No storage hardware currently installed in DISA shall be used to satisfy the requirements of this solicitation. All hardware to support solutions brought into DISA locations for the first time must be new hardware. If the call order is later canceled, the hardware to support the service may be reutilized as long as the technology is not a product that the OEM has withdrawn from marketing/sale.
DISA Q&A Question
Question 27 and 221
DISA Q&A Answer
Question 27: “All existing capacity from the old contract must be removed and replaced with new hardware. Hardware is tracked by Serial Number and Bar Code that will be used to verify existing hardware is not being redeployed. Incumbent must provide new serial numbered assets that are not barcoded by the government.”
Question 221: All vendor owned hardware must be new to the DISA environment
QUESTION
Will the government confirm that all hardware procured under this solicitation be warranted as new? In other words all hardware provided must not have been previously sold and/or refurbished?
ANSWER
All existing capacity from the existing contract must be removed and replaced with new hardware, warranted as new from the OEM, and not previously sold, remanufactured, refurbished or otherwise used. All hardware must be new to the DISA environment.

Can a bidder find value in unused or oversubscribed storage in the existing infrastructure in order to show future value?
DISA Q&A Answer
The offeror’s technical approach may present capabilities and industry best practices to provide a flexible solution resulting in a cost-effective storage solution. The offeror’s proposed technical solution will be used to determine any potential future value.
QUESTION
Given that the incumbent owns all existing “unused” and “oversubscribed” storage and therefore are the only ones that can use it, doesn’t the ability to reuse such equipment provide an advantage only to the incumbent?
ANSWER
All existing capacity from the existing contract must be removed and replaced with new hardware, warranted as new from the OEM, and not previously sold, refurbished or otherwise used in a DISA environment. The incumbent cannot reutilize existing “unused” and “oversubscribed” storage.

If the call order is later canceled, the hardware to support the service may be reutilized as long as the technology is not a product that the OEM has withdrawn from marketing/sale. |
DISA Q&A Question
Is the currently installed software available to be used in the response? For example, can the existing command and control structures be used to support new capacity?
DISA Q&A Answer
Software is not included in Section 5.8 of the PWS.
QUESTION
The vendor understands and agrees that software is not included Section 5.8 of the PWS. Given that the incumbent owns all existing “software” and therefore are the only ones that can use it, doesn’t the ability to reuse such software provide an advantage only to the incumbent? Will the government confirm that software currently installed in the DISA environment as part of the current ESS contract may not be reutilized for any and all new hardware procured under this solicitation?
ANSWER
Offerors providing technical solutions for this solicitation must provide new software and appropriate licensing to meet the stated technical requirements. All software provided by any offeror is licensed by the offeror through the software vendor(s) and the Government is not a party to or responsible for any software licensing within the scope of this contract.

DISA Q&A Question
Does this imply that the existing capacity on the DISA data center floor will be removed by the current vendor and replaced with more current hardware? An unfair advantage could be exploited by the current vendor by underbidding with the assumption that they would be allowed to keep the existing hardware on the floor for an extended period of time which in some cases may already be paid for.
DISA Q&A Answer
All existing capacity from the old contract must be removed and replaced with new hardware. Hardware is tracked by Serial Number and Bar Code that will be used to verify existing hardware is not being redeployed. Incumbent must provide new serial numbered assets that are not barcoded by the government.
QUESTION
Is it correct that DISA does not currently bar code individual disk drives? If that is true, how will DISA ensure disk drives or other non-bar coded parts are not reused? Please confirm that “new” means never previously sold or used/delivered in any manner.
ANSWER
All existing capacity from the existing contract must be removed and replaced with new hardware. The incumbent cannot reutilize existing hardware. Hardware from the new contract must be delivered, installed and activated to facilitate migration from current hardware to the new hardware. Incumbent will provide the Government with a list of disk drive serial numbers as old equipment that is decommissioned; new vendor will provide new disk drive serial number and Government will verify and ensure old serial numbers are not reused.

Offerors may propose additional SLINs in the B-Table tab of Attachment J-3 Cost Model to support their technical solution. SLINs should not be added within the existing SLIN groupings. SLINs should be added in the provided space below and reference SLIN headings above. Additional SLINs provided by the offeror will not be included in the total evaluated price. Any added SLINs should follow the same numbering and description name formats as what is provided in the B-Table tab. Any added SLINs and corresponding unit prices in the B-Table tab will be included in the contract award.
QUESTION
It is this vendor’s understanding that DISA is allowing bidders to propose the lowest cost minimally technical acceptable products for each category which will then be price evaluated by DISA, and more desirable products to DISA as offeror defined SLINs which will not be price evaluated. Given that DISA will not price evaluate offeror proposed SLINs, how does DISA plan to evaluate the offeror proposed SLINs as part of the best value and technical evaluation of each offeror’s proposal?
ANSWER
The ESS II acquisition is a best value source selection as stated in the RFP, Section M0001 A. Basis for Contract Award; not a Lowest Price Technically Acceptable (LPTA) source selection. Offerors may propose additional SLINs in the B-Table tab of Attachment J-3 Cost Model to support their technical solution. For evaluation purposes, only the government-provided SLINs will be included in the total evaluated price. Any additional SLINs and corresponding unit prices proposed by the offeror will be included in the contract award.

Offeror should stringently follow the Government’s Schedule of Supplies or Services (ESS II Cost Model Attachment) construct and calculations and should not deviate from this format.
6.3 Volume Organization
The Cost/Price volume shall consist of a price/cost proposal outlining the proposed prices for each of the Contract Line Item Number (CLIN)/Sub-Contract Line Item Number (SLIN) in MS Excel Version 2000 or newer. The Government has provided a baseline ‘Pricing Models’ in Section B for the Offerors to utilize in pricing their proposal. Within the Section B ‘Pricing Models’, Offerors are required to provide monthly unit prices for all contract years for all CLINs/SLINs, on the worksheet tab entitled “Cost Summary.” The provided “Cost Summary” will be multiplied by the government provided ‘scenario’ quantities (as detailed in each of the three pricing models) and weightings to arrive at a Total Evaluated Price on the model’s “Cost Summary” tab.
QUESTION
Would the Government please clarify that the "Quantity/Units" shown in the J-3 cost sheet is the total TBs billed for a month? In other words, the quantity of 6885 in Scenario 1 cell K6 represents a total billing for month 1 of 6885 TBs which means there are 229.5 raw TBs actually billed for 30 times in a 30 day month.
ANSWER
The Government confirms that the totals in the “Quantity/Unit” columns in Attachment J-3 Cost Model represent 1 unit of measure that is billed 30 times in a month.

QUESTION

Is that the Government’s intent? |
ANSWER
