Performance Work Statement (PWS)
FOR
Satellite Terminals
Hawkeye 2.4M Multi-Band VSAT
Hawkeye III Lite 1.2M Tri-Band VSAT
Maintenance and Repair
March 2022

SECTION 1.0 DESCRIPTION OF SERVICES/GENERAL INFORMATION
1.1. Scope of Work:
NON-PERSONAL SERVICES AND/OR INHERENTLY GOVERNMENTAL SERVICES. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the PCO immediately.
These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform repair of defective modules and hardware for the Hawkeye Satellite Terminals as defined in this Statement of Work (SOW) for the Joint communications Support Element MacDill AFB, FL. The proposed work effort for the satellite terminals will cover the technical evaluation, test and alignment, and the repair of the Satellite Terminals and/or Line Replaceable Units (LRU)’s. The contractor must perform to the standards in this contract.
1.2. Specific Tasks:
Equipment Maintenances and Services – Equipment Maintenance & Services are the provision of system level repairs, LRU repairs and replacement parts to maintain equipment in good working order.
1.3. The contractor will perform inspection and technical evaluation of defective items to determine level of service required. Report is completed and repair estimate is provided within 10 days of receipt of defective item.
1.4. The contractor will repair and or replace defective items.
1.5. The contractor will perform testing and alignment as applicable for all repaired items.
1.6. The contractor will warrant all repaired units as to labor and replacement parts for 1 year after customer receipt. Contractor will track all items by serial number for their prescribed warranty period in an adequate administrative system for 1 year from the date of shipment. Contractor will track all Return for Maintenance Authorizations in an adequate administrative system for the lifetime of the equipment (whether it is under warranty or not).
1.7. The contractor will incorporate necessary product engineering changes into the repair cycle process as required.
1.8. The contractor will ensure all repairs performed will not void any vendor product warranty.
1.9. All repaired items will meet vendor designed environmental specifications.
1.10. All repaired equipment/LRUs will be on-air tested prior to return to customer.
1.11. The contractor shall repair all equipment/LRUs supplied by the Customer in accordance with this SOW.
1.12. All repairs will be accomplished by the contractor trained technicians or authorized vendor technicians.
1.13. All repairs will be performed at contractor facilities or at field locations.
1.14. The contractor shall repair or replace all defective equipment/LRUs within 30 days of receipt of the failed unit.
1.16. All repairs will be completed within 30 days. When the repair will exceed 30 days, the contractor shall notify the contracting officer and customer of the delay.
SECTION 2.0 SERVICES SUMMARY
2. LRU Repairs:
2.1. Upon receipt the Contractor will conduct a thorough evaluation of the item to determine the level of repair (category I, II, or III) that will be required (See Appendix A). Repairs will be completed for no additional charge if they do not exceed the amount paid for testing and evaluation.
2.2. The contractor will provide a detailed quote to include labor hours and required parts to repair the item for customer approval, if approved by customer the Government will issue a Firm Fixed Price delivery order to the contractor for repair and parts. Report is completed and repair estimate is provided within 10 days of receipt of defective item.
2.3. If any subsystem (e.g., LRUs, antenna, pedestal, feed boom, SSPA, BUC etc.) repair cycles exceed standard system turn- around time, the customer will be given the option to have the remainder of the system returned prior to completion of subsystem repairs. If the customer opts for the return of the system prior to completion of extended repairs of subassemblies, that subassembly will not be operationally tested with the system.

SECTION 4.0 GENERAL INFORMATION
4 Contractor Responsibilities:
4.1 All work performed by the Contractor will be coordinated with the customer.
4.2 Qualified engineers and technicians who shall be fully conversant with the equipment listed in Appendix A of the SOW and will accomplish all contracted work. All Contractor personnel will have the following minimum qualifications:
4.2.2. A demonstrated knowledge of specific equipment to be maintained.
4.2.3. Experience and familiarity in the maintenance of all equipment covered by this SOW.
4.2.4. Proven ability to convey technical information to the customer in regard to the operation and maintenance of the equipment.
4.2.5. Possess a working knowledge of the test equipment relevant to the assigned task.
4.3 The Contractor will perform system maintenance as required in accordance with this
SOW.
4.4 The Contractor will perform an operational test on systems and/or LRUs, to verify performance.
4.5 The contractor is responsible for the shipping costs back to the customer
4.5.2. Customer Responsibilities:
4.5.2.1 The customer will perform fault isolation IAW technical manuals and identify the defective subsystem/LRU and will coordinate with the provider the return of the defective item.
4.5.3. Separate quotes require customer approval prior to performance of work.
The customer is responsible for shipment cost to the contractor facility.

LRU Repair Categories
Category I Repair– Shall include but not be limited to minor repairs such as, alignments, broken wires, replace fuses etc. A typical Minor repair will take 4 hours to include test and evaluation.
Category II Repair – Shall include but not be limited to fault localizing to a Shop Replaceable Unit (SRU), Repair of the SRU, Re-alignment and test.
Category III Repair – Shall require Major Rework and Depot Overhaul. All repairs beyond this threshold shall be deemed Beyond Economical Repair (BER).
