About this file

This file is a Questions and Answers document from the second submission round for the Hardware Acquisition Recompete DLA Direct (HARDD) solicitation, containing 24 clarifications and Government responses addressing proposal preparation requirements and program parameters.

Key clarifications include: blank columns Y, Z, AA, and AB in Attachment 2 will not require offeror data; Factor 3 (Price) was removed from narrative requirements in Section L.6.0.3; ISO 9001 certifications may be submitted outside page count limits; the Capability Assessment Plan template serves as the required hard copy submission and replaces website submission; foldout graphics count as one page; a new Column Q was added to capture Preferred Lead Time data; the Statement of Work was updated to reflect FOB Destination (except for FMS orders) with no VSM application; contractors must maintain an overall 90% On-Time Delivery rate across all delivery orders per NSN; proprietary marking requirements do not require additional markings beyond Section L.3.3.2 disclaimers; and technical data is located in the cFolders repository under SPE4A226R0002V. The Government estimates a maximum base period 5-year value of $35,557,082.78 with a program ceiling of $2,929,650,710.80. Awards will be made by individual NSN based on past performance and cost/price, with each awardee receiving their own NSN set. The proposal deadline was extended to July 2, 2026, with contract implementation targeted for October 2027, adding groups quarterly. Price escalation will follow EPA Indexes, First Article Testing costs are included in total aggregate price evaluation, and small business subcontracting goals apply to all NSN orders regardless of sole-source status.

