About this file

This document is a detailed technical specification for a HAZMAT Decontamination Shelter system. The shelter must meet specific requirements for ventilation, universal connectivity, flooring, anchoring, utility ports, equipment hangers, inflation system, and materials. Key performance criteria include rapid auto-deployment, relocatability, high wind resistance, and extended operational lifespan without maintenance. The shelter and accessories must have a minimum 5-year manufacturer's warranty.

This shelter specification is related to a federal contract opportunity solicitation (FA441724Q0076) issued by the Department of the Air Force Special Operations Command for a Hazmat Decontamination Shelter system with accessories. The solicitation provides the full details of the product requirements.

· Shelter canopy shall feature no fewer than 4 vents screens positioned near the shelter peak to help evacuate heated air; vent screens must include exterior covers to shelter can be sealed.

· Shelter must include universal shelter-to-shelter connector capability that allows fast, easy and universal connectivity with any other shelter of the same brand regardless of shelter size.

· Shelter must include a preinstalled floor that is removable; floor must be attached via heavy-duty hook and pile.

· Shelter heavy-duty ground stake anchoring points shall be attached to the frame at approximately 5’ intervals along the base of the shelter and running the length of the shelter on both sides.

· Shelter shall tie down ropes shall be attached to the frame to secure shelter in high wind environments.

· Shelter window panels shall by 2’x3’ and consist of a fixed, integrated mesh screen and an exterior privacy flap that is secured on three sides via heavy-duty hook and pile; the exterior privacy flap must match the canopy color and include ties to retain the flap when opened.

· Shelter utility ports shall be adjustable from 8’’ to 14’’ and positioned at approximately 5’ intervals along the base of the shelter and running the length of the shelter on both sides.

· Shelter High-Capacity Equipment Hanger D-Rings shall be attached to the frame at approximately 5’ intervals at 65’’ high; each ring must be able to support a minimum of 50 LBS

· Shelter Cross Beam Hanger Loops shall be attached to the frame cross beams; each loop must be able to support a minimum of 20 LBS.

· Shelter Cross Beam Utility Retainer Straps shall be preinstalled but removable, each strap must be able to support a minimum of 20 LBS.

· Shelter shall feature padded exterior lift handles attached to the airframe to aid in the repositioning of shelter while deployed.

· Shelter shall be provided with a heavy-duty soft transport case.

· Shelter shall be provided with a weather-proof pouch containing a user’s manual and a field repair kit; the pouch shall be attached to the shelter to prevent loss.

· Shelter shall be provided with a standard inflator.

· Shelter shall include a lightweight, compact 110V inflation/deflation system not to exceed 24’’ x 8’’ x 8.’’

· The standard inflation system must be able to auto-deploy the shelter at a rate of 100 SQ FT of interior shelter space per minute.

· The standard inflation system must provide a quick-connect positive locking system with inflation valves, both primary and secondary, that does not require threads or locking pins.

· The standard inflation system shall be a stand-alone, allowing it to be an interoperable component with other shelter systems.

Shelter Materials:

· Shelter airframe shall be a Chemical Resistant reinforced synthetic Neoprene material.

· Shelter airframe shall be reinforced Polyester High Tenacity at 990 deniers’ minimum base fabric, equally coated on both sides with Neoprene.

· Shelter airframe material shall have a minimum tensile strength in both directions of 200 lbs./inch.

· Shelter airframe material shall have a minimum fabric weight of 17 oz./square yard.

· Shelter canopy and interior curtains shall be made of a lightweight, yet durable urethane coated nylon or polyester woven material.

· Shelter canopy and interior curtains shall not exceed 10 oz./square yard.

· Shelter canopy shall be UV resistant.

· Shelter canopy shall be water repellent.

· Shelter canopy shall be fire resistant.

· Shelter floor shall by heavy-duty vinyl

Shelter Design and Construction:

· Shelter airframe shall be of a closed, airtight, single chamber design.

· Shelter requires zippered closures on the front and back, not a hard door.

· Shelter airframe shall employ tapered beam and full diameter mitered joints in both the roof and arch structures to ensure maximum resistance to roof load capacities and wind loads in all directions.

· Shelter arches shall be spaced no greater than 62’’ on center to ensure proper roof strength.

· Shelter airframe beams shall have a minimum diameter of 12’’ at all critical load points and a minimum diameter of 8’’ on all lateral beams and cross supports.

· Shelter airframe shall have fully integrated base support air structure and eave purlin air structure for ease and speed of deployment, ability to reposition after deployment, and overall strength and rigidity of shelter.

· All intersecting airframe connections shall have triple-layered seam construction.

· Shelter airframe deployment shall require only one fill or inflation point.

· Shelter shall have multiple inflation options as standard components to include primary fill valve, secondary fill valve, and SCBA fill valve.

· Shelter primary fill valve must be of metal construction and of a quick-connect positive locking “push-pull” design, not requiring thread, hasps or locking pins.

· Integrated SCBA fill valve must be of a double locking quick connect coupling with a hose retainer loop for added safety.

· Shelter shall include as standard at least one self-resetting automatic pressure relief valve capable of relieving sufficient air flow to ensure safe and reliable inflation via SCBA or high-volume inflator and protect against injury to personnel and damage to airframe; pressure relief valve shall be preset to shelter’s operating pressure not to exceed 3.5psi

· Shelter canopy and end walls shall be permanently attached and integrated to the exterior of the airframe.

· Shelter-to-shelter connector shall be integrated into the canopy and does not require any additional components or hardware; shelter-to-shelter connectors shall be sealed via weather-resistant zippers.

· Shelter floor shall be preinstalled but removable via heavy-duty hook and pile; the shelter floor must also include a redundant attachment feature to ensure the floor does not unintentionally become separated from the shelter; shelter shall remain fully operational without the floor installed.

· All specified and applicable options to include doors, windows, utility ports laundry ports, ID panels, LED lighting, curtains, containment berms and plumbing shall be pre-installed and deploy/pack with the shelter.

Performance

· Shelter shall deploy within its own external dimension footprint.

· Shelter shall auto-deploy under normal conditions, not requiring unrolling or unfolding prior to inflation.

· Shelter shall require no more than two personnel to deploy under normal conditions.

· Shelter shall deploy at a rate no less than 100 SQ FT per minute.

· Shelter shall be relocatable after deployment.

· Maximum operating pressure to meet all rated performance specifications shall be no greater than 3.5psi

· Air pressure safety burst factor shall be no less than 10 to 1, meaning the shelter airframe, seams, and components can withstand 10x the normal operating pressure of the shelter.

· Air pressure safety margin shall be no less than 2 to 1, meaning the shelter shall remain fully operational at 50% its normal operating pressure.

· Shelter with all installed accessories and options shall remain fully deployed without the need for reinflation or “topping off” for a time period of no less than 100 hours regardless of ambient temperature changes.

· Shelter’s operating temperature range shall exceed -30oF to 120oF

· Shelter’s minimum wind rating, sustained shall be no less than 50 MPH and minimum wind rating, gust shall be no less than 60 MPH.

· Shelter, when stored properly, must remain fully functional after 6 months of storage without need for deployment or maintenance.
