About this file
This document is a Request for Information (RFI) from the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II contract. NASA is seeking capability statements from all interested parties, including small businesses, socioeconomic categories, and underserved communities, to determine the appropriate level of competition and small business subcontracting goals.
The HBG subdivision conducts science research in areas such as water resources, ecosystem health, climate change, and solid earth science. The contractor shall support all phases of research activities, including experiment design, data acquisition, analysis, and publications. NASA is seeking input on barriers, opportunities, and recommendations to engage subject matter experts, partner with subcontractors from underserved communities, and enhance diversity and inclusion. Capability statements are due by November 5, 2024, and NASA will publish a listing of respondents to facilitate teaming arrangements.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA)
GODDARD SPACE FLIGHT CENTER (GSFC)
REQUEST FOR INFORMATION (RFI) – SOURCES SOUGHT
EARTH SCIENCE DIVISION - HYDROSPHERE, BIOSPHERE, & GEOPHYSICS
(HBG) SUPPORT SERVICES II
Reference Number: RFI-NASA-GSFC- HYDROSPHERE, BIOSPHERE, & GEOPHYSICS
(HBG) SUPPORT SERVICES II
NASA Goddard Space Flight Center (GSFC) is hereby soliciting information from potential sources for the support of the full range of research and development activities of the Hydrosphere, Biosphere, and Geophysics (HBG) sub-division in the Earth Sciences Division (ESD) at NASA/GSFC. The HBG ESD sub-division conducts science research that conceives, develops, and applies space, field-deployed (i.e. airborne and in situ) and laboratory based technologies and observations to address issues of importance to society. These include but are not limited to water resources, land and ocean ecosystem health, global and regional sea level change, changes in the Earth’s cryosphere, gravity field, magnetic field, solid Earth, reference frames, and the effects of climate change on life on Earth. This contract is for support of a full range of science and research activities across the breadth of the various Laboratories that make up the HBG sub-division: the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, and Geodesy and Geophysics Laboratories. This contract is also for support of science, research and computing activities within the Terrestrial Information Systems Laboratory (TISL), also in the ESD. For the purposes of this document and contract the term HBG will be used to encompass all the Laboratories of the HBG sub-division and the TISL.
The Contractor shall support all phases of biospheric, hydrospheric, cryospheric, geodesy and geophysics research activities. These range from experiment concept, design and fabrication, through data acquisition (including flight and ground missions as well as satellite acquired data), data analysis and modeling, the development of science applications, and final publications and communications and outreach about said research. This includes but is not restricted to: research of radiation interactions with and transfer through the land, hydrosphere, and atmosphere; forest and plant canopy modeling; surface energy and water cycle processes; land-ocean-atmosphere interactions; snow and cold land processes; glaciers, ice sheets and sea ice; regional and global vegetation studies, including carbon dynamics and balance; ocean physics, biology and biogeochemistry; and all aspects of climate change.
Additional research areas include static and time variable gravity and magnetics; geoid anomalies; global and regional sea level; earth ocean and solid tides; planetary tides; topography and surface deformation; radar and laser altimetry; earth and planetary orientation; crustal dynamics; earth and planetary core fluid motions; solid earth science including earthquake processes; reference frame science including the development and improvement of the space geodetic observational network; applications of precise satellite tracking data analysis including planetary navigation and planetary geodetic science. Some of these studies involve application to societal benefit areas including but not limited to: weather forecasting, water resources, regional sea level, human health, natural hazards, disasters and agriculture.
NASA/GSFC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for HBG II. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SD- VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received.
No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.
Interested firms that possess the capability to meet the above requirement as described in the attached DRAFT Statement of Work (SOW) are encouraged to submit a capability statement indicating the ability to perform all aspects of the effort.
Additionally, in support of the Executive Order (EO) 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, NASA is seeking to advance equity or remove barriers for members of underserved communities related to this requirement. As defined in the EO, Underserved Communities refers to populations sharing a particular characteristic, as well as geographic communities, that have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life, as exemplified by the list in the preceding definition of "equity." Equity means the consistent and systematic fair, just, and impartial treatment of all individuals, including individuals who belong to underserved communities that have been denied such treatment, such as Black, Latino, and Indigenous and Native American persons, Asian Americans and Pacific Islanders and other persons of color; members of religious minorities; lesbian, gay, bisexual, transgender, and queer (LGBTQ+) persons; persons with disabilities; persons who live in rural areas; and persons otherwise adversely affected by persistent poverty or inequality.
NASA seeks input in the following areas:
1. To support the requirements identified in this request for information (RFI)/sources sought notification, what barriers or opportunities exist to engage subject matter experts from industry and academia and how can those barriers be overcome? How can underserved communities be leveraged?
2. To support the requirements identified in this RFI, what barriers or opportunities exist to partner with subcontractors that employ members of underserved communities, as defined above?
3. What other recommendations would you make to enhance diversity and inclusion?
4. What should be considered to encourage full participation and contribution of organizations and individuals etc.?
All capability statements and RFI responses shall be limited to ten (10) pages and be submitted electronically via email to Contract Specialist Avery Stevenson at avery.p.stevenson@nasa.gov and Contracting Officer Cassandra Moore at cassandra.k.moore@nasa.gov no later than November 5, 2024 12PM Eastern Standard Time. Please reference the RFI Notice ID in any response.
This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.
Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
NASA intends to publicize a listing of respondents in order to facilitate teaming arrangements.
Should your firm desire not to be included in this listing, clearly indicate this desire in your response.
Thank you for your interest.
