About this file

This is a Request for Proposal and Bid Form for HVAC renovations and modifications at the Rensselaer County Historical Society's Hart Cluett Museum in Troy, New York. The project involves comprehensive HVAC system upgrades for a four-story building (57 and 59, including carriage house) that currently operates with a 1999-installed system comprising a basement boiler, four floor-mounted horizontal air handling units, four rooftop units, and non-functional humidification equipment. The scope of work is turn-key construction under a single HVAC vendor agreement and includes producing stamped engineered drawings based on design-build specifications, acquiring building permits, disconnecting and removing non-reused equipment, installing four new rooftop units on existing curbs, and reusing existing piping and electrical infrastructure where feasible. Bidders are required to conduct a pre-bid walkthrough to assess equipment conditions and identify any deviations from assumed reusability, and to provide itemized lists of all vendors, subcontractors, and suppliers as part of their proposals.

The project is funded through grant financing awarded to the Owner and requires Minority and Women-Owned Business Enterprise (MWBE) participation with a minimum of 30 percent of total project cost. Bidders must clearly identify MWBE vendors, subcontractors, and suppliers in their proposals to demonstrate compliance with this set-aside requirement. All work is assumed to utilize existing structural curbs, piping, and electrical systems, though bidders must note any conditions discovered during pre-bid assessment that would prevent reuse of existing infrastructure and provide cost implications within their bid submissions.
