Government to contract for any supply or service whatsoever. Further, NSWC is not at this time seeking proposals and will not accept any unsolicited proposals. Respondees are advised that the
U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the vendor’s expense.
Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities
(FedBizOpps) website and/or in accordance with NSWC regulations and procedures. It is the responsibility of the vendor to monitor FedBizOpps for additional information pertaining to this requirement.

2.1.3 Optimized to operate on any of the following fuel types: motor gasoline (87 octane), aviation (JP) fuel, diesel fuel marine (DFM).
2.1.4 Weight not to exceed 170 lbs.
2.1.5 Capable of fitting through a circular hatch with an inside diameter of 25 inches. If a waterproof bag is required to meeting specification #8, the outboard motor inside the waterproof bag must be able to fit through the hatch.

2.1.7 Provides means for rapid de-watering after submersion without the need of tools or disassembly of engine components that can be dropped or lost during the de-watering process while mounted to the craft in surf or sea conditions.
2.1.8 Capable of starting (manually) and operating reliably within 15 minutes after submersion in a minimum depth of 66 feet of sea water (FSW) for at least 18 hours. A waterproof bag may be utilized to achieve this specification. The waterproof bag must be of robust enough construction to withstand handling and storage of the engine.
2.1.9 Operable in water temperatures of -1˚C to 30˚C and air temperatures of -23˚C to
50˚C.
2.1.10 Designed to enable troubleshooting and repair without the use of computers, diagnostic scanners, or other electronic devices.
2.1.11 Outboard motor and waterproof bag (if required to meet specification #8) is approved for Special Operations Forces (SOF) transport and stowage on submarines and deep submergence vehicles, in accordance with NAVSEAINST 9590.1A. If currently not approved, vendor shall provide written documentation demonstrating an understanding of the SOF carry-on approval process and risks associated with obtaining SOF carry-on approval for the outboard motor and waterproof bag (if required to meet specification
#8).
2.2 Minimum Logistics & Support Requirements:
2.2.1 Vendor has in stock and ready to ship two (2) engines, two (2) waterproof bags (if required) and parts and supplies necessary to support operator-level maintenance and repair over a 3 month period (no back-orders).
2.2.2 Vendor is capable of providing a concise, hands-on 2 to 3 hour operator-level training class on correct operation, maintenance and repair.
2.2.3 Vendor is capable of producing and delivering a minimum of 10 units per year, and is capable of producing and delivering the parts and equipment necessary to support 10 units over a year period.
2.3 Additional Information Requested:
2.3.1 Vendor shall provide test data, design information, and any other documentation necessary to substantiate the OBM(s) ability to meet the minimum specifications and requirements listed above. In addition, capability statements should include the following information; all information submitted shall be held in a confidential status.
2.3.2 A Rough Order of Magnitude Estimate (ROM) shall be included for all pricing:
2.3.2.1 Provide a ROM estimate for two (2) engines, two (2) waterproof bags (if required) and parts, supplies and tools required to support operator-level maintenance and repair over a 3 month period. Must include shipping costs to
96782 ZIP code. Loading dock is available. No tax included due to tax-exempt status.
