2. NATURE/DESCRIPTION OF ACTION(S):

a. This procurement will continue existing coverage for the Smart Card Manager – Secret Internet Protocol Router (SCM-S) and Card Issuance Workstation-RA (CIW-RA) hardware currently on contract number HC1028-13-C-0028. This procurement will also continue existing support for the Smart Card Issuance System (SIS) and the Card Issuance Workstation (CIW) software, which are currently on contract number HC1028-13-P-0135. This action will consolidate the two contract actions which expire on February 29, 2016 as well as provide the ability to purchase software licenses and new hardware. The procurement will be awarded as a firmfixed-price (FFP) single award, indefinite delivery/indefinite quantity (IDIQ) contract to 90Meter, Inc., the original equipment manufacturer (OEM), using open market procedures.

b. The period of performance will consist of a 1-year base period, estimated to begin on March 01, 2016 and includes four 1-year option periods for a total contract period of performance of five years. The total life-cycle value for this requirement is estimated at REDACTED. The minimum guarantee for the IDIQ is $2,500 and will be satisfied by the issuance of the first delivery order. Funds to meet the minimum guarantee will be provided. All funding will be obligated by the issuance of delivery orders. The applicable North American Industry Classification System code is 511210, Software Publishers.

3. DESCRIPTION OF SUPPLIES/SERVICES:

a. The 90Meter, Inc. software infrastructure has been successfully supporting the Department of Defense (DoD) since 2010. The 90Meter, Inc. SCM-S is an enterprise-based middleware that works with smart cards and tokens. The CIW-RA is the workstation that Registration Authorities use to issue smart cards to end users, and it is supported by the CIW software. The SIS, also known as the bulk formatter, allows Registration Authorities to issue smart cards in bulk and is also supported by the CIW software. All of these products support Secret Internet Protocol Router (SIPR) token use on DoD combatant commands, services, and agency networks. The hardware, software, and support are required to meet Public Key Infrastructure (PKI) secure user access, authentication, and encryption requirements.

The SCM-S software is an enterprise-based middleware that works with all variations of the Common Access Card, Personal Identity Verification, and Java (a general purpose, high-level, object-oriented, cross-platform programming language) for smart cards. The 90Meter software is the only middleware that works with every version of the SC650 SmartCard, which is the only SmartCard approved to be used on the DoD-classified networks. The SCM-S utilizes the Microsoft operating system (OS) platform to enable smart cards and tokens natively in the OS, thus enabling Next Generation Crypto. The SCM-S software minimizes central processing unit cycles and footprint while allowing users to switch between domains and utilize different applets on the card for authentication, signing, and encrypting. The software support provides rights to use the software and provides recurring support, including new releases and/or version updates, revisions, error detections, and corrective patch releases.

The CIW software is critical to the PKI, as it provides required updates allowing the CIW-RA and SIS to function with the Windows XP and Windows 7 systems. The support of the CIW-RA and SIS hardware as well as the CIW software is necessary in order to ensure functionality with PKI project changes. The hardware and software provide PKI operations the capability to authenticate a claimant’s identity as well as generate, store, and protect cryptographic information used for authentication.

4. IDENTIFICATION OF STATUTORY AUTHORITY:

Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C.2304(c)(1). (FAR 6.302-1/Defense FAR Supplement 206.302-1)

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:

a. Description of events. The DoD PKI program management office first purchased the 90Meter Middleware software and Card Reader hardware in FY 2010 as part of the PKI Development effort for SIPRNet tokens initiative. The SCM-S middleware enables the SC650 SmartCards to be authenticated on a workstation and have been designed to maximize security and performance. The 90Meter software is the only middleware that works with every version of the SC650 SmartCard which is the only smart card approved to be used on the DoD-classified networks. Procuring a different model or configuration would compromise the continuity of the PKI security and break required Acquisition Category I configuration requirements.

b. Justification.

(1) Minimum Government requirements. The minimum government requirements include software licenses and support for the SCM-S and CIW software as well as continued support for the SIS and CIW-RA equipment. The government also requires the ability to purchase new SIS and CIW-RA equipment.

(2) Proposed sole-source contractor. 90Meter, Inc. is the OEM of the required 90Meter proprietary software, hardware, and support and is the only source capable of satisfying the Government’s requirement.

(3) Discussion regarding cause of the sole source situation. Only 90Meter, Inc. will satisfy this requirement, as the software, hardware, and support are proprietary products of 90Meter, Inc. 90Meter, Inc. owns the copyrighted source software with all legal rights, privileges, and ownership contained therein. No other source may legally modify or change the software or hardware, nor would they have access to the source code to do so. Additionally, no other contractor or distributor can make duplicate copies because copyright and patent laws protect this 90Meter software and hardware.

(4) Demonstration of unique source. As referenced above, the required 90Meter software and hardware are proprietary and manufactured by 90Meter, Inc. Only 90Meter will be able to satisfy the program’s requirement for the software, hardware, and support. 90Meter does not allow authorized resellers to sell to the Government.

6. FEDERAL BUSINESS OPPORTUNITIES (FBO) ANNOUNCEMENT/POTENTIAL SOURCES:

a. A sources sought notice was posted to the FBO site on June 04, 2015, and no responses were received.

b. A synopsis for this requirement will be published on the FBO website, as required by FAR 5.2.

7. DETERMINATION OF FAIR AND REASONABLE COST:

A determination will be made by the contracting officer that the contract represents the best value to the Government, as defined in FAR 2.101, and results in the lowest overall price to meet the Government’s needs. The contracting officer will also determine whether the price is fair and reasonable, based on one or more of the following:

a. Comparison of the proposed prices to historical and existing prices paid, whether by the government or other than the government for the same items.

b. Comparison with the commercial price list for the same products.

c. Comparison of proposed prices with the independent government cost estimate.
