PERFORMANCE WORK STATEMENT

1. Purpose. To maintain hull integrity, the Range Management Department is required to haul out vessels on a routine basis. For larger vessels, this work must be performed at a boat yard where there is sufficient space and crane support to remove craft ranging from 41 to 87 feet.

2. Background. The department maintains and operates One (1) 87’ Patrol Boat (PB), two (2) 74’ Landing Craft, Mechanized (LCM); one (1) 65’ Inland Buoy Tender; two (2) 41’ Utility boats; and one (1) 58’ moving target support boat for high-speed moving targets. The seven (7) watercraft requires haul out to inspect the hulls, keel coolers, propulsion gear, protective zincs, and to be bottom painted. This work cannot be conducted with the watercraft in the water. MCAS Cherry Point does not have organic assets capable of removing these watercrafts from the water. During haul out, personnel from the division will perform additional maintenance and preservation while the watercraft are in the yard. This requirement is intended for a base period and option periods for recurring annual haul-out services, subject to funding and exercise of options.

4. Requirements

a. Best Management Practices (Environmental). References (a) and (b) establish Navy/Marine Corps policy for conducting operations in an environmentally sound manner. The goals of which are to comply with the existing federal, state, and local environmental laws and regulations, conserve natural resources, prevent pollution, clean up existing waste sites, and facilitate the development and introduction of new technologies that will support these goals. As a federal facility, MCAS Cherry Point personnel are responsible and liable for compliance within their areas of control. In addition, per reference (c), the Navy/Marine Corps may be determined to be responsible for activities that occur in private boat yards associated with the construction, repair, and modernization of vessels. The contracted boat yard shall employ environmental Best Management Practices complying with applicable state and federal environmental laws.

b. Best Management Practices (Safety). In accordance with references (d) and (e), the contracted boat yard is responsible for providing safe working conditions for not only their own employees but also for government civilian/military personnel who perform work at the boat yard during the yard period. Reference (d) requires all levels of command to establish and maintain a safety program (Operational Safety and Occupational Health (OSOH)) to enhance force preservation by preventing mishaps and reducing personnel and materiel losses. It also requires inspection and evaluation of all activities and facilities to ensure they are free from recognized hazards that are likely to cause death or physical harm. Therefore, the government requires the boat yard to employ safety Best Management Practices (BMP) complying with applicable Occupational Safety and Health Administration (OSHA) state and federal laws.

c. Location. Contracted boat yard must be located within two hours driving time via waterway and within one hour driving time via government vehicle from MCAS Cherry Point NC to reduce excess travel time by government civilian/military personnel who will be required to perform various tasks during the yard period. Any excess travel via government vehicle reduces the amount of time available to complete tasking and thus increases the length of the yard period. The preferred boat yard must have a certified farrow blasting facility within the travel distance outlined in this section.

5. Scope of Work. The Government intends to schedule vessel availabilities, with no more than one vessel in contractor haul-out status at a time, unless otherwise authorized in writing by the Government.

a. The government will make the vessel available to the contractor by way of water.

b. Haul, pressure wash, block & launch one (1) 87’ PB, four (4) 41’ Utility boats, two (2) 74’ LCMs, one (1) 65’ Inland Buoy Tender, and one (1) 58’watercraft.

c. For planning purposes, the anticipated contractor storage/availability period is approximately 2 weeks for each 41-foot Utility Boat, 4 weeks for each 74-foot LCM, 5 weeks for the 87-foot Patrol Boat, and 3 weeks for the 58-foot Bravo Tender and the 65-foot Inland Buoy Tender.

d. The contractor shall Farrow blast the entire hull below the waterline to sound primer on the two (2) 41-foot Utility Boats and the two (2) 74-foot LCMs. The 87-foot Patrol Boat shall be Farrow blasted only if directed by the Government following post-haul inspection. Farrow blasting is not required for the 58-foot Bravo Tender.

e. The contractor shall provide Government personnel weekday access from 0730 to 1700 and shall provide parking/staging for one Government vehicle and trailer within 25 feet of the vessel, when consistent with yard safety requirements and physical layout constraints.

f. Contractor shall allow the government to remove/re-install: propellers, shafts, cutlass bearings, zincs, shaft logs, inspect hull, conduct preservation on or in main/well deck, apply bottom paint, and complete any necessary repairs while the vessel is blocked.

g. The contractor shall provide, as part of each vessel availability, an environmental ground tarp for hull painting, scaffolding, potable/non-potable water as appropriate, and electrical power sufficient for basic Government hand tools. The contractor shall also provide forklift support, including operators, during normal working hours upon reasonable Government request.

h. The government will apply any required bottom paint to all vessels listed in Section 5.

i. Government will inspect the vessel for final acceptance.
