2. NATURE/DESCRIPTION OF ACTION(S):

The nature of this action is to modify the current cost-plus-fixed-fee (CPFF) task order

(TO) against the Testing and Evaluation (T &E) Multiple Support Services (MSS) indefinite delivery/indefinite-quantity (ID/IQ) contract, held by Oberon, h~ilLThis modification will add .. labor hours for a new program manager labor category and.abor hours for a new technical writer labor ca~alue of the TO is estimated to increase by from $ to$-- This modification will be fully funded by Research, Development, Testing and Evaluation (RDT&E) appropriated funds for fiscal year 2015.

3. DESCRIPTION OF SUPPLIES/SERVICES:

a. DISA is moving to an agile development and fielding methodology in order to provide increased capability more quickly, in the form of enterprise services, to its Department of Defense (DoD) customers. With this shift from traditional acquisition models to a rapid development and fielding approach in a data and services environment, JITC Enterprise Services Portfolio (JT A) must move from a traditional systems-based T &E approach to one of "testing as a service", taking into account all areas that need to be tested and validated to successfully field enterprise services to the entire DoD. New enterprise T &E strategies and methodologies are required in order to support DISA's rapid development in a services-based environment while adding value and confidence necessary to enable key leaders to make accurate fielding decisions.

Specifically, due to the DISA reorganization effort, JITC has been tasked to document T &E processes and document standard measures and metrics for DISA Enterprise Services. The JITC deliverables to DISA arc being developed under this task to support the new DISA Business and Development Center. Any delay in approving this task modification and J&A would severely impede nTC's ability to deliver the necessary T &E products to support the reorganization.

b. In order to support the necessary above capabilities, JITC requires additional support in order to revise the Service Validation and Test (SVT) Concept of Operations (CONOPS) being developed under this TO. Lessons learned from pilot activities conducted under this task are being levied in the revision of the SVT CONOPS.

c. The period of performance remains unchanged at January 8, 2015 through January 7, 2016, with available option periods ultimately ending on January 7, 2018.

4. SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION THAT THE

PROPOSED CONTRACTOR'S UNIQUE QUALIFICATIONS OR THE NATURE OF THE

ACQUISITION REQUIRES USE OF AN EXCEPTION TO FAIR OPPORTUNITY:

a. Exception to Fair Opportunity. IA W FAR 16.505(b)(2)(i)(C): The order must be issued on a sole source basis in the interest of economy, efficiency and time, because it is a logical follow-on to an already issued contract, and all the awardees were given a fair opportunity to be considered for the original order.

b. Description of the Justification. The TO, as written, . Since inception of this TO, the contractor gained significant insight into customer operations and processes related to the DoD Enterprise Service Management Framework (DESMF). JITC has a need to leverage the significant amount of unique knowledge gained by the contractor thus far in order to maximize its benefit from the SVT process and CONOPS, and emerging DESMF processes supporting the enterprise service lifecycle. Additionally, the additional positions required for this task must work closely with the

c. Justification:

(1) Minimum Government Requirements.

This contractor must have in-depth knowledge and full understanding of the SVT process and CONOPS, as well as a complete understanding of the need for increased DoD capabilities.

(2) Proposed sole source contractor. The contractor is currently, and has been, providing direct support in the development of the

. They are uniquely qualified to support the government in further refinement and updates of those processes and CONOPS. The incumbent contractor has the unique skills required to immediately support the additional requirements of this task to assist the government in supporting the implementation ofT&E processes within the new organizational construct.

(3) Discussion regarding cause of the sole source situation. The incumbent contractor is the only contractor capable of providing the necessary lessons learned in regards to all processes, due to their current performance on the TO. Re-competing this TO at this time would cause unacceptable delay in the accomplishment of the additional requirements of this task of approximately three months, estimated to cost the government over-in unnecessary costs, which is nearly estimated to deliver the added requirements. This cost is based on an estimate that new contractors would take at least three months to learn the associated process and requirements with this task. The current contractor FTEs have been integral to the development of initial processes, the standard T &E Areas of Evaluation that will drive the T&E processes, and the DISA product design teams for

(4) Demonstration of unique source. The contractor personnel already working this task have unique knowledge of emerging DISA and DoD processes related to the DISA and emerging DESMF. The initial requirements of this task included the development and maintenance of the SVT process CONOPS, research related to testing best practices related to enterprise services, and research related to the DISA and DoD processes for developing and implementing enterprise services and the associated processes.

Performance on this TO is what provided the incumbent with the necessary lessons learned, which are required to further refine the current testing process and maximize the Government's benefit of the DESMF.

(5) Procurement discussion. This task was competed amongst all seven contractors under the T &E MSS ID/IQ contract, which was originally awarded in January 2013.

Five contractors provided competitive proposals in response to this requirement After a thorough technical review of all proposals, the Government determined Oberon to be the lowest-priced, technically acceptable offeror. Research has determined that the Government would gain no benefit by re-competing this TO at this time, due to the necessary increase of required support.

(6) Impact. Re-competing this requirement would cause unacceptable delay in the accomplishment of the additional requirements of this task by approximately three months, estimated to cost the government over-in unnecessary costs, and unacceptably delaying the delivery of products necessary to integrate T&E processes into new agency acquisition, development, and operations processes. Additionally, any delay in task support or ability to deliver required products would severely, negatively impact JITC's ability to deliver the required products to the DISA Business and Development Center.

5. COST/PRICE FAIR AND REASONABLE DETERMINATION: Rates have been established with the basic contract. All rates set forth in the contract, and used on individual task orders, were based on full and open competition and a price analysis was accomplished. Proposed task order rates and loadings will be compared with the basic contract rates and loadings and verified as fair and reasonable.

6. MARKET RESEARCH:

a. In accordance with FAR Part l 0, market research has been conducted for this acquisition. JITC perfonned a formal analysis of the market through GSA Advantage, and historical contract costs. The action officer has determined through market research and market analysis that in the future, competition can be obtained for the above requirement using competition amongst T &E MSS contractors. However, the only way to avoid the loss of invested resources and additional costs to the government is to modify the existing task order to accomplish the requirement.

b. This effort requires full knowledge and understanding of the SVT process and CONOPS as well as a complete understanding of the need for increased DoD capabilities mentioned in paragraph 3(a) in order to continue to support the operations and processes of the DESMF. The use of any other contractor other than the incumbent, Oberon, would result in significant delays in testing efforts and threaten the ability for JITC to provide an acceptable level of support to their customers. The current contractor is currently performing the required contractual duties at an acceptable level. Test personnel are readily available to continue this effort for the duration of the TO, with no delay in provision of test services. This method represents the best value to the Government for completion of the effort.

7. ANY OTHER SUPPORTING FACTS: NIA

8. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS

THAT LED TO THE EXCEPTION TO FAIR OPPORTUNITY:

a. This task order was competed in accordance with fair opportunity regulations amongst all T &E MSS contract holders. Upon completion of this effort, any additional need for this particular requirement will again be competed against the T &E MSS ID/IQ. Additionally, all parties have agreed that no further increases will be initiated or approved for this particular task order.
