This contract will interact alongside in support of the MRR GBPS PTP Task Order (H9222210D0017- ZL57), awarded on 30 April 2015. A sole source contract is deemed appropriate as no other vendor is able to satisfy the Government’s requirements.
A one (1) Year Indefinite Delivery Indefinite Quantity (IDIQ) contract utilizing Firm Fixed Price Contract Line Items is anticipated. Place of delivery and delivery dates will be determined at the Delivery Order level. The estimated award date is scheduled for October 2016.
Classification Data:
NAICS Code: 488119 FSC Code: U013 SBA Applicability & Size Standard: $32.5 million
The aircraft supporting this contract action must be able to multi-task and perform as SimCAS/ISR (e.g., a SIGINT/C2 NOD), and as a ‘jump’ airborne platform for tactical inserts and extractions of personnel and equipment, from US Military and or Civilian unimproved or improved airfields. Additionally, the aircraft and Contractor must be certified/approved for “Interstate Paradrop” operations, and “Outside 25 statute mile Paradrop” operations. In addition, Contractor shall meet the requirements outlined in 32 CFR 861 and DODI 4500.53 with regards to providing interstate and intrastate paradrop operations via the DoD Commercial Airlift Review Board (CARB) process. Lastly, the Contractor must adhere to the requirements for aviation support of paradrop operations, per USSOCOM Directive 350-8 and primary and secondary aircraft must also be listed on the Scott AFB, Paratroop Air Carrier Listing.
Market Research indicated there were several possible vendors in the industry that have the ability to provide air support services for military missions. However, there are only three vendors who are ‘interstate’ certified by Air Mobility Command (AMC), and listed on the Scott AFB Approved Paratroop Air Carrier Listing that are ‘Interstate Paratroop’ certified, to meet the interstate paradrop requirement of MARSOC. Of these three carriers, only Rampart Aviation, LLC. is able to fulfill all the requirements per the MARSOC MRR Aviation support Statement of Work requirements. During the proposal process of the MARSOC MRR Pre-deployment Training Program support task order, through GBPS – it was brought to the Government’s attention that neither of the other two competing vendors were able to fulfill all the needs for the MARSOC MRR Aviation Support requirements. Discussions were held with operations personnel from both vendors, who confirmed that their Company could not meet all of the requirements as identified. As such, the requirement was removed from the GBPS task order, and thus pursued as a sole source.
