This is a sole source synopsis for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement.

This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only.

The Marine Special Operations Command (MARSOC) intends to negotiate and award a sole source contract to purchase special recon (SR) support services from Jacobs Technology. Estimated support service and quantities are as follows:

Provide the MSOS with contracted support to provide periodic (or episodic) qualified Subject Matter Experts (SME), qualified Role Players, support services, equipment, facilities, deliverables, consumables, and personnel to facilitate the Special Reconnaissance (SR) program of instruction (POIs) of the MARSOC Technical Surveillance Course (MTSC), SOF Level One (LVL I) Special Reconnaissance Course (SOF LVL I SRC), and MSOS Instructor Training Course (MITC).

The Government intends to procure episodic contractor instructor and logistic support to assist U.S.

Marine Corps Forces, Special Operations Command (MARSOC) in its efforts to further develop their Special Reconnaissance (SR) Program.

Estimated course support is:

One MARSOC Technical Surveillance Courses (MTSC) One SOF LVL I Special Reconnaissance Courses (SOF LVL I SRC) Two MSOS Instructor Training Courses (MITC)

The Government will provide all SR POIs, Lesson Plans, Directives, Unit SOPs, and Installation/Range Regulations for execution and support of the respective courses. The Contractor shall detail their training methodology and approach in their quote submission. Any curriculum developed by the contractor is proprietary of the Government.

This contract will be a short term follow-on to the previous support of the GBPS MSOS SR Task Order (H9222210D0018-ZL55), awarded on 01 August 2013. A sole source contract is deemed appropriate as no other vendor is able to satisfy the Government’s requirements.

A two month contract utilizing CPFF (Cost Plus Fixed Fee) for Labor/Materials CLIN with a Cost Reimbursable Travel CLIN is anticipated. Place of delivery and delivery dates will be determined at time of award. The estimated award date is scheduled for December 2015.

This requirement qualifies as a logical follow-on, as this order must be issued on a sole-source basis, in the interest of economy, efficiency, and uninterrupted necessary training, because it is a logical follow-on to an order already issued under the previous GBPS contract. All previous awardees were given a fair opportunity to be considered for the original order.

MARSOC has received its Special Reconnaissance training and program support, under numerous prime contract vehicles and by way of lower-tier subcontracted support, since 2006.

Current SR support is provided under the USSOCOM GBPS contract. The GBPS is being replaced by the SWMS contract and it is believed that follow-on support will fall under the contracts category referred to as SWMS B (the small business set-aside vertical providing for SOCOM training).

With USSOCOM desired end state of transitioning contracts to SWMS, MARSOC plans to execute a two month bridge contract in support of Special Reconnaissance Contract H92222-10-D-0018 Task Order ZL55 with Jacobs, Mission Operations Group. 5401 W. Kennedy Boulevard, Suite 900, Tampa, Florida 33609. Two month period of performance of 1 January 2016 – 29 February 2016 with new anticipated SWMS Group B Task Order awarded mid-February 2016 to allow desired 2 week “transition” period for anticipated start date of 1 March 2016.

Given the importance of the SR training to the readiness of our MARSOC Operators, program continuity and uniquely qualified persons with subject matter expertise are paramount to meeting deployment standards. .

A market survey was conducted by the Government (MARSOC Contracting) and Jacobs was found to be the most fiscally responsible vendor who can meet all the requirements for this short-fused period of performance. After this follow on bridge contract, this requirement will be competed under the new SOCOM Wide Mission Support, Group B. There are 32 vendors in Group B and all will be given a chance to compete.

This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement or an exception to the Government's intent to purchase on a sole source basis within three (3) days of this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government is not responsible for any cost incurred for submissions in response to this notice.
