About this file
This document is a Request for Proposal (RFP) issued by Auburn University for a Regulated Waste Management Contract covering hazardous and non-hazardous chemical waste services. The university is seeking a turnkey service provider to handle segregation, packaging, transportation, treatment, recycling, and disposal of chemical waste from campus locations. The contract term is one year, with potential renewal options for up to four additional years, and the effective date is tentatively set for March 1, 2024. The RFP was issued on December 18, 2023, with proposal responses due on January 24, 2024 at 10:30 AM CDT. The contractor must provide services compliant with federal, state, and local regulations, with waste shipments to be made from Auburn University's Environmental Health and Safety Building at least every 90 days.
Pricing will be evaluated as 50% of the proposal, with unit pricing required to be inclusive and firm for the first contract year. Price increase requests must be submitted at least 60 days before the end of each contract period. The university will also evaluate the contractor's history and past performance (45% of proposal) and the completeness of the proposal (5%), considering factors such as permitted treatment, storage, and disposal facilities, personnel competence, cradle-to-grave compliance, and relevant experience. The waste volumes for the previous fiscal year are provided, showing approximately 11,575 pounds of lab pack waste across various hazard classes and 30,899 pounds of bulk drum waste. The RFP includes specific requirements for handling unique waste streams, including additive manufacturing metal powder-related waste from 3D printing and potential special waste like shock-sensitive or temperature-sensitive chemicals.

Section I. Request for Proposal
A. Intent and Scope for the Auburn University Regulated (hazardous & non-hazardous chemical) Waste Management Contract
• Auburn University (AU) is currently seeking turnkey service bids for the segregation, packaging, transportation, treatment, recycling and disposal of hazardous and non-hazardous chemical waste under this Request for Proposal (RFP). Services provided by the vender must be in compliance with all federal, state and local regulations applicable to a large quantity generator of hazardous waste.
B. AU Background Information:
• AU is a large quantity generator of hazardous wastes (EPA ID ALD000826958). Primarily, hazardous, non-hazardous wastes are collected from the various accumulation areas throughout campus by Auburn University personnel. Waste is transported to the AU’s Environmental Health and Safety Building (EHSB) located at 970 Old Camp Road, Auburn University. Hazardous waste shipments will be made from this location at least every 90 days. Additional shipments may be required. Occasionally, large amounts of chemical wastes are accumulated at various locations on campus (i.e. within a lab during a clean out) that may necessitate removal from that campus location rather than the EHSB.
This occasional request will be communicated to the vender in advance of the scheduled service date.
• It is AU’s preference to ship the entire inventory of hazardous waste in storage at the time of the waste shipment. The contractor’s proposal shall identify any materials that cannot be managed at its TSDF and how these materials will be accommodated under this contract.
C. General Specifications:
1. This RFP is for the segregation, packaging, transportation and disposal of hazardous, non-hazardous chemical wastes from AU.
2. Work under this contract is to be conducted during normal working business hours Monday through Friday between the hours of 7:45 AM and 4:45 PM (CST) and in such a manner as to create minimal disruptions to AU operations.
3. Transfer of waste and title shall be at the time the vender takes possession of and removes waste materials from AU.
4. Title, Risk of Loss and all other incidents of ownership to the waste material shall be transferred from AU and shall be vested with the contractor.
5. The Contractor shall provide unit pricing for the items indicated on the proposal to include minimums. Unit pricing provided will be inclusive with no additional charges for materials, labor, mobilization, waste profiling, waste pickup, etc. being accepted.
Unless identified in the pricing, we will assume that there are no minimums.
6. PRICES QUOTED TO REMAIN FIRM DURING FIRST YEAR OF THE CONTRACT. Price increase requests for each of the one (1) year renewal options must be submitted in writing to the Hazardous Materials Manager at least sixty (60) days before the end of any one (1) year period. AU shall approve all price increase requests in writing before increases will be allowed. Any approved price increase will take effect at the beginning of the next one (1) year term.
7. The Contractor must schedule and perform work within thirty (30) days from notification by AU in accordance with the terms of the contract.
8. Invoices submitted by the vender must be itemized indicating at a minimum, the corresponding manifest number, manifest line item, the number of containers, the type of containers, each container’s weight, DOT Class(es), unit price and total price. In addition, charges for disposal must also include, drum numbers and/or profile numbers, drums sizes, packing media and quantities of each. For example:
Manifest No.
Line Item
No. of Containers
Type of Container
Container Weight
DOT
Class
Unit Price
Total Price
9. Certificates of disposal or destruction must be submitted within 90 days of waste shipment and must accompany all invoices for waste disposal. Full payment may be delayed until such time as the certificate has been received by AU.
10. AU reserves the right to inspect and evaluate the Contractor’s facilities at any time during the contract period.
11. Quantities listed in this specification are previous year’s quantities and estimates only.
AU reserves the right to have quantities greater than or less than listed.
12. AU reserves the right to manage waste in another manner as long as that method meets all legal requirements for disposal and/or recycling.
D. Waste Removal Requirements
1. Containers for transport and the transport vehicle shall be prepared by the Contractor in such a manner as to comply with applicable local, state and federal laws and regulations including all EPA and DOT regulations.
2. All drums for lab packs, liners, packing media and any other supplies will be provided by the Contractor.
3. All chemical waste will be inventoried by shipping container. The shipping container or
“drum” inventory sheet must contain the following information: drum type, drum number, proper DOT shipping name, UN/NA number, DOT hazard class, chemical names, number of containers, size of containers, EPA waste code number, the unique AU inventory number, name of the chemist and the name of the person packing the drum.
4. AU personnel will routinely prepare bulk 55- and 30-gallon drums containing compatible waste streams. Typical waste streams that are bulked by AU personnel prior to shipment include spent halogenated solvents, spent non-halogenated solvents, waste formalin, used paint and paint thinner, waste corrosive solutions and oil/water mixtures.
5. Transport of waste (lab pack or bulk) must be to an EPA-approved treatment, storage and disposal facility (TSDF).
6. All placards used by the transport vehicle to comply with DOT requirements will be provided by the Contractor.
7. All required paperwork is to accompany the shipment to the disposal facility. The
