About this file

This document is a Statement of Work (SOW) for a Handshake subscription contract between the Centers for Medicare and Medicaid Services (CMS) and Handshake, a leading early talent marketplace provider. The purpose of the contract is to enable CMS to efficiently reach and hire high-quality early talent, including students and recent graduates, through Handshake's platform and services.

The SOW outlines the requirements for the base year of September 25, 2024 to September 24, 2025, with an option year extension. CMS plans to continue using Handshake's job board, CRM tool, and enhanced company page features, while also acquiring a license to use the services of a competitor, Simplicity Recruit, to further expand its early talent recruitment capabilities. The contract will be awarded using Simplified Acquisition Procedures on a sole source basis to Handshake. All business proposals must be submitted in whole dollars by August 2, 2024.

Handshake Statement of Work (SOW) 07/17/2024

BACKGROUND

Handshake is the leading early talent marketplace with a proprietary network of approximately ~17 million students & young professionals across 1,000+ universities in the US. No other websites cater to the early talent audience with the university career center access, CRM, virtual events, analytics, and reach that Handshake currently has.

PURPOSE

CMS contracted with Handshake to hire high-quality talent in 2020 to reach early talent. Handshake has proved to be exceptionally efficient and effective at connecting and generating leads. In 2021, CMS reached over 258,000 students and received over 7,000 application clicks. CMS uses LinkedIn in tandem to get the entire recruitment marketplace from seasoned professionals to college students. In 2024, Handshake has connected employers to 13.9M+ students and alumni across 90% of the top educational institutions in the US and is growing.

GENERAL REQUIREMENTS

While Handshake provides a unique service, there are some similarities with LinkedIn; specifically, with job postings, talent sourcing, and enhanced company page. CMS has an existing contract with LinkedIn and currently pays $79,564.98 per year for access to its suite of products. CMS will continue to use Handshake’s job board, CRM tool, and enhanced company page which features a website to promote the employer’s brand including customizable branded content and analytics.

We researched competitor websites:

A competitor in the early talent marketplace is a company called Simplicity. Simplicity Recruit is a recruiting solution for entry-level talent. They can reach over 4 million qualified candidates from 800+ campuses around the world. While they cater to a similar audience, they focus on different schools, and have less reach and functionality than Handshake; however, CMS plans to acquire a license to use their services in addition to Handshake.

College Recruiter is a job search site used by students and recent graduates of all 7,400+ one, two- and four-year colleges and universities who are seeking internships, part-time jobs, seasonal work, and entry-level career opportunities. While the site can post jobs and email candidates, they do not have a CRM, career center tie-in, or virtual events functionality that Handshake possesses.
