(U) Introduction/Background (U//FOUO) USCYBERCOM established the Capabilities Development Group (CDG) to coordinate, integrate, and prioritize cyberspace capability development efforts to rapidly deliver joint operational products through integrated project delivery, enabling full-spectrum cyberspace operations. The CDG plans and synchronizes joint capability development for the cyberspace domain, rapidly delivers mission-ready operational products and services required for generating, facilitating, or monitoring effects, and operates and maintains USCYBERCOM’s technical baseline to enable the Command to execute its missions.
U.S. Cyber Command (USCYBERCOM) has a need to move data securely between U.S. Cyber Command (USCYBERCOM), Intelligence Community (IC), Department of Defense (DoD), and commercial networks. This boundary solution, the Cyber Command Guard Farm (CCGF1) will provide robust boundary security and mediation of data and information sources. CCGF1 shall have initial operating capability starting in 4th Quarter of Fiscal Year 2018. A secondary Guard Farm (CCGF2) solution shall be developed and deployed which will protect and buttress CCGF1 at the network layer and may additionally serve as an enterprise boundary. CCGF2 shall be funded and deployed in FY2019.
The Government will be maintaining, replicating, and expanding these boundary solutions for deployment in support of enterprise and mission systems. The design pattern will be implemented and accredited by a partnering government agency and then maintained by USCYBERCOM.

Format and Topic of reports shall be determined by operational need and other requirements to be furnished by the Government.
(U) Qualifications of Personnel (U//FOUO) The Contractor shall demonstrate capabilities of proposed personnel via resume.
(U//FOUO) The Cross Domain Solution Specialist Skill Level 4 is considered a key personnel position. The contractor shall fill this position within 15-business days of contract award, and shall provide a letter of intent for the Key Personnel to remain on the contract for at least six months from the contract award. All other positions shall be filled within 90-days after award of the contract. Replacement personnel shall be replaced within 14-days for the key person if they leave the contract and within 30-days for all other positions under the contract. Comment by Haran, Michael S: We are recommending FFP LOE for this contract as the number of hours that will be billed during a year will be predicated on operational needs as well as day-to-day support. We know we need normal 9-5 business support. The unknown is the surging for operations or exercises. The other unknown is the data flow capabilities within the CDS. Each data flow is unique and different and will require a certain level of effort in order to automate via CDS. We are also still determining the capabilities and capacities of the CDS hardware itself.
(U//FOUO) The contractor shall designate a lead to be the primary interface between the contractor and the Contracting Officer’s Representative (COR).
(U) Refer to Appendix A of this Statement of Work for labor category descriptions.
(U) Subcontractors (U//FOUO) Subcontractors and consultants are anticipated. Use of subcontractors and consultants other than those included in the contactor’s proposal shall require prior approval by the Contracting Officer.
(U) Administrative Information (U//FOUO) Technical discussions held by the Contractor with end-users, sponsors, or others do not authorize ANY change to cost, schedule, or scope of this effort. Such matters must be resolved by the Contracting Officer.
