This announcement is prepared in accordance with the format in FAR Subpart 12.6 and Subpart 13.5 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92257-15-Q-0209. All responsible sources may submit a quote which shall be considered by the agency.
The Government may award to award multiple contracts as a result of this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2015-83 (effective 3 Aug 2015) and the DFARS Publication Notice (DPN) 20150626 edition (effective 26 Jun 2015). The proposed acquisition is set aside 100% for small business. This is a Brand Name or Equal requirement. The manufacturer’s name and part/model number have been provided to describe equipment deemed capable of satisfying the Government’s requirement. Further, the manufacturer names and part numbers are provided only to assist potential offerors in understanding the Government’s requirement. The Government is not soliciting or suggesting a particular name brand and will consider quotes for any products of similar size, color, design, and quality as the products listed.
The Government reserves the right and may award based solely on information contained in the quote and is not obligated to seek completion or clarification of any or all of the evaluation factors if the original quote is unclear.
All quotes submitted shall be the Contractor's Best Quote as it is the Government's intent to entertain one (1) final quote only; this includes any discounts on volume.
Quoters must scrutinize this solicitation and ensure their quotes and submissions comply with all requirements. It is not sufficient to merely state your quote complies with the solicitation requirements. You must clearly identify how your quote meets ALL of the solicitation requirements.
All questions concerning this procurement, either technical or contractual must be submitted in writing, via email, to the Contracting Office. The deadline for submittal of questions regarding this solicitation is 12:00 PM Eastern Standard Time (EST) on 2 September 2015. See attachment #1 entitled, Section B – Supplies or Services
Quote submission shall be in accordance with Attachment’s #1 and this document.
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) Award will be made to the Lowest Price Technically Acceptable quote. The Government may award multiple Firm Fixed Price Awards to satisfy this requirement.
Award will be based on the initial evaluation of quotes received in response to the solicitation. Therefore, quoters are cautioned that their initial quotes should contain their best terms from a technical and price standpoint.
Evaluation of quotes will be conducted on a lowest-priced, technically acceptable basis. All quotes will be evaluated first on price. The lowest priced quote will be evaluated for technical acceptability on an acceptable/unacceptable basis. If the lowest priced quote is found to be technically acceptable, then no further evaluations will be conducted and award will be made. If the lowest priced quote is not technically acceptable, the next lowest priced offer will be evaluated, and so on until a technically acceptable quote is found. The following factors shall be used to evaluate quotes:
(i) Technical – To ensure technical compliance:
a. The manufacturer’s name and manufacturer’s complete part number of each item shall be submitted in the quote. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient. Quotes shall clearly state all product specifications for quoted items.
b. Include drawings, product literature, pictures, and description of all quoted items (to include all terms of applicable warranties).
c. Clearly state whether the quoter can meet the required delivery timeframe. Vendors who cannot meet the 90 days after receipt of order (ARO) delivery timeframe will not be considered technically acceptable.
d. Equal products will be considered, all equal products must meet or exceed the quality of the products listed in Attachment #1 in order be considered technically acceptable.
(ii) Price – All line items will be reviewed for price reasonableness. All quotes submitted shall be the Contractor’s Best Pricing. Submitted quotes must reflect unit prices, extended amounts, and an overall order total
(b) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoters specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
