtask 3 - O&M Telecommunication Switches/Systems

The Contractor must provide telecommunications switch and converged voice, video, and data administrator(s) and technician(s) to program, operate, maintain, and troubleshoot telecommunications switches located in the UC Facil-ity and in support of UC product testing. The Contractor shall:

6.3.1. Perform operation, maintenance, troubleshooting, and repair on the following devices and technologies: DoD voice, video, and data networks, architectures, and technologies, specifically the following areas: UC, Voice over IP (VoIP), IP concepts, ability to program CS2100 circuit switches, AS-5300, REDCOM High Density Exchange (HDX) and Slice 2000 switches, SBCs, Session Controller IP switches, Customer Premise Equipment (CPE), and legacy Time Division Multiplexing (TDM) circuit switching devices.

6.3.2. Perform remote daily maintenance from the GNTF and periodic on-site maintenance on the NEAF owned and operated Avaya (formerly Nortel) SL-100 switch located at DISA Headquarters, FGGM. Anticipate two trips per TO POP. See Travel Section 8.2.

6.4. Subtask 4 - Network Administration

The Contractor must be able to complete network administration of the UC T&E Services & Facility and in support of UC product testing. The Contractor shall:

6.4.1. Analyze, design, develop, test, configure, integrate, install, implement, maintain, and manage all layer 2 and/or layer 3 network equipment that currently is configured in the UC Facility or is brought into the UC Facility for installation for testing or to support testing. Network equipment includes (but is not limited to) Juniper M10i, M40e, M320, and M640 routers; Cisco 6500, 4500, 3900 series, 3700 series and 2900 routers; session controllers;

and SBC, Customer Edge Routers (CERs), and ASLANs.

6.4.2. Analyze and define network requirements.

6.4.3. Configure, optimize, and deploy network switches, routers, wireless access points, and VoIP systems.

6.4.4. Analyze network workload and monitor network capacity and performance.

6.4.5. Diagnose and resolve network problems.

6.4.6. Develop alternate configurations.

6.4.7. Install, test, maintain and upgrade network operating systems software.

6.4.8. Plan and allocate IP space, both IPv4 and IPv6, within the network, coordinate with the other JITC testbed and labs as necessary on all IP schema’s, and deliver IP schema to network users and the System Administrator

(SA).

6.4.9. Coordinate with the SA to maintain accurate documentation of the IP schema within the UC Facility.

6.4.10. Maintain network engineering documentation coordinated with the Government.

6.4.11. Maintain and update physical and logical topologies.

6.4.12. Maintain and update system log (SYSLOG) records.

6.4.13. Maintain and update Simple Network Management Protocol (SNMP) traps.

6.4.14. Maintain and update network management alerts using appropriate network management tools.

6.4.15. Maintain configuration control and configuration backup for the UC Facility network to include use of Vir-tual Local Area Network (LAN) (VLANs) to emulate LAN/Wide Area Network (WAN) architectures that are not practical to configure because lack of availability of Layer 3 switches.

6.4.16. Participate in technical service reviews, market research, and benchmark evaluations.

6.4.17. Develop supplemental technical and procedural documents required for effective network and system admin-istration.

6.4.18. Perform lifecycle support services that include installation, maintenance, and warranty coordination of net-work and system equipment.

6.4.19. Attend technical meetings that require specific advice, solutions, and alternatives on technical or testing is-sues regarding this function. Anticipate at least 1 meeting per month for different SUTs.

6.5. Subtask 5 - Systems & Server Administration

The Contractor must be able to complete systems and server administration for the UC T&E Services & Facility computing environment, servers, and software and in support of UC product testing. The Contractor shall:

6.5.1. Maintain and configure all Government operated servers within the UC Facility test enclave zone. This in-cludes but is not limited to maintaining and configuring the servers within the network, OCSP, Terminal Access Controller Access-Control System (TACACS), SYSLOG computer data logging, Remote Authentication Dial-In User Service (RADIUS), Active Directory, DoD Public Key Infrastructure (PKI), Domain Server, MS operating systems for Information Assurance Vulnerability Alerts (IAVA) support, DISA Vulnerability Management System (VMS) for IAVA reporting, and VMware technology.

6.5.2. Maintain an outbound-request-only IP connection to the appropriate JITC lab for the purpose of access to the

NIPRNET.

6.5.3. Maintain an OCSP proxy server to ensure that SUTs may request and receive OCSP responses via a managed outbound connection to the NIPRNET.

