4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 (or 41 U.S.C. 1903 for Special Emergency Procurement) as implemented by FAR Subpart 13.5: Only one responsible source.

5. Reason for Authority Cited: Fort Benning, Georgia (FBGA) currently utilizes a Harris Land Mobile Trunked Radio System which has unique AES encryption capabilities and requirements. This Harris backbo interaction and compatibility with portable radios none of which were able to operate in encrypted mode on the Harris backbone. The FBGA LMR System is a Harris Corporation product and is supported by the Harris Corporation. Currently there are approximately 3000 Harris product users on FBGA due to installation communication infrastructure and maintenance support. FBGA Network Enterprise Center (NEC) and Logistics Readiness Center (LRC) are contracted to provide onsite technical support and maintenance support for Harris Cooperation LMR's.

(a) Alternatives: Based on FBGA LMR requirements, -MR encryption cannot operate on the Harris backbone. Therefore, alternates are not available.

Requirements are that LRC LMR radios that encrypt on the AES backbone.

The primary form of communication between the Logistics Readiness Center (LRC) and installation entities is LMR encryption. FBGA LRC mission is to execute Responsive Multi-Functional Logistics Support to train, mobilize, deploy, sustain, and regenerate forces within the FBGA designated AR 5-9 Area of Responsibility. This also includes support to the Department of Emergency Services, Installation Operations Center (IOC) and Antiterrorism/Force Protection. This is a critical requirement due to the effect it hinders support to FBGA entities, especially ey services and operations. This would most defiantly result in mission failure. -attempted to demonstrate their portables operating in the AES encrypted mode on the Fort Benning P25 Trunked LMR System without success. Furthermore, FBGA is operating on a SR10 Software Platform nd hi v r i n r will n rt h features are critical to support the FBGA LRC mission.
