Subject: Uptrends Software Maintenance Renewal Funding No: CMTMA3152188
In accordance with Federal Acquisition Regulation Part 13.106-1(b)(1)(i), the contracting officer may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only once source reasonably available, e.g. urgency, licensing agreements, brand name or industrial mobilization.
Defense Information Systems Agency (DISA) Infrastructure Development Directorate - Network Services (NS) Division is requesting a procurement of commercial-off-the-shelf renewal of software support for the Uptrends software monitoring system used to support DISA Domain Name System (DNS) .mil proxy system. The period of performance is 1-year from date of award estimated to begin September 30, 2015. This procurement will continue software support that was previously procured under contract HC1028-14-P-0153, which expires September 30, 2015. The North American Industrial Classification Code is 541519 with a size standard of $27.5 million Uptrends software is used to monitor the DISA DNS .mil proxy system from the Internet. It also verifies that the required DNS servers are functional. Uptrends software support provides the required Really Simple Syndication (RSS) feeds and alerts that are compatible with DISA’s network operations portal and provides the largest geographic diversity of monitoring sites.
It is imperative that DISA maintains access to the most stable, scalable and supportable versions of Uptrends. Previous Uptrends support has demonstrated the critical benefits of the software support for DISA’s DNS .mil proxy service. Obtaining early notification of vulnerabilities and patches is critical to ensure the DNS .mil proxy service, as a core component of the DISA infrastructure, operates securely and reliably. The only method to obtain certified versions of the Uptrends code base is with Uptrends software support.
DISA has invested funding in the Uptrends software since 2009. Failure to procure the Uptrends software support would result in a loss of the initial investment. In addition, failure to procure the Uptrends software support would result in DISA not receiving the crucial updates, upgrades, patches, and fixes to the Uptrends software which could result in a work stoppage on the DNS .mil proxy system monitoring.
Market research was completed by DISA via review of prior acquisitions, internet searches, and phone calls during April 2015. During market research, it was determined that the Uptrends software support is proprietary and only available from the original equipment manufacturer, Uptrends, a small business. Market research also revealed that the required Uptrends software support is not available on an existing contract vehicle including the Department of Defense Enterprise Software Initiative Blanket Purchase Agreements, General Services Administration Federal Supply Schedule, and National Aeronautics Space Administration for Enterprise Wide Procurement. As such, this requirement will be sole sourced to Uptrends via open market procedures.