6.5.4. Ensure IAVA on all computers and servers are addressed prior to suspense dates for all equipment operated.

6.5.5. Maintain, control, and protect a listing of all passwords for the servers and computers that are in the UC Facil-ity, annex, Emergency Relocatable Switches, and any other servers within any UC Facility test zone enclave.

6.5.6. Coordinate with the JITC testbed /lab operations as necessary on all server configurations.

6.5.7. Maintain, control, and protect a listing of all Systems Security Access Requests (SSAR) (DD Form 2875).

6.5.8. Issue passwords or other access controls for systems, computing environments, servers, or network devices only to individuals authorized via the SSAR.

6.5.9. Develop and conduct backup and recovery procedures.

6.5.10. Participate in technical service reviews, market research, and benchmark evaluations.

6.5.11. Develop supplemental technical and procedural documents required for effective network and system admin-istration.

6.5.12. Perform lifecycle support services that include installation, maintenance, and warranty coordination of net-work and system equipment.

6.5.13. Attend technical meetings that require specific advice, solutions, and alternatives on technical or testing is-sues regarding this function. Anticipate at least one meeting per month for different SUTs.

6.6. Subtask 6 – Equipment Installation, Maintenance, and Repair

The Contractor must be able to install, maintain, and repair facility equipment in the UC T&E Facility. Installation experience with associated electrical and safety certification is required. The Contractor shall:

6.6.1. Provide telecommunications equipment installation support and work in the UC T&E Facility, annex, Emer-gency Relocatable Switches, and any other equipment within any UC Facility test zone enclave. This includes fiber optic cable splicing, DC power, 19” cabinets, Category 5 Cable (Cat5)/coaxial/optical/2-wire cabling, MDF/IDF

TEC Services Contract Page 10 of 25 Pages UC T&E Services and Facility Support Task Order 0001 – FFP SOW 2016-11-10 wiring to include documentation, Main Distribution Frame (MDF) /Intermediate Distribution Frame (IDF) terminal blocks, wiring wrapping, and support electrician on all AC power.

6.6.2. Provide information and complete written records of equipment installation for dissemination; records, to in-clude overall Lab layout, rack diagrams, and connectivity internal/external diagrams must be maintained for inspec-tion by the Government or other DISA and JITC security, network, safety, and facility-engineering officials.

6.6.2.1. Coordinate with the Government and the UC T&E Services & Facility Support team to support installation of telecommunication equipment and installation of DC power.

6.6.3. Provide fiber optics, power, and communications electronics installation.

6.6.4. Coordinate and/or provide support for electronic repair and test equipment calibration.

6.6.5. Conduct periodic maintenance activities on all telecommunications hardware located in the UC Facility at a frequency of no less than once per quarter in order to preclude ventilation problems with equipment due to buildup of dust.

6.6.5.1. Hardware shall include, but is not limited to, ports, interfaces, vents, chassis, and open card/module sur-faces.

6.6.5.2. Tools, liquids, and solutions utilized for cleaning shall be in compliance with building safety and health codes and shall be of materials that will not cause physical or electrical damage to the hardware to include its sur-rounding materials.

6.6.5.3. The maintenance shall preclude obvious obstruction or accumulation of dust specifically in and around the parts associated with hardware cooling and interface connections.

6.6.5.4. An inspection may be requested by the Government to ensure proper maintenance and cleanliness of the hardware to prevent hardware failure, air flow/cooling impediment, and interface connection obstruction.

6.7. Subtask 7 - Office Management and Administration

The Contractor must be able to provide administrative functions including office management, technical writing and editing, property accountability, and purchasing functions in support of the UC T&E Services & Facility Support mission area. The Contractor shall:

6.7.1. Provide office management functions consisting of business and administrative support for all UC T&E Ser-vices & Facility Support functions including basic operations and documents.

6.7.2. Interface with all personnel in person as they enter and exit the UC Facility, via telephone, and through email in a courteous manner.

6.7.3. Prepare, edit, track, and ensure all UC T&E Services & Facility Support documentation are complete and re-viewed for conciseness, technical correctness, and approved format prior to delivery to the Government in electronic and hard copy format.

6.7.4. Ensure documents that are required to be delivered to the government (e.g., test plans, summary reports), posted within the facility (e.g., network diagrams, SOPs, test and lab schedules, escort rules, and sign-in/out roster), or published to STP or ERD (i.e., Certification Letters) is complete on time and are up-to-date.

6.7.5. Directly support the Government in all property accountability functions.
