January 22, 2025
TO: Vendors Interested in the Historically Black Colleges and Universities (HBCU) Consortium for Acquisition Development (HCAD) Acquisition
FROM: Leona D. Ellis, Contracting Officer
SUBJECT: Notification of Termination of HCAD Acquisition
We are writing to inform you of a recent development affecting the planned acquisition effort under the Historically Black Colleges and Universities Consortium for Acquisition Development (HCAD). This acquisition was initiated to support Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives in response to Executive Order (EO) 14035, Diversity, Equity, Inclusion, and Accessibility in the Federal Workforce, issued on June 25, 2021.
As you may be aware, EO 14035 has been repealed, necessitating the immediate discontinuation of related DEIA initiatives and programs. As a result, federal agencies are required to terminate any ongoing or planned efforts supporting the now-repealed EO. Accordingly, the HBCU HCAD effort will not proceed, and the acquisition has been terminated.
We appreciate your interest and the effort you may have already invested in preparing for this opportunity.
Should you have any questions or require further clarification regarding this notification, please do not hesitate to contact Leona D. Ellis at leona.d.ellis@nasa.gov.
We value your continued interest in future opportunities with NASA and look forward to engaging with you on other efforts aligned with our mission and priorities.
Sincerely, Leona D. Ellis Contracting Officer cc: K. Mitchell, NASA HQ Director, Procurement Strategic Operations Division (PSOD)
A. Vaughn, NASA Lead Contracting Officer (Technical)
