The period of performance for this additional Information Assurance support will be from date of action execution through the end of the current period of performance.
4. SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION THAT THE
PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE NATURE OF THE
ACQUISITION REQUIRES USE OF AN EXCEPTION TO FAIR OPPORTUNITY:
(a) Exception to Fair Opportunity. Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
(b) Description of the Justification. The current VC21 task order holder is Science Applications International Corporation (SAIC). Continuation of SAIC’s current support services are essential to rapidly responding to operational needs as well as to maintaining the technical progress of the requirement. The effort to successfully sustain Information Systems Product Support capabilities is complex and highly dependent on the expertise of the contractor. The technical work performed on this effort is so integrally related that only a single contractor can reasonably perform the the effort on its entirety. Having another contractor provide the additional effort proposed in this justification is unfeasible. Another contractor would not have access to all the tasks being performed by SAIC. Said access and information sharing is essential for the successful performance of the required additional support. SAIC is the only contractor able to provide the required service as they are the only contractor with access to of all the tasks that are needed for the successful completion of the effort. This access makes SAIC uniquely qualified to provide the additional level effort needed.
(c) Justification
(1) Minimum Government Requirements- The Government requires
; Refer to Section 3 above for additional information.
(2) Proposed sole source contractor- Science Applications International Corporation (SAIC); Refer to Section 4 (b) above.
(3) Discussion regarding cause of the sole source situation. This support was originally added to the contract through a previous modification and was not included in the Option Year exercise. This additional IA support was initially not anticipated to be required after the initial year. It was intended that a Government Resource would transition into this task. However, after the Agency re-organization and early retirements, this no longer was a possible approach.
(4) Demonstration of unique source. Refer to Section 4 (b) above.

(5) Procurement discussion. The Government is in the process of reviewing the revised documentation as a result of the additional support needed and is developing a competitive strategy to address required support after this task order ends. The Government has a reasonable expectation that a competitive market will exist for these services in the recompete. It is anticipated that the recompete will be awarded by March 31, 2017.
(6) Impact. Failure to maintain contractor support provided by SAIC and the inability to support the DCS program until such time that a new task order can be fully competed, awarded, and transitioned will result in a loss of continuity of services and will be detrimental to PMO’s ability to support the Defense Collaboration System (DCS). Loss of support impacts the fielding of critical releases causing a major slip. Delays to fielding these enhancements puts DISA’s efforts in jeopardy, which in-turn compromises the Agency’s ability to communicate, coordinate or in crisis support for the conduct of Joint operations.
5. COST/PRICE FAIR AND REASONABLE DETERMINATION: The Contracting Officer will make a determination that the cost for this modification is fair and reasonable, using a comparison of the proposed price with prices found reasonable on previous purchases, comparison to the independent Government estimate, comparison to ENCORE II ceiling rates, and technical evaluation
6. MARKET RESEARCH: The Infrastructure Development Directorate (IDD), Product Support Branch (ID12), conducted market research from January 2015 to March 2015. Based on the market research conducted, it was determined that SAIC has the demonstrated technical expertise immediately available to support the DCS program IA effort.
7. ANY OTHER SUPPORTING FACTS: None
8. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS
THAT LED TO THE EXCEPTION TO FAIR OPPORTUNITY:
(a) Procurement History.
HC1028-08-D-2025 VC21 was awarded to SAIC. The modification adding the initial surge IA support was award on This request is a follow on to the previous year of IA support.
The PMO anticipates that the recompetition of the Task Order 21 will be competitive in nature.
