The solicitation requests quotes for multiple pharmaceutical products, including Buprenorphine HCL, Butorphanol, and Ketamine. There are no preferences for specific manufacturers, as long as the concentrations are the same, except that 200mg/mL Ketamine is acceptable. Alternate pack/unit sizes may be proposed, with 0.3mg/mL Buprenorphine being the preferred alternative. The delivery locations and points of contact are provided. Vendors must be registered in the System for Award Management (SAM) to be eligible for award. Offers are due no later than the solicitation closing date, with delivery required by August 1, 2024.

1. Can government provide the delivery location point(s) of contact (i.e.: veterinarians) that will be receiving the deliveries? This will allow us to begin the registration process for setting up and deliveries. (Please note that we will likely need to establish an on-line registration orientation session via MS Teams with the POC’s shortly after award to ensure each location has the appropriate approvals in advance of shipping. We have learned this to be an important step as the online registration process was more cumbersome than anticipated and can lead to delays in shipping from our previous contract with MRCO-E supporting Ft. Liberty veterinary pharmaceutical deliveries).

YES: I anticipate the registration process being easier as there are NO SCHEDULE II DRUGS on this order. Names to follow in separate email.

2. Many of these drugs have multiple manufacturers. Is there a preference for one manufacturer over another?

NO preference as long as the concentration of the drugs are the same (see exception below for Ketamine).

3. Are alternate pack/unit sizes acceptable? For example, the RFI lists Buprenorphine HCL- 2mL vial x 358. If the 2mL size is unavailable which of the following would be the preferred alternative, 0.3mg/ml-1ml box of 5 or 1.8mg/ml-10ml vial?

0.3 mg/ml is preferable

4. We currently make versions of 2 of the items listed. The Butorphanol and the Ketamine. Should we still participate if we have different vial sizes and or strengths? Our butorphanol vial size is 10mL not 50 mL and our Ketamine strength is 200 mg/mL not 100 mg/mL? / Would this be okay/allowed for quote? Standing by for your confirmation.

Ketamine 200mg/ml is okay. We’ll make sure the recipients know the difference as they are used to the 100mg/ml.

Vial size is not terribly important as long as the overall volume is the same.

5. Do you know the quantities of each drug that are expected to be shipped to the six locations?

I have attached a detailed document outlining a comprehensive breakdown and response. This document should suffice in providing the necessary clarity and resolving any lingering questions.

6. Once the paperwork is completed, how do we submit it? / Once the bid is issued is the order being sent within the US.

Kindly submit all the required documentation to the email addresses listed in the 'To' line. Please be advised that all orders will be processed and shipped within the United States.
