Subject: HC1028-14-T-0094

In Accordance With FAR Part 13.106-1(b)(1)(i), the contracting officer may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only once source reasonably available, e.g. urgency, licensing agreements, brand name, or industrial mobilization.

Navy Enterprise Resource Planning (ERP) is requesting the purchase of ThinPrint Software Maintenance renewal for currently held/utilized ThinPrint Software Licenses. Period of Performance (PoP) will be the date of award (reinstated to be June 1, 2014) through May 31, 2015.

Navy ERP uses ThinPrint software to send encrypted print jobs using Transmission Control Protocol with Internet Protocol (TCP/IP) over the internet to traverse from Navy Marine Corp Internet (NMCI)to non-NMCI networks. SSL encryption is implemented using DoD Server certificates on TCP/IP ports 9001-9002. Navy ERP uses Thinprint to send print traffic in a secure manner across the Internet. The software accepts print traffic and encapsulates, then encrypts the data for receipt by printers at a remote location.

Maintenance on software is preferred over consideration to reinvest on different software on an annual basis because of time invested in market research, acquisition costs, initial investment and maintenance costs, end user and program support training, familiarity and experience, system architecture, re-engineering, and re-deployment. It is imperative that the Navy ERP financial system is operating at full capacity at all times. Consequences of not having Thinprint would be Navy ERP would no longer be able to print to non-NMCI print devices and would critically impact all non-NMCI warehouses using Navy ERP functionality across the globe. The ability to support the Warfighter would be greatly affected. The loss of those services impacts application compatibility, stability and the security posture of the system.

This open market procurement will be publicized via FedBizOpps (FBO) as full and open competition. This procurement will be awarded on a lowest price technically acceptable (LPTA) basis.
