RFQ H92257-15-Q-0174, Amendment 0001:
Questions and Answers
Question/Clarification 1:
In the Statement of Work, Section 3.1 states, “The vendor shall provide all handlers with all equipment required for training that is not otherwise identified as Government‐furnished.” This section also states that the vendor shall replace vendor‐provided equipment, but does not specify the items or provide specifications such as manufacturer or part number.
Q1a: Please identify or list the required vendor‐provided (non‐government furnished) equipment and supplies required to support each class rotation. The list should include any preferred product description and specifications, including manufacturer and part number.
“Vender provided equipment is all equipment listed throughout the document and equipment that will be utilized by the students during any of the courses. Equipment such as bite sleeves, bite suits, bite pillows, jute toys, housing and furniture, training areas and furniture (buildings, warehouses, vehicles, ect..), four wheeler and side by side for inoculation, agility courses, decoy protection equipment for muzzle fighting, class room, and office supplies such as handler handouts, pens, pencils, and paper”. This equipment is the vender’s and is not given to the handler to take home.
The handler will arrive with all equipment for himself and his MPC.
Question/Clarification 2:
In the Statement of Work, Section 7.4, states “Canines shall be trained using actual explosive substances.”
Q2a: Is there a minimum and maximum amount of explosive weight to be utilized during the basic handler’s course?
“While an exact explosive weight is not listed in the document, it is expected that the LOI provided by the vender will include weights. For example; a minimum weight of 1 pound and a maxim weight of 7 pounds of explosives will be used throughout the basic course.”
Question/Clarification 3:
In the Statement of Work, Section 8.4 states, “Civilian owned and operated lodging facilities are not acceptable due to security concerns surrounding the training taking place.”
Q3a: Does this exclude hotels such as the Hampton Inn or other local hotel accommodation?
Q3b: If local hotels are not authorized, is it the government’s intent to limit competition to bidders that own and have on-site lodging facilities?
“Yes this excludes hotels such as the Hampton Inn and other local hotel accommodations. No, the government’s intent is not to limit competition to the bidders that own and have on-site lodging facilities. Rental houses are acceptable. This is for the safety of the MPC.”

Question/Clarification 4:
In the Statement of Work, Section 13.0, includes information related to “Evaluating Potential MPC’s for Procurement”.
Q4a: What is the desired ratio of MPC’s per handler during the canine selection phase?
