STATEMENT OF WORK

FOR MULTIBAND RADIO PACKAGE

In Support Of Marine Corps Special Operations Forces

Prepared by

MARINE CORPS FORCES SPECIAL OPERATIONS COMMAND

SECTION I - BACKGROUND INFORMATION

1. Background Information. U.S. Marine Corps Special Operations Command

(MARSOC) personnel are required to be more skilled at their Military Occupation Specialty

(MOS) than conventional forces. This requirement is validated by MARSOC’s task of doing unconventional type operations with fewer personnel. The Individual Training Course (ITC) package does not currently meet the required need for communications training. To meet this need, MARSOC has developed the MARSOF Network Operators Course (MNOC), which trains

Marines from entry level communications and expands their knowledge to a level required by

MARSOF communicators. This course is coordinated and taught by the MSOS S-6 which is not currently staffed to handle this requirement. Currently, vendors are contracted to train students on their specific equipment.

2. Instructor Scope. The contractor shall provide classroom instruction for a multiband package totaling 18 days covering the PRC-152, PRC-150, PRC-117F, and the PRC-117G.

Classroom location will be the MNOC classroom 110 located in building RR450 and MNOC classroom 167 located in building RR425 with changes as needed.

3. Instructor Mission. The contractor shall provide instructional support to include traditional classroom training, scenario-based training, practical application, and provide a written and practical testing at the conclusion of their period of instruction.

SECTION II -SPECIFIC TASKS

Performance of the tasks listed in this section requires contractor personnel with expertise in specific subject matters. The Government reserves the right to add additional tasks and/or modify existing tasks as MARSOC matures. Tasks that are added and/or modified after contract award will be memorialized via contract modification.

Tasks are categorized under five broad based tasks that are broken down into detailed subtasks as follows:

Task 1: Instruct designated personnel on the Harris AN/PRC-152. (2 training days)

1. Provide Subject Matter Experts (SME) with expertise in Special Operations Forces (SOF) and related equipment to support advanced training.

2. Conduct classroom training and assessments based upon lessons learned from USSOCOM theaters of operation. Subject areas include, but are not limited to, the following:

a. Tactical Communications/Electronics Training to include ability to mentor and teach foreign national personnel in communications equipment used in the assigned theater of operations. Contractors must be prepared to remediate as necessary. Subjects and assets include, but are not limited to, the following:

1) Communications training.

2) Advanced skills training on all (relevant) Marine Corps communications assets.

3) Radios and field expedient antennas.

4) Communications assets and techniques across the spectrum of modern technology including: AN/PRC-152/Tactical Hand Held Radio (THHR).

5) The Government will provide tactical communication equipment to support training.

3. Scheduled contractor personnel will ensure Course Critiques are completed for each period of training, from a random 25% or greater sampling of students. Completed Course Critiques and related material will be provided to MSOS S-6 upon completion of the scheduled training day.

4. Provide MARSOC with evaluations of students as required.

Task 2: Instruct designated personnel on the Harris AN/PRC-150. (5 training days and related equipment to support advanced training.

2. Conduct classroom training and assessments based upon lessons learned from USSOCOM theaters of operation. Subject areas include, but are not limited to, the following:

HARRIS INSTRUCTOR

Duties: Period of performance will be quarterly for all of the upcoming calendar year with four

(4) total sessions of training as scheduled with MARSOC and Harris representatives. Instruct all assigned students to a level of mastery over the AN/PRC-152, AN/PRC-150, AN/PRC-117F, and

AN/PRC-117G. These duties include teaching how to install, operate and maintain each system in all of the following modes: High Frequency (HF), Automatic Link Establishment (ALE), Very

High Frequency (VHF) operations, VHF SINGCARS, Ultra High Frequency (UHF) fixed mode, UHF Tactical Satellite (TACSAT) 25k/5k dedicated, UHF TACSAT 25k Demand Assigned

Multiple Access (DAMA), Integrated Waveform (IW), and Adaptive Network Wideband

Waveform (ANW2). These lessons also include how to program radios using Communication

Programmer Application (CPA), and data programs such as High Performance Waveform

(HPW). The instructor also needs to discuss other programs that will be used with these radios for planning purposes such as PDA-184 and ViaSat. The HARRIS instructor should talk about and demonstrate methods of passing traffic such as PDA-184 when discussing the AN/PRC-

117G and (IW).

Harris cadre will need to conduct coordination 2 weeks before start date of class. This coordination should discuss any deficiencies with gear. If the MNOC Cadre will be short gear, Harris Cadre needs to assist with every effort to obtain outside radios to fill gear deficiencies.