Question #Reference DocumentSection #Page #Question, Supporting Rationale, and RemedyAnswers:
1Attachment 2 - HARDD Section BN/AN/AColumns Y, Z, AA, and AB are blank. Will data for these columns be provided to the awardees following contract award? If so, should these columns then be removed from Attachment 2, TEP spreadsheet?Schedule B Updated
2Attachment 4 - HARDD Section LL.6.0.39,10Sec. L.6.0.3 states, "The Offeror should include a narrative for all contracts provided. The narrative shall detail the Offeror’s performance in relation to Factors 1, 2, and 3." Can the Government please remove the requirement that the narrative detail the offeror's performance for Factor 3 - Price?Removed Factor 3 from this statement.
3Attachment 4 - HARDD Section LL.5.06Sec L.5.0 Subfactor 1 states, "Provide evidence of Higher-Level Quality Certification in accordance with ISO 9001 or equivalent." As this evidence is a full page document, will the Government allow for that evidence to be outside of page count and included as an Appendix in the Volume?Yes, the certification can be outside the page count.
4Attachment 4 - HARDD Section L; Capability Assessment Plan (CAP) templateL.8.3.5.113Sec L.8.3.5.1 states, "In addition to submitting the CAP electronically using the Worldwide Web Industrial Capabilities Program website listed in procurement note L19, the vendor shall submit a hard copy as well." With Amendment 1, the Government provided a CAP template for the offeror to fill out. 1) Can the Government confirm that this template, which will be included with the Contracts Volume, will be treated as the "hard copy" that must be submitted, foregoing the need to submit the document by mail or courier; and 2) can the Government confirm that the template replaces the requirement to submit the document via the website since the website it is not operational?L8.3.5.1 Has been updated to reflect these changes.
5Attachment 4 - HARDD Section LL.4.4.26Can the Government confirm that a foldout graphic counts as 1 page?Yes, a foldout document will count as one page.
6Attachment 2 - HARDD Section BN/AN/AIn column "O" the offeror is required to fill in the unit price proposed for the item, however there is no column next to this for the offeror to provide the "Order Delivery Days/Lead Time." Given how the awardees will be measured on meeting the contractual delivery time after receipt of order, we recommend a column be added for this key data element.Column Q added to capture PLT.
7Attachment 1 SOW2.24Reference: "Limitations on Pass-Through Charges." The associated clauses in the RFP (i.e. 52.215-23) related to this paragraph in the SOW were removed with Amendment 0001, therefore, can the Government please remove this section from the SOW as well?Limitations on Pass Through charges info in the SOW has been removed.
8Attachment 1 SOW2.65Reference: "Transportation: Delivery shall be FOB Origin" and "First Destination Transportation will be utilized." Is DLA planning to use VSM where the Government will contract with a transportation provider to and pick up items up from the Contractor's facility and deliver them to the order destination? Can the Government please update the SOW to provide clarification on this topic as this is important for offerors to know whether to incorporate estimated transportation costs into the unit prices proposed for the items.SOW has been updated. FOB Desination except for orders that are FMS.
9Attachment 1 SOW2.85Reference: "Metrics: All contractors shall strive to obtain a 100% OTD, but must meet 90% at a minimum, for each item they are awarded." Is the contractor required to meet a 90% OTD rate at a minimum on each delivery order or maintain an overall average 90% OTD rate at a minimum across all delivery orders issued for a particular NSN under the contract?Maintain an overall OTD across all delivery orders for each NSN
10Attachment 4 - HARDD Section L3.3.2, 4.2.33, 5In Sec L.4.2.3, the Government states, "Each page containing proprietary information should be so marked. The following must be stamped at the bottom, or in the footer, of each page." Can the Government confirm this proprietary marking is in addition to the disclaimer provided in Sec L.3.3.2 and if so, can the Government please provide the language for the proprietary marking an offeror should use?It is not in addition to the disclaimer in Sec. L.3.3.2.
11Can the Government clarify whether lot testing quantities are specified for this effort, or whether determination of lot sizing and associated testing quantities is at the discretion of the offeror/vendor? If specified, please identify where these requirements are documented. Please see updated Schedule B
12Offerors and potential suppliers have been unable to locate the drawings referenced in the solicitation within the cFolders repository locations. Can the Government confirm the correct location of all applicable drawings and technical data needed to support proposal preparation, and advise whether any access permissions or alternate distribution mechanisms are required?Technical data for this solicitation can be viewed in Cfolders under the name SPE4A226R0002V
13Please confirm the Government’s estimated annual value and contract ceiling for the HARDD program. Each contract will have it's own estimated value and ceilings based on NSNs awarded. The max 5 year value of the base period for the initial population is $35,557,082.78. The max ceiling for the HARDD program for the base period is $2,929,650,710.80.
14Please confirm the method of award. Will each awardee have their own awarded set of NSNs? If so, how are awards determined?Yes, each awardee will have their own set of NSNs awarded. These individual NSNs will be awarded based off past performance and cost/price.
15Please confirm if the PDF submittal method for Factor 3: Cost/Price only applies to supporting documentation.Yes, the submittal of Cost/Price supporting documentation shall be in PDF form. The Schedule B should be in excel format.
16Please provide a list of all CONUS and OCONUS DLA Depots being supported under this program. Please go to https://www.dla.mil/Distribution/Locations.aspx
17Historically, which DLA Depots receive the most deliveries of in-scope material? Please see attachment 12
18Will orders for NSNs that are sole sourced to a large manufacturer count against small business subcontracting goals? They will still count against the overall spend of large versus small.
19Section L, 6.0.2: "A copy of the contract provided as an appendix." - Will a copy of the SF1449 and the SOW section meet Volume II requirements to provide a copy of the contract? Given the size of the attachments for contracts, we anticipate large file sizes unless they are omitted. All documents requested in 6.0.2 should be provided. We understand these may be large files.
20What is the Government’s expected implementation timeframe for HARDD?Current timeline is Oct. 2027 with add groups each quarter.
21Please confirm if the Government has performed an internal government estimate for annual escalation. If so, what was the Government's annual escalation estimate?Escalation will be based on the EPA Indexes listed in the solicitation.
22Please clarify whether First Article Testing (FAT) pricing will be considered in the total aggregate evaluation and how it impacts price reasonableness calculations.FAT will be included in the total aggregate price. Reasonableness will be determined by competition.
23Can the government please provide instructions on marking the CAP for proposal submission, which the government has identified as controlled unclassified information (CUI). Per DoD CUI Marking Training Aid DOPSR 25-P-0275 (Dec 2024), the cover page for all documents containing CUI must be marked as follows:

Line 1: the name of the DoD Component (not required if identified in the letterhead) and identification of the office creating the document Line 2: identification of the categories contained in the document Line 3: applicable limited dissemination control (LDC) or distribution statement.

Line 4: name and phone number or email of POC. Organizational emails can be used.

Since DLA has designated the CAP as CUI, can you please provide the above information so that offerors can properly mark the document? Please mark the bottom of each page with the following: SOURCE SELECTION INFORMATION – SEE FAR 2.101 and 3.104

CUI

24 The current deadline for receipt of proposals is June 02, 2026. The suppliers interested in quoting us as a potential prime for HARDD expressed concerns about not having enough time to prepare quotes before HARDD deadline given the added complexity of source inspection requirements combined with the relatively large price evaluation list compared with other DLA solicitations. Can the government please extend the proposal deadline to July 17, 2026 to allow offerors sufficient time to obtain valid quotes? The solicitation deadline will be extended to July, 2 2026
