Specifications for:

Riding Lawn Mower for the Kipahulu District at Haleakalā National Park 42124 Hana Hwy, Hana

Island of Maui, HI 96713

OVERVIEW

Haleakalā National Park (HALE) intends to purchase commercially available commercial grade riding lawn mower. HALE requires the commercial riding lawn mower for a small fleet of groundskeeping equipment in Kipahulu, a heavily visited district of the park with more than 25 acres of lawn. The district is in a rainforest and must be mowed twice per week minimum to meet visitor service standards.

The selected contractor must have qualified technicians as well as capacity to provide comprehensive maintenance services in a timely manner on the island of Maui, HI. Maintenance and service provided by qualified technicians may include, but not limited to, certified Original Equipment Manufacturer (OEM) services, parts, and labor for provided equipment. All maintenance services shall take place on the island of Maui, HI, at no additional charge to the government.

A. MINIMUM SALIENT CHARACTERISTICS or GENERALLY ACCEPTABLE SPECIFICATIONS Note: All products must meet the requirements set forth by the BUY AMERICAN ACT.

Overview of Required Items:

Minimum 36 HP diesel engine (compliant with the EPA’s Tier IV emission regulations) 4WD and Auto-Assist 4WD (forward and reverse) 2 post fold-down Rollover Protection System (ROPS) Hydrostatic power steering with an adjustable tilt steering wheel High-back, adjustable reclining suspension seat with arm rests 90-degree tilt mower deck (for easier cleaning and maintenance) High lifting capacity side discharge mower deck with a minimum width of 60”, 3 blades, and 1” to 5” cutting heights

Safety Features

2 post fold-down Rollover Protection System (ROPS) Compliant with the EPA’s Tier IV emission regulations

Warranty

The delivered items shall include a minimum 24-month manufacturer’s warranty from the date of delivery.

The warranty shall include protection for all defects in materials and workmanship that arise under normal use of the required items, including, but not limited to: weld cracks, paint flaking, bubbling, fading, corrosion, etc.

B. OTHER REQUIREMENTS

Incidental Installation

The Contractor shall fully assemble the procured item so that all features are functional as intended by the manufacturer upon delivery.

Documentation, Manuals, and Technical Literature

The below documentation shall be furnished:

One (1) Operation & Maintenance Manual that includes, but is not limited to, the original equipment manufacturers (OEM) technical literature for all supplied equipment, operator/safety instructions, as-built drawings, and as-built electrical system drawings.

Original Bill of Sale Manufacturer’s Statement of Origin documents Free and clear legal title(s) to the required item(s)

Keys

All keys associated with the delivered items shall be furnished to the Government at the time of delivery, to include: two (2) complete key sets for all doors, hatches, and ignition.

C. GOVERNMENT FURNISHED PROPERTY OR SERVICES

Not applicable

D. DELIVERY INFORMATION

Delivery Location

The equipment must be delivered to the manufacturer's authorized dealer on the island of Maui, HI. Park personnel will conduct an inspection and receive orientation, manuals, keys, etc., for the equipment at the dealer's yard on Maui. Subsequently, park personnel will transport the equipment to the remote Kīpahulu District on East Maui (Hāna) within Haleakalā National Park.

Delivery Logistics

Park personnel will conduct an inspection and receive orientation, manuals, keys, etc., for the equipment at the dealer's facility on Maui. Subsequently, park personnel will transport the equipment to the remote Kīpahulu District on East Maui (Hāna) within Haleakalā National Park.

Delivery coordination must occur at least three (3) days before the scheduled delivery date.

Delivery Term

To be determined based on Offeror delivery terms provided through quote or proposal.

Delivery shall be made Monday through Thursday between the hours of 9:00 AM HDT to 2:00 PM HDT.

Special Inspections / Invasive Species Inspection

Not applicable

E. INSPECTION AND ACCEPTANCE

Inspection

The Contracting Officer’s Representative will inspect the delivered items at the time of delivery, or alternately the COR may designate a Park Point of Contact who will inspect the delivered items at the time of delivery.

Acceptance

The Government reserves the right to reject all items that do not adhere to these specifications. Any item identified through timely inspection that does not conform to these specifications may be rejected by the Government. The Contractor shall replace all non-conforming items at no cost to the Government. The Government reserves the right to seek consideration from the Contractor for failures to satisfy the requirements established by these specifications.

The Government reserves the right to reject defective items identified through timely inspection. Defects in materials and workmanship include, but are not limited to weld cracks, paint flaking, bubbling, fading, corrosion, and other deficiencies that may require rework or redress.

F. PAYMENT

Payment Made through the Invoice Processing Platform (IPP)

See the IPP clause within the solicitation or contact award for payment guidance.

Prior to submitting an invoice to IPP, all invoices shall be submitted to the Contracting Officer’s

Representative or Park Point of Contact for review and, if acceptable, approval.
