About this file

This document is a Justification and Approval (J&A) for a sole-source contract issued by the Naval Air Systems Command (NAVAIR) for High-Speed Anti-Radiation Missile (HARM) repair parts. The contract authorizes a sole-source action to Raytheon Missiles and Defense in Tucson, Arizona for a base period covering Fiscal Years 2024, with options for FY2025 and FY2026. The contract covers repair parts to support HARM Depot repairs for Guidance Section/Control Section (GS/CS) components for the U.S. Navy, U.S. Air Force, and Foreign Military Sales requirements.

The J&A justifies the sole-source procurement based on Raytheon's unique capabilities and 26-year history with the HARM program. Market research conducted through a Sources Sought notice on SAM.gov and direct vendor outreach confirmed no alternative sources can meet the government's requirements without causing unacceptable delays. Two vendors (Parker Meggitt and Nijsha Enterprise Incorporated) were found incapable of meeting testing and qualification standards. The Program Office (PMA-242) will continue to conduct market research to assess potential future competition, but currently determines Raytheon is the only responsible source capable of providing the required HARM supply parts.
