About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document submitted by the Defense Logistics Agency (DLA) Troop Support, Construction and Equipment Supply Chain. The contracting activity seeks to acquire six units of a Two-Tier Construction Portable Hazardous Material Storage Building (Part Number 30B-TT) manufactured exclusively by Environmental Compliance Products, Inc. (CAGE CODE: 0TAS6). The item is classified as a commercial product and features gauge-welded steel construction, steel hinges, pins and handles, fusible-link fire dampers, grounding lugs, and aluminum grating flooring. The National Stock Number remains unassigned, and there are no option years associated with this requirement. Estimated unit and total dollar prices are redacted in the document.

The justification for restricting competition to a single source is based on the fact that Environmental Compliance Products, Inc. is the only known approved source that meets DLA's specific form, fit, and functional requirements, including compatibility with military transport systems and deployment infrastructure. The technical data for this product is proprietary and patented, preventing the government from conducting full and open competition. The authority for this action derives from 41 U.S.C. § 1901 as implemented by Class Deviation 2026-O0028. A Sources Sought Notice was issued on June 29, 2026, and closed on July 29, 2026. The Contracting Officer, Avril E. Dickerson, certified on October 2, 2026, that the anticipated cost is fair and reasonable. The solicitation will be posted to the DLA Internet Bid Board System (DIBBS) and the Contract Opportunities website, with this justification published alongside the solicitation.
