About this file
This document is an Amendment 0001 to a Request for Quote (RFQ) for a 10.709 GB dedicated commercial telecommunications lease between Deveselu, Romania and Wiesbaden Erbenheim, Germany. The RFQ (HC102125QA134) must be worked in conjunction with a companion solicitation (HC102125QA135), with both requirements requiring diverse network paths and to be awarded to a single vendor based on the lowest combined life cycle cost and technical acceptability. Key updates in this amendment include extending the quote submission deadline to December 8, 2025 at 10:00 Central European Time and updating specific location details for both termination points, including building numbers and room specifications.
The solicitation requires vendors to submit detailed circuit/path connectivity diagrams in KMZ or KML format, conduct a walk-through site survey prior to installation, and provide a comprehensive list of equipment to be used at network interface points. Vendors must also respond to specific provisions and clauses, including FAR and DFARS requirements. The technical evaluation will be conducted by Government personnel and potentially contracted advisors, with quotes to be submitted through the Integrated Defense Enterprise Acquisition System (IDEAS). Failure to provide complete documentation or quotes for both related solicitations will render the submission incomplete and potentially unawardable.

FM: PL511
TO: Contractors
DATE (MM/DD/YYYY): 11/24/2025
SUBJECT: HC102125QA134-0001 Amend: 0001
A. TYPE ACTION: ADMIN AMEND
1. PURPOSE: The purpose of this amendment 00001 is to update the location and extend the quote due date.
2. To be considered for award, offerors shall acknowledge receipt of all amendments to this solicitation by the closing date and time specified below. The Government will not consider offers received prior to the issuance of Amendment 0001.
As a result of this amendment, the submission deadline has been extended to 8 December 2025 at 10:00 Central European Time. All other terms and conditions remain unchanged.
**RECAP**
RFQ: Requirement to start a 10.709 GB dedicated commercial lease between Deveselu, Romania and Wiesbaden Erbenheim, Germany.
2. RFQ HC102125QA134 must be worked in conjunction with DITCO Europe solicitation number HC102125QA135. Both requirements must have diverse paths to ensure network survivability. Circuit demands for both solicitations (HC102125QA134 and HC102125QA135) will be awarded to one vendor. Winning vendor will be awarded both leases based on the lowest combined life cycle cost and technical acceptability of both quotes. Failure to provide quotes for both requirements will render the quotes incomplete and unawardable.
3. Please indicate the provisioning interval (commercial lead time in calendar days) required for bringing this circuit into service, counted from the day the contract is awarded. The customer desires and will accept earliest possible service date.
4. Awardee must conduct walk-through site survey prior to installation at the demarc locations.
5. APL Equipment: In order to ensure compliance, the Vendor’s/Telecommunications Provider’s (TP’s) quote must provide a list of all equipment the TP or any subcontractor will use at the point of interface with the Government's network. – See DITCO Additional Telecommunications Text (DATT) 52.
6. Technical Acceptability Evaluation Criteria: A quote must comply with all DATTs, Provisions, Clauses, Sections F-M, and all attachments to the solicitation to be deemed technically acceptable.
All portions of the solicitation should be carefully reviewed for all mandated requirements outlined within the DATT and documentation requested as found in Section M and all attachments. Quotations must include all required documents and responses indicated from these DATTs, Provisions, Clauses, Section M and all attachments to be considered technically acceptable and/or eligible for
HC102125QA134-0001
award. In response to this IQO inquiry, no terms, conditions, or assumptions will be entertained. If terms, conditions, and/or assumptions are included in a quotation, the quotation may be excluded on grounds that it failed to comply with the IQO inquiry's instructions.
7. In order to be eligible for award, TPs must respond to all provisions/clauses/DATTs/text and selected answer(s)/check boxes for FAR 52.204-24 (if required), FAR 52.204-26, FAR 52.212-3 ALT I, DFARS 252.204-7016, DFARS 252.204-7017 (if required), and DFARS 252.239-7009.
Offerors that do not provide the responses to all provisions/clauses/DATTs/text, and/or offerors that fail to make appropriate representations and/or fail to select the answer(s)/check boxes may be found technically not acceptable and as such could be excluded from evaluation/consideration for award.
8. Offeror shall submit with its quote detailed circuit/path connectivity diagrams in the electronic format of KMZ or KML files that identifies all points of presence and repeater points. In addition to the requirement of circuit/path connectivity diagrams submission during solicitation phase, as-built circuit/path connectivity diagram files in KMZ or KML format must also be submitted after award to show as final record of the installed path. Please provide all circuit/path connectivity diagrams to DISA.STUTTGART.DITCO.MBX.PS51@MAIL.MIL and karie.d.kapise.civ@mail.mil.
9. Evaluation Criteria: In addition to the procedures outlined in DATT 22, technical evaluation team members will include Government personnel and may include Government's contracted advisors.
Government personnel will make the final determination of technical acceptability.
10. Discrepancies/Questions: If an offeror believes that the requirements in this RFQ contain an error, omission, or are otherwise unsound, the offeror shall immediately notify DITCO-Europe in writing with supporting rationale. The Government reserves the right to award this effort based on the initial quote, as received, without discussions. Such notification, as well as questions should be addressed to DITCO-Europe via email at DISA.STUTTGART.DITCO.MBX.PS51@MAIL.MIL and karie.d.kapise.civ@mail.mil.
Please provide any notification/questions in writing and no later than 12 November 2025 at 10:00 AM Central European Time. The Government reserves the right to not respond to notifications / not answer questions submitted after this time.
11. Quote Submission: Offeror shall submit quotes via the Integrated Defense Enterprise Acquisition System (IDEAS). It is recommended to request confirmation of receipt via email from DITCO-Europe, DISA.STUTTGART.DITCO.MBX.PS51@MAIL.MIL, and karie.d.kapise.civ@mail.mil – See DATT 17.
